Tamil Nadu has asked the Union ministry of housing and urban affairs to pick 15 of its cities for Smart City 2.0, which is likely to kick off by 2025 and under which 100 cities are chosen through a special purpose vehicle for civic, mobility and infrastructure development. IN: Tamil Nadu: Madurai Corporation to install 138 cameras to check waste dumping along Vaigai
Madurai Corporation aims to reduce illegal waste dumping along the Vaigai River by installing 38 surveillance cameras on the riverbank and 100 more at high-waste sites in the city. Stricter regulations for meat shops and fines for violators will be enforced. Additional measures include a proposed sewage treatment plant and riverfront development.
The Madurai Corporation plans to install 38 surveillance cameras to curb illegal waste dumping on the banks of the river Vaigai . Another 100 cameras will be placed at other high-waste dumping sites across the city to monitor and reduce pollution.

IN: Kerala: Kochi: Smart City running headless; CEO post vacant for a year
The Smart City Kochi project, which was launched with the announcement of bringing global investments to Kerala, has been operating without a Chief Executive Officer (CEO) for a year now. The CEO resigned around six months ago.
The Smart City IT township is located adjacent to the Kakkanad Infopark. The project commenced with the promise of creating 90,000 job opportunities and constructing buildings over an area of 8.8 million square feet. The Kerala government holds a 16 percent stake, while Dubai Holding owns 84 percent. The Chief Minister serves as the chairman of the director board.

LoRaWAN: The Game-Changer for Smart Cities

Titled Leveraging LoRaWAN for Smart Cities: Cost-Effective, Scalable, Sustainable Connectivity, the report emphasises LoRaWAN’s vital role in modern urban environments, showcasing its ability to provide cost-effective and efficient connectivity for various smart applications.
The LoRa Alliance, a global consortium promoting the open LoRaWAN standard, will highlight these findings at the Smart Cities Expo World Congress(SCEWC). Member companies, including Browan Communications, iotech, Miromico, and Tata Communications, will demonstrate how LoRaWAN is revolutionising urban infrastructure. ZENNER will join Tata Communications and the Alliance on the panel titled “IoT Connectivity & Data Insights to Enhance Urban Life.”

IN: Karnataka: Hubballi’s public bicycle sharing system faces accessibility and demand challenges
The smart city project's public bicycle initiative in Hubballi remains inaccessible to numerous residents across various parts of the city. Despite multiple requests from individuals and organisations seeking the bicycle-sharing facility in their neighbourhoods, the authorities have not taken any concrete steps to address these demands.
Certain locations with existing bicycle stations show low utilisation rates, so officials have identified these underperforming spots but have not relocated them to areas with high demand. Residents from Old Hubballi, Siddaroodha Mutt, Old bus terminal and market areas have consistently requested bicycle stations, yet the administration has shown no interest in transferring the facilities to these locations where they are most needed.

Cities are complex social systems and, like magnets, they attract and repel. For some citizens the notion of a city conjures up images of bright lights, sophistication, excitement and opportunities. For others, a city is a dystopian, heartless and dangerous place where social ills prevail and threats to life and limb are pervasive. No matter the prevailing views towards cities, for millions of Africans, cities are what we call home. The challenge is, how to make cities more liveable; where they shelter us, nurture us, support us, and even become spaces where dreams are made.
African cities are expanding at a rapid rate. Cairo, Addis Ababa, Kigali and Cape Town are but a few of the cities on the continent that have shown exponential growth spatially, economically and demographically. These are primarily due to rural to urban population shifts, intercity-migration and high birth rates.

A.1 Potsdam/Speyer, Deutschland, 10.07.: ISPRAT-Forschungsprojekt „Informierter Bürger trifft zuständigkeitsorientierte Verwaltung“: Projektvorstellung auf dem 5. ISPRAT-Wissenschaftstag
Am 10.07. werden auf dem 5. ISPRAT-Wissenschaftstag in München weitere Zwischenergebnisse des Forschungsprojektes „Informierter Bürger trifft zuständigkeitsorientierte Verwaltung“ vorgestellt. Deutlich wird, dass sich die Auswirkungen der IT-basierten Informationsmöglichkeiten der Bürger in einzelnen Verwaltungsbereichen stark unterscheiden und u.a. von der Verwaltungsleistung und der Verwaltungsorganisation abhängen. Zusätzlich zu den Bereichen „Bürgerservice“, der Berufsberatung und der Arbeitsvermittlung der Arbeitsagenturen wurde im Projektverlauf das Themengebiet „Waffenrecht“ hinzugenommen, weil hier beobachtet wurde, dass sich eine aktive Online-Gemeinschaft herausgebildet hat. Diese tauscht sich in thematisch spezifischen Foren über rechtliche und technische Fragen aus und wird von spezialisierten Rechtsanwälten unterstützt. In diesem Verwaltungsbereich zeigt sich, dass informierte Bürger der Verwaltung teilweise überlegen sind. Deutliche Veränderungen konnten auch bei der Berufsberatung beobachtet werden. Die Bundesagentur selbst, aber auch eine große Anzahl Dritter bieten vielfältige, teilweise hochspezifische Informationen zu Berufen im Internet an, so dass informierte Bürger im Detail häufig besser Bescheid wissen. Im Bereich Bürgerservices hingegen ist selbst bei informierten Bürgern kein „Mehrwissen“ im Vergleich zu Verwaltungsmitarbeitern erkennbar, weil die Leistungen meist hochgradig standardisiert und routinisiert sind.
Im Rahmen des Projektes wird untersucht, wie Verwaltungen auf Bürger reagieren, die moderne Informationsmöglichkeiten und -techniken nutzen und deshalb umfassend und schnell informiert sind. Darüber hinaus wird untersucht, wie sich aufgrund dessen der Verwaltungskontakt verändert hat und ob diese Veränderungen sich z.B. auf die Legitimation von Verwaltung auswirken. Um diese Fragen zu beantworten, werden anhand von qualitativen Fallstudien unterschiedliche Verwaltungsbereiche untersucht. Dies soll auch Aufschluss darüber geben, wie die Verwaltung einen Informationszuwachs der Bürger gewinnbringend nutzen kann.
Das einjährige Forschungsprojekt wird vom ISPRAT-Institut finanziert. Ausgeführt wird das Projekt von der Deutschen Universität für Verwaltungswissenschaften (DUV) in Speyer und dem IfG.CC. Gemeinsam leiten Professor Hill und Professor Schuppan dieses Forschungsvorhaben.

A.2 Potsdam, Brandenburg, Deutschland, 27.06.: Projekt "PROKETTA" – Zweites Treffen des Arbeitsforums eStandards des BMWi-Förderschwerpunktes "Mittelstand-Digital – IKT-Anwendungen in der Wirtschaft" in Bremerhaven
Am 27.06. fand in Bremerhaven das zweite Treffen der Arbeitsgruppe eStandards statt. In diesem Forum tauschen Mitarbeiter ihre Erfahrungen aus den Projekten aus, die in der Förderinitiative „eStandards: Geschäftsprozesse standardisieren, Erfolg sichern“ des Schwerpunktes "Mittelstand-Digital – IKT-Anwendungen in der Wirtschaft" (http://www.mittelstand-digital.de) vom Bundesministerium für Wirtschaft und Technologie (BMWi) gefördert werden. Ziel aller Projekte in dieser Arbeitsgruppe ist es, vorhandene technische Standards zu konsolidieren, weiter zu entwickeln und Prozessabläufe zwischen verschiedenen Akteuren zu standardisieren. Das IfG.CC-Projekt PROKETTA wurde von Dr. Manfred J. Suhr (IfG.CC-Geschäftsführer und Projektleiter) und Friederike Thessel repräsentiert.
Ein Querschnittsthema in vielen Projekten der Förderinitiative ist die Erhebung und Modellierung von Geschäftsprozessen. Beim Treffen in Bremerhaven stand daher im Mittelpunkt, welchen Nutzen Institutionen haben, wenn sie Prozesse erheben und dokumentieren. Ein Ergebnis war u.a., dass Prozesserhebungen dazu beitragen, das Bewusstsein für ein „Denken in Prozessen“ sowie für die Einführung prozessorientierter Organisationsformen zu schaffen. Darüber hinaus wird Transparenz über eigene, parallele, vor- und nachgelagerte Arbeitsprozesse, beteiligte Akteure sowie erforderliche Ressourcen geschaffen. So wird implizites Arbeitswissen (d.h. das Wissen in den Köpfen der Mitarbeiter) explizit gemacht und steht allen Mitarbeitern zur Verfügung. Das ist besonders dann wichtig, wenn Mitarbeiter z.B. altersbedingt die Organisation verlassen und jüngere sowie neue Mitarbeiter in den Prozess eingearbeitet werden müssen.
Weiterhin stellten die geförderten Projekte im Arbeitsforum ihre Arbeitsschwerpunkte der kommenden Monate vor. Im Projekt PROKETTA wird weiterhin die Erhebung und Modellierung von Prozessketten zu Informations- und Meldepflichten im Mittelpunkt der Arbeit stehen – sowohl auf Unternehmens- als auch auf Behördenseite. Ein Ziel ist u.a., erste Referenzprozessmodelle für Informations- und Meldepflichten zu entwickeln. Diese können als Grundlage genutzt werden, eine prozessorientierte Verwaltung umzusetzen. Parallel dazu werden Design und Funktionalitäten des Geschäftsprozessmanagers weiterentwickelt. Berücksichtigt wird dabei insbesondere das Feedback der Interviewpartner.
Das nächste Treffen der Arbeitsgruppe eStandards findet im Februar 2014 auf Einladung des IfG.CC in Potsdam statt.
Über konkrete Inhalte, Leitideen, Ziele, Nutzen, Wirkungsweise sowie über aktuelle Ergebnisse des Forschungsprojektes PROKETTA konnten sich auch der Oberbürgermeister der Landeshauptstadt Potsdam Jann Jakobs und die ihn begleitenden Beigeordneten aus erster Hand anlässlich ihres Besuches am 14.06.2013 beim IfG.CC informieren. Den Besuchern wurde die innovative Methode des IfG.CC vorgestellt, die im Rahmen der Prozesserhebung und -modellierung eingesetzt wird. Auch von einem der wesentlichen Projektergebnisse, dem Geschäftsprozessmanager, konnte sich der Oberbürgermeister ein Bild machen. Der Geschäftsprozessmanager ist als Wissensmanagementtool konzipiert, mit dem in anschaulicher Form Informationen zu den erhobenen Prozessketten zwischen Behörden und Unternehmen bereitgestellt werden. Die anschließenden Gespräche und Diskussionen mit dem Oberbürgermeister und den Beigeordneten lieferten dem IfG.CC-Team wertvolle Hinweise für die Weiterentwicklung des Projektes.
Im dreijährigen Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird, werden Prozessketten zwischen Wirtschaft und Verwaltung visualisiert und standardisiert. Übergeordnetes Ziel ist es, den Aufwand für Unternehmen und öffentliche Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

P.1 eGovernment Review, Ausgabe Januar 2013: COMPATeGov – Kompetenzmodell für E-Government
In der Ausgabe Januar 2013 der österreichischen Zeitschrift „eGovernment Review“ wurde ein Artikel zum am IfG.CC entwickelten Kompetenzmodell für E-Government veröffentlicht. Darin wird das Kompetenzmodell kurz skizziert sowie dessen Anwendungsmöglichkeiten für die öffentliche Verwaltung dargestellt.
Um die Potenziale der Verwaltungsmodernisierung mit Informationstechnik zu nutzen, sind neue, interdisziplinäre Kompetenzen erforderlich. Diese Kompetenzen wurden identifiziert und systematisch zu einem Kompetenzmodell verdichtet. Diese Kompetenzen wurden im Rahmen des COMPATeGov-Projektes systematisch identifiziert und zu einem Kompetenzmodell verdichtet. Darin sind 28 unterschiedliche Kompetenzen aus verschiedenen fachlichen Disziplinen zusammengefasst, welche u.a. in Anlehnung an den Europäischen Qualifikationsrahmen (EQF) bewertet sind.
Das Kompetenzmodell kann beispielsweise dafür genutzt werden, um Fort- und Weiterbildungsangebote zu entwickeln, welche gezielt diese erforderlichen Kompetenzen stärken. Im Rahmen des COMPATeGov-Projektes wurden solche Schulungsangebote bereits erarbeitet. Ebenso wurden Methoden entwickelt, wie das bestehende Angebot von Fort- und Weiterbildungen im Bereich E-Government verbessert werden kann.

The information age has become a reality, and has brought with it many implications for public administration. New ICT's offer new opportunities for government and governing, but at the same time they pose challenges in some key areas of public administration, like trust, or the idea of checks and balances.
This book is an examination of the developments and effects of ICT in public administration over the last 10 to 15 years. It represents a re-visiting of the 1998 IOS Press publication ‘Public Administration in an Information Age: A Handbook’. As a point of departure, the authors of this new book have chosen the speed of the succession of theoretical approaches, represented by the 'phase of theories' which has appeared since 1998. This approach, which reflects that of the 1998 handbook, avoids the impression of technological determinism and provides an opportunity to focus on the phases of theory and technological developments.
The book is divided into five sections. The first section examines key issues, and the second focuses on aspects of democracy. In the third section, the focus shifts towards structural conditions; the conditions that public administration has to meet in order to maintain its effectiveness and its legitimacy in the information age. Section four addresses some objects of implementation, like IT-inspired redesign, HRM and the phenomenon of Street Level Bureaucrats. Finally, the last section offers some concluding thoughts.

V.1 Potsdam, Brandenburg, Deutschland, 14.06.: Oberbürgermeister der Stadt Potsdam zu Besuch am IfG.CC
Im Rahmen seiner Stadtwanderung besuchte der Oberbürgermeister der Landeshauptstadt Potsdam gemeinsam mit seinen Beigeordneten am 14.06. das IfG.CC.
In einer Postersession wurden die wichtigsten Themen und Projekte des IfG.CC vorgestellt, darunter die Forschungsprojekte „Zukunft der Verwaltung/Stein-Hardenberg 2.0“ und „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“, aber auch Shared Service Center sowie das am IfG.CC entwickelte Kompetenzmodell für E-Government. Der Oberbürgermeister zeigte sich beeindruckt: „Ich bin überrascht, dass man gar nicht weit zu gehen braucht. Eigene Ideenschmieden, die praxisrelevante wissenschaftliche Forschung betreiben, liegen quasi vor der Tür. Mehr noch, sie agieren längst nicht mehr nur lokal, sondern auch europäisch bzw. international und ernten dabei viel internationale Anerkennung.“ Innovative Forschung mit einem starken Anwendungsbezug ist ein Alleinstellungsmerkmal des IfG.CC. Davon will die Stadtverwaltung zukünftig stärker profitieren und sich für den Ausbau und Förderung von E-Government-Initiativen einsetzen. Konkrete Themen sind u.a. Geschäftsprozessmanagement, Kompetenz- und Change Management sowie Shared Service Center.
Die Mitarbeiter des IfG.CC haben den Besuch der Stadtvertreter als große Wertschätzung für die Arbeit des Instituts wahrgenommen und sehen das als Ansporn, die Entwicklung des Instituts weiter voran zu treiben.

V.2 Potsdam, Brandenburg, Deutschland, 20.06.: Fortbildungsveranstaltung für thailändische Führungskräfte und Verwaltungsbeamte
Eine Delegation hochrangiger Verwaltungsbeamter und junger Führungskräfte aus Thailand besuchte im Rahmen des Weiterbildungsprogramms „Leadership and Change“ für zwei Wochen das Potsdam Center for Policy and Management (PCPM) an der Universität Potsdam und nahm am 24.06. an einer Fortbildungsveranstaltung des IfG.CC teil.
Das IfG.CC übernimmt in diesem Programm seit mehreren Jahren die Lehre zum Thema E-Government. Schwerpunkte waren in diesem Jahr grundlegende E-Government-Ansätze sowie der Umsetzungsstand in Deutschland und Europa, insbesondere hinsichtlich der Standardisierung von technischen und prozessualen Anforderungen. Am Beispiel der Kfz-Zulassung in Thailand wurde der Ansatz prozessorientierter Organisationsgestaltung im E-Government vermittelt: Die Seminarteilnehmer modellierten den Prozess und diskutierten Optimierungsmöglichkeiten. Für die Modellierung wurde die vom IfG.CC entwickelte Notation zur Modellierung (Government Process Management Notation – GPMN©) genutzt.
Weiterhin wurde die Übertragbarkeit von Lösungsansätzen aus anderen Ländern auf Thailand unter Beachtung der unterschiedlichen Rahmenbedingungen aufgezeigt und diskutiert. Denn Good Practices können nicht ohne Weiteres in einen anderen Kontext übernommen werden. Es kommt auf landesspezifische Ausgangs- und Problemsituationen an, unter denen die Übernahme von Lösungen zu betrachten ist.
Am Nachmittag besuchte die thailändische Delegation das Service Center für die einheitliche Behördenrufnummer „115“ in Berlin. Dort wurde ihnen das „115“-Konzept umfassend erläutert und insbesondere auf Herausforderungen bei der Umsetzung in Berlin eingegangen. Die Verwaltungsbeamten aus Thailand waren besonders an der Finanzierung, den Qualifikationsanforderungen, der Einarbeitung und Weiterbildung der 115-Service-Center-Mitarbeiter interessiert. Zudem hatten die Kursteilnehmer die Möglichkeit, die 115-Mitarbeiter bei ihrer Arbeit zu beobachten und Fragen zum Wissensmanagementsystem und zur Arbeitsorganisation zu stellen. Beeindruckt waren die Teilnehmer aus Thailand u.a. von der Einrichtung und Umsetzung des Service Centers, in dem es bspw. Arbeitsplätze für sehbehinderte und blinde Mitarbeiter sowie einen Eltern-Kind-Raum gibt.
Das IfG.CC bietet bereits seit vielen Jahren unterschiedliche Seminare und Masterkurse auf hohem Niveau an, in denen Forschungsergebnisse und Wissen für Führungskräfte in einer reflektiv-kritischen Form vermittelt werden.

V.3 Berlin, Deutschland, 25.06.: Zukunftskongress Staat & Verwaltung 2013, Zukunftsforum IV: Veränderte Anforderungen in der vernetzten Verwaltung
Beim ersten „Zukunftskongress Staat & Verwaltung“ nahm Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, am 25.06. am Zukunftsforum zum Thema „Veränderte Anforderungen in der vernetzten Verwaltung“ teil. Ziel des Forums war es, aus verschiedenen Perspektiven aufzuzeigen, welche Kompetenzen notwendig sind, um die vernetzte Verwaltung zu erreichen und in ihr zu arbeiten.
Die Teilnehmer des Forums diskutierten anhand folgender Leitfragen:
- Welche Prozesse und Entwicklungen – interne wie externe – zwingen die Verwaltung heute, sich zu verändern und neue Kompetenzen und Qualifikationen zu entwickeln?;
- Welche Kompetenzen braucht die vernetzte Verwaltung?;
- Wie erreicht die Verwaltung den notwendigen Wandel? Sind die Voraussetzungen dafür bereits vorhanden oder müssen noch entscheidende Rahmenbedingungen geschaffen werden?
Prof. Schuppan machte deutlich, dass es nicht nur in institutionellen Fragen, wie z.B. fehlenden Kooperationsanreizen, begründet ist, warum Vernetzung mit E-Government in föderalen Systemen so schwer gelingt. Vielmehr sind für vernetztes E-Government neue Kompetenzen im Sinne von Fähigkeiten, Fertigkeiten und Persönlichkeitsmerkmalen gefragt, die bisher weder ausreichend erhoben noch bekannt sind. Der scheinbare Widerspruch: Je mehr die Verwaltungsarbeit von IT durchdrungen ist, desto stärker sind soziale Kompetenzen für Führungskräfte wie für Mitarbeiter gefragt, die ein Denken und Handeln über Organisationsgrenzen hinweg erfordern. Als weitere Kompetenzen sind erhöhte Fähigkeit zu Selbstorganisation, Selbstreflexion und auch eigenständiges Lernen im Arbeitsfluss erforderlich. Zudem handelt es sich um Kompetenzen, die nicht in Seminaren nebenbei erworben werden können. Gefragt sind ganzheitliche Personalentwicklungskonzepte, die über IT-Bedienfähigkeit oder IT-Wissen deutlich hinausreichen.
Der „Zukunftskongress Staat & Verwaltung 2013“ stand unter der Schirmherrschaft von Bundesinnenminister Dr. Hans-Peter Friedrich. Organisiert wurde der Kongress von der Berliner Wegweiser Media & Conferences GmbH in Partnerschaft mit Accenture, der KGSt, Vitako und weiteren Akteuren.

Die Workshop-Teilnehmer werden unter dem Motto „Themen (be)greifbar machen“ aktiv in die Informationsvermittlung eingebunden und erhalten so einen Einblick in die Vorgehensweisen, Methoden und Tools des IfG.CC bei der Bearbeitung von Projekten eingebunden. V.4.1 IfG.CC, Potsdam, Brandenburg, 18.07.: Prozesspriorisierungs-Workshop
Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

Der Prozessmodellierungs-Workshop richtet sich an Teilnehmer, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben.
Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen (z.B. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren.

Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.
Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.
Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

Der Shared Services-Workshop beantwortet Fragen wie z.B.: Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung?
Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

E.1 Das IfG.CC öffnet sein Projekt zur Entwicklung eines Prozessketten-Registers für staatliche Informations- und Meldepflichten für weitere Kooperationspartner
Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.
Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.
Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

2. Schwerpunktthema des Monats/Key Issue of the Month:
E-Government in Australien / eGovernment in Australia

Australien ist neben den skandinavischen Ländern, Kanada und den USA eines der Länder, die verstärkt auf E-Health- und Telemedizin-Lösungen setzen, um die Gesundheitsversorgung v.a. in ländlichen Regionen abzusichern. Für die strategische Ausrichtung und die Koordination der Projekte ist die National E-Health Transition Authority (NETHA) verantwortlich, die gemeinsam von den Bundesstaaten/Territorien und der australischen Regierung eingerichtet wurde. Ein Langzeitprojekt der NETHA ist die landesweite Einführung von elektronischen Gesundheitsakten. Dabei zeigt sich, dass die Umsetzung eines solchen Großprojektes alle beteiligten Akteure vor zahlreiche Herausforderungen stellt. Aus diesem Grund werden zunächst vorrangig Einzelprojekte verfolgt. Beispielsweise wurde eine Smartphone-App entwickelt, mit der Eltern auf die elektronischen Gesundheitsakten ihrer Kinder zugreifen können und so regelmäßig erhobene Werte wie Gewicht, Größe und bestimmte Blutwerte überwachen können. Das spielt besonders bei chronisch kranken Kindern eine Rolle.
Ein weiterer Schwerpunkt beim E-Government in Australien sind mobile Lösungen, besonders im ländlichen Raum. Mit mobilen Services werden mehrere Ziele verfolgt: die Leistungen der öffentlichen Verwaltung sollen effizienter erbracht, die Verwaltungsmitarbeiter flexibler eingesetzt, die Kommunikation mit den Bürgern verbessert und die Services bürgernah erbracht werden.
Um auch langfristig den Bedarf an IT-Fachkräften sichern zu können, hat die australische Regierung im Rahmen des Programms „Digital Careers Program“ ein Förderprogramm speziell für Schüler der Klassen 5 bis 10 initiiert. Die Kindern sollen die Bedeutung von IT für die Wirtschaft besser verstehen; gleichzeitig sollen Vorurteile abgebaut werden, Jobs in der IT-Branche seien unsicher, schlecht bezahlt und langweilig.

The Department of Health and Ageing launched the country’s first smart phone app which allows parents to view information in and add information to the new health, growth and development part of their child’s Personally Controlled eHealth Record. “My Child’s eHealth Record app” lets parents add and monitor information like immunisations, height, weight, and development milestones. The app connects parents to their child’s eHealth record, which is a new function added recently as part of the ongoing rollout of the government’s national eHealth record system.

2.2 Long road to successful e-health system
Over-hyped and over-promised. That’s how Stephen Duckett, Grattan Institute’s health program director, summarised Australia’s two-decade long trek towards a digital healthcare system. According to recent study by McKinsey and Company, the cost of treating chronic diseases represents 60 per cent of total healthcare spending worldwide. That figure could fall by 20 per cent through technologies such as remote patient monitoring – assuming patients embrace the digital alternatives.

mHealth is a powerful and increasingly pervasive tool for healthcare professionals, but a lack of knowledge about security, privacy and the proper use of the technologies involved is a serious threat to the wider potential of mHealth for clinical care. Information systems, standards and regulatory processes, supported by full legislative backing, are urgently required to keep out the snoops. Australia’s leading ICT research agency National ICT Australia has unveiled plans to use data analytics and information mining tools to build Australia’s knowledge base of environmental science and research, encompassing geosciences, physics, and ecology. 2.6 $6.5 million funding boost for digital careers
The Government has announced the allocation of $6.5 million of funding over four years aimed at students in years 5 to 10 aimed at encouraging them to pursue a career in information and communications technology. The funding is part of the Digital Careers program. Digital Careers will help students in years 5 to 10 and teachers understand the role of ICT across all industry sectors and seeks to address perceptions that ICT careers are insecure, poorly paid or boring. Boosting ICT skills is another key to achieving the goals of the Update to the National Digital Economy Strategy, which was released as well.

The contract is being agreed under the department’s Future IT Sourcing Programme
The Ministry of Justice (MoJ) is looking for a partner to provide it with up to £78 million worth of hosting services, as part the department’s Future IT Sourcing Programme (FITS) to replace a number of legacy contracts.
The department’s current major ICT contracts were negotiated prior to the creation of the MoJ, and as such are broadly aligned to business units, rather than “supporting economic, standard and integrated services across the MoJ”, according to the online contract notice.

4.2 Malta: Government launches a renewed student placement programme
All employers from the private sector can temporarily engage students with ICT competences and get 50 per cent of the wage co-financed by Government.
The Malta Information Technology Agency (MITA) in collaboration with the Parliamentary Secretariat for Competitiveness and Economic Growth has launched the Student Placement Programme for employers seeking temporary additional ICT and ICT-related human resources. This year the Student Placement Programme has been significantly improved and made more attractive to employers as Government will be once again co-financing 50 per cent of the students' wage together with other additional services which have been added to benefit employers and students.

4.5 Czech Republic leader in IPv6 implementation in public authorities
According to an international survey organised recently by the CZ.NIC Association, the Czech public administration authorities are the best prepared in Europe for the implementation of the IPv6 (Internet Protocol version 6) internet protocol.
The CZ.NIC Association which runs and maintains the Czech national domain, conducted this survey as part of the Governments enabled with IPv6 (GEN6) European project, focusing on the adoption of IPv6. According to current data from the Czech Republic, 48 % of websites of all national government bodies and 26 % of towns and municipalities support the new protocol. IPv6 support is however lacking on the side of Czech internet service providers.
