Azerbaijani Taxes Ministry adopted an action plan to execute the Azerbaijani President Ilham Aliyev’s decree on measures for the provision of e-services by government agencies, the ministry’s official website reported.

The plan envisages the necessary measures to create an electronic payment system and its improvement in 2011-2012, expanding the range of services provided by tax terminals, including the range of electronic services, construction of new terminals by December 2011, and preparation of proposals to amend the legislation to apply the "e-audit" system in 2011-2012. The plan also envisages studying international experience in e-commerce tax audit and the preparation of proposals in this sphere in 2011-2012.

The Ministry of Taxes Azerbaijan has approved a plan of actions within the execution of presidential decree from 23 May 2011 on "Measures of organization of e-services in govenrmental agencies".

The Ministry reports that in accordance with the approved action plan the Taxes Ministry will create a special section of e-services at its website to ensure free access to the list of documents required for services (a reference, forms, etc.) and the possibility of their electronic placement.

The Collegiate Organ of the Ministry of Communications & Information Technologies of Azerbaijan has held a meeting dedicated to the enforcement of Azerbaijani President’s decree on organization of provision of e-services by governmental agencies.

The Ministry reports that in the course of the session communication minister Ali Abbasov pointed out that state program E-government will enable to improve transparency when considering appeals from citizens, ensure e-services by state agencies, simplify use of these services by citizens and businesses, allow removal of bureaucratic obstacles and take serious measures in this direction.

A project is being developed in Azerbaijan to apply biometric passports.

The statement came from Electronic Information Center of the Communication and Information Technology Ministry.

'The project is being considered by ministries and state agencies of the country. The work as part of the project will start after relevant rules and procedures for issuance of new generation passports are designed. The current identity cards in Azerbaijan indicate eye color, height and blood type while there are more than 30 types of biometric indicators in world practice.

Azerbaijan is considering the matter of introduction of electronic declaration in order to simplify customs procedures.

Today in Baku TRACECA national coordinator Akif Mustafayev has informed that currently Azerbaijan is studying prospects of introduction of electronic customs declaration system within the framework of TRACECA and introduction of E-Government Program.
