According to the Action Plan for 2011-2015 to implement the State Program for Poverty Reduction and Sustainable Development for 2008-2015 approved by President Ilham Aliyev, the Ministry of Communications and Information Technology (MCIT) of Azerbaijan is tasked to take a number of measures to promote the use of information and communication technology in the country.
The Action Plan published in a state media says the ministry is entrusted to take steps to electronize telecommunication network of the country via the latest technology in 2011-2013.

The plan envisages the necessary measures to create an electronic payment system and its improvement in 2011-2012, expanding the range of services provided by tax terminals, including the range of electronic services, construction of new terminals by December 2011, and preparation of proposals to amend the legislation to apply the "e-audit" system in 2011-2012. The plan also envisages studying international experience in e-commerce tax audit and the preparation of proposals in this sphere in 2011-2012.

The statement came from Electronic Information Center of the Communication and Information Technology Ministry.
'The project is being considered by ministries and state agencies of the country. The work as part of the project will start after relevant rules and procedures for issuance of new generation passports are designed. The current identity cards in Azerbaijan indicate eye color, height and blood type while there are more than 30 types of biometric indicators in world practice.

The Ministry reports that in accordance with the approved action plan the Taxes Ministry will create a special section of e-services at its website to ensure free access to the list of documents required for services (a reference, forms, etc.) and the possibility of their electronic placement.

The Ministry reports that in the course of the session communication minister Ali Abbasov pointed out that state program E-government will enable to improve transparency when considering appeals from citizens, ensure e-services by state agencies, simplify use of these services by citizens and businesses, allow removal of bureaucratic obstacles and take serious measures in this direction.
