The Azerbaijani Communications and IT Ministry has determined a list of e-services to be rendered to the population.

They include the possibility of citizens' appeal for laying new telephone lines and activating the services rendered based on the public telephone network, Internet services connection, telecommunications equipment certification (information services) and mail tracking.

The Ministry of Communications & Information Technology of Azerbaijan is conducting work to ensure the use of paid electronic services provided on the basis of information system e-government.

According to the MCIT, all e-services rendered and created by governmental agencies will be transferred to single portal e-government, which is currently at stage of development and will be ready soon.

The system of online registration of individual entrepreneurs introduced in Azerbaijan since 1 July has already shown its effectiveness.

The acting chief of the Taxes Ministry Main Department of State Registration of Legal Entities & Economic Analysis, Zaur Fatizadeh, says that within the system online registration this July it was registered more than 1,200 individuals engaged in entrepreneurial activity without establishing a legal entity.

By his decree from 27 July 2011 President Ilham Aliyev of Azerbaijan approved the Regulation on the Preparation & Adoption of Regulatory Legal Acts of Executive Authorities.

Under the decree, the legal acts drafted by the Cabinet and central bodies of executive power are placed for public debate in e-government portal. A body defined as its main performer of the legal act is responsible for the development of acts. Independent experts can be drawn for examination of standard and legal acts and in this connection the period of drafting of these documents may be extended.

Government portal ensures transparency in public administration

All government agencies in Azerbaijan will soon offer electronic services to citizens and foreigners residing in the country, following a presidential decree signed on May 23, 2011.

The online portal is scheduled to launch within three months since publishing the law. Once in operation, it will allow access to services, such as applications for property ownership certificates, getting a foreign diploma recognized or arranging address registration. The cabinet of ministers has yet to determine the full scope of services that each government agency may offer electronically.
