Ministry of Communications and Information Technology will work to create a centralized information system as part of "electronic government".

According to the Action Plan for 2011-2015 to implement the State Program for Poverty Reduction and Sustainable Development for 2008-2015 approved by President Ilham Aliyev, the Ministry of Communications and Information Technology (MCIT) of Azerbaijan is tasked to take a number of measures to promote the use of information and communication technology in the country.

The Action Plan published in a state media says the ministry is entrusted to take steps to electronize telecommunication network of the country via the latest technology in 2011-2013.

It also planned to promote application of advanced technologies in telecommunications network (IPTV, ADSL, Wi-Fi, Wimax, 3G, 4G, satellite communications, etc.) and mobile phone services CDMA till 2015.

MCIT in cooperation with the Tariff (Price) Council of Azerbaijan are expected to prepare proposals to optimize tariffs in order to stimulate the development of telephone and internet services in 2011-2015.

By 2015, the ministry is tasked to establish a packet broadcast of national TV and radio signals from the satellite to complete the introduction of universal telecommunications and postal services.

Moreover, the Ministry is assigned to implement measures to create a special economic zone (SEZ) for production of high-tech products in order to ensure sustainable development of ICT in the country until 2014.

MCIT and Azerbaijan National Academy of Sciences of Azerbaijan are tasked to continue research work to apply innovations in ICT sector in 2011-2015.

The Ministry is also expected to implement measures to form "e-government" in 2011-2015 and in order to improve governance and to continue structural reforms.

MCIT will work to create a centralized information system as part of "electronic government" in 2011-2013.

The system will create a fertile ground for the use of "e-government" and provision of electronic services.
