"They were included in the 'Digital Transformation of Local Government Authorities' program with a budget exceeding €85 million"
Imagine in the city where you live, the pedestrian crossing sees the pedestrians, the traffic light counts the traffic and flashes accordingly, and drivers are informed via the municipality’s application on their mobile phones about where there is a free parking spot. Algorithms oversee the green spaces and their watering, any leaks in the water supply system, and the lighting in schools and municipal buildings. This future, infused with plenty of digital technology, may seem distant or utopian, but it is becoming a reality in hundreds of municipalities across every corner of the country.

The Rise of Smart Cities: How Tech is Rewriting Urban Living
Smart cities are revolutionizing daily life with tech like predictive traffic lights and leak-detecting water systems. While they promise faster, cleaner living, concerns about privacy and tech accessibility still need addressing.
Imagine hitting every green light on your way to work. No unnecessary stops. No honking. Just smooth sailing. That’s not luck — it’s a smart city at work.
Smart cities aren’t just stuffed with shiny gadgets. They’re live, breathing systems that see problems before they happen. Think of it like a chess master planning 10 moves ahead. Using IoT (Internet of Things), AI, and real-time data, these cities aim to make daily annoyances—like traffic jams, missed trash pickups, and random power outages—less of a headache.

How Smart Cities are Bridging the Digital Divide With AI
Urban populations are expected to account for 68% of the global population, putting unprecedented strain on cities’ infrastructure. This rapid urbanisation is exposing critical gaps that compromise residents’ quality of life, from inefficient essential services to grid and water-management deficiencies. The implications are particularly profound for underserved communities, where infrastructure and basic services may already be lacking. Municipal leaders, policymakers, and sustainability directors are now grappling with the challenge of ensuring their cities evolve in a way that is both technologically advanced and equitable and inclusive.
Connectivity is at the heart of this challenge. In the United States alone, an estimated 14.5 million people still lack access to reliable broadband, creating vast “broadband deserts” that exacerbate social and economic divides. These areas, often rural or underserved urban communities, are left behind in a digital age where access to high-speed internet is no longer a luxury but a necessity. This issue transcends technology—it strikes at the core of equity and social justice. It’s also one of the key reasons programs like BEAD have garnered so much attention, including amongAI experts developing connectivity solutions. Ensuring that all citizens, regardless of their geographic location, have access to healthcare, education, and other critical connected services is vital for fostering inclusive rural and urban growth.

Kooperationspartner sind u.a.
This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftliche Mitarbeiterin am IfG.CC.

Kooperationspartner sind u.a.

A.3 Potsdam, Brandenburg, Deutschland 13.11.: Forschungsprojekt "Zukunft der Verwaltung - Stein-Hardenberg 2.0" – 2. Leitungskonferenz in Caputh

R.1 Shillabeer, Anna; Buss, Terry F.; Denise M. Rousseau, Denise M. (eds.): Evidence-Based Public Management: Practices, Issues, and Prospects, New York, NY: M.E. Sharpe, 2011. - 312 pp.
Evidence-based management (EBMgt) derives principles of good management from scientific research, meta-analysis, case studies, and literature reviews, and then translates them into practice. Highly developed in medicine, this technique is just now beginning to be applied to business and public administration.
Evidence-Based Public Management is the first systematic assessment of EBMgt and its potential application in public management. The book is designed to present an overview of EBMgt, identify effective ways of applying evidence in public management, guide public managers in applying evidence, and guide public management researchers in more effectively translating their research into practice.
In addition to a thorough overview of the principles of EBMgt, the book also includes applied chapters devoted to the practical concerns of public management: performace-based management; human capital management; IT management; leadership development; and health care administration.

1.4 Veranstaltungen/Vorträge des IfG.CC / IfG.CC events and lectures
=========================================================================
This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftliche Mitarbeiterin am IfG.CC.

Informationen zuliefern, was den Genehmigungsprozess verlangsamt.
Kooperationspartner sind u.a.

=========================================================================
K.1 Announcement: Big Island, Hawaii, 06.-09.01.2014: 47th HICSS (Hawaii International Conference on Systems Sciences), Call for papers
The 47th HICSS will be held at the Waikoloa Hilton on the Big Island of Hawaii from January 6 to 9, 2014.
The minitrack „Digital Government Mirrors and Anticipates Many Developments, which Later Become Major Trends“ is led by Theresa A. Pardo (University at Albany/SUNY), Samuel Fosso Wamba (University of Wollongong, Australia) and Tino Schuppan (IfG.CC, Potsdam, Germany).
The e-Government Emerging Topics minitrack provides a home for incubating new topics and trends in e-Government research. E-Government as an academic field is evolving; new directions of research and practice are emerging while others are becoming accepted as foundational. However, the foundations of the field still need to be spelled out more explicitly and rigorously. This HICSS E-Government Emerging Topics minitrack seeks submissions that contribute to the evolution of e-Government research and to the clarification of the field. Submissions should speak specifically to how the research presented contributes to our understanding of this emerging field.
In this minitrack papers are invited that offer the conceptual and practice-based boundaries and foundations of the field of e-Government, agendas for e-Government research, foundations and research methodologies for the study of e-Government, the nature of inter- and multi-disciplinaryresearch designs in e-Government, natural disaster management & e-government policy, mobile Government: Challenges, opportunities, standards, and protocols, Web 2.0/3.0 in government, Open data: Challenges, opportunities, standards, and protocols, E-diplomacy, societal challenges and e-Government, for instance, engaging citizens through technology.

K.2 Announcement: Ottawa, Canada, 09.-11.04.2014: IRSPM 2014 conference, Call for papers abstracts
Panel Session: The Role of e-Government in Administrative Reform: Towards New Forms of Governance, Democracy, and Accountability?
In the last decades, governments around the world started to use Information and Communication Technologies (ICTs) to improve various forms and aspects of government and governance. For instance, e-Government solutions have been introduced as a critical enabler for administrative reform in order to achieve better governance, more transparency, better quality services, and greater citizen involvement in the decision-making process.
Various ambitious demands placed on the design and delivery of 21st century government not only raise questions around how governments manage and implement seemingly competing interests in ICT-enabled administrative reform initiatives, but also if, and if so how and to what extent, the administrative reform objectives have been achieved through e-Government. Moreover, high expectations around ICT-enabled 'transformational' changes within the public sector and in its external relationships also leads to the question to what extent new forms of governance, democracy and accountability are emerging from the application and use of e-Government, and what the implications are for public management.
This panel intends to further explore these important issues around the role and actual outcomes of e-Government in administrative reform initiatives, and the implications for public management. It invites both theoretical and empirical papers that contribute to the existing body of knowledge around the role of ICTs in improving governance, accountability and democratic institutions in the public sector. Papers abstracts should include a short description of the topic, the research question(s) and method, and an indication of the research findings. Accepted papers for this panel will be considered for possible publication in the International Journal of E-Planning Research (IJEPR; www.igi-global.com/ijepr).

W.4 IfG.CC, Potsdam, Brandenburg, 12.12.: Shared-Services-Workshop
2. Schwerpunktthema des Monats/Key Issue of the Month:
eGovernment in Großbritannien/eGovernment in Great Britain
=========================================================================

2.1 Support Growing for a Telemedicine revolution in home care
Imagine seeing your GP looking back at you from this very screen. Well, it turns out, this is no longer a far-fetched scenario, with healthcare providers compelled to find new ways of reducing costs and removing some of the obstacles standing between doctor and patient.

2.3 “No evidence” that telehealth reduces GPs´ workload
There is no evidence that telehealth alters the number of patient contacts with GPs or reduces GPs’ workload, a new study has found.
The study, conducted by the Nuffield Trust, showed that patients using telehealth contacted GPs as often as those who did not, concluding it will not reduce GPs’ work-loads, despite Government claims that telehealth scheme will reduce the burden on GPs.

Driven by the broad availability of mobile devices and health apps of all kinds, telemedicine is taking the center stage as a game changer when it comes to patient engagement, care coordination and extending the reach of care. The fast-growing trend has gained a lot of interest from provider organizations in the U.S. as well as in Europe, as evidenced by the first European Telemedicine Conference that was held in Edinburgh, Scotland on Oct. 29 and 30. The four organizations behind the event - the University of Pittsburgh Medical Center (UPMC), HIMSS Europe, Odense University Hospital in Denmark, and NHS 24 Scottish Centre for Telehealth and Telecare - describe the conference as a platform for all stakeholders to share success stories and challenges across borders.

5.1 USA: Why Do We Still Use Passwords?
They’re simple and cheap, but usually not all that secure. Why haven’t we moved to something better?
Laziness, carelessness, stupidity, ignorance, naiveté — what do all these have in common? They’re all reasons passwords don’t work and also the reasons we’re still using passwords. People and corporations, small businesses and government agencies, by and large everyone is too lazy to do what’s right when it comes to passwords because what’s right is a pain in the ass. Of course, getting hacked is much, much worse, but that’s where naiveté factors in — it won’t happen to me.

Mr Dutton announced a review that will be headed by UnitingCare Health Queensland chief Richard Royle and supported by Australian Medical Association president Steve Hambleton and Australia Post chief information officer Andrew Walduck.
The panel will examine the level of consultation with end users and stakeholder groups during development, gaps between expectations and what has been delivered, and what needs to be done to fix the Personally Controlled Electronic Health Record.

6.4 05.-06.12., Athens, Greece: 5th e-Democracy International Conference on: „e-Democracy -Security, Privacy and Trust in a Digital World“
Internet has created a global platform for the exchange of ideas, goods and services; the benefits of which are enormous. The workings of a democracy can be supported significantly and even deepened by means of new technologies and applications, such as information and transparency sites, consultation platforms and voting systems. Interesting questions are raised ranging from the technical characteristics and maturity of the technologies and protocols used in e-Democracy applications, their limitations and risks and the extent to which such applications can enrich the entire democratic process to new approaches and methods needed to enhance and integrate e-Participation in e-Government infrastructures.
However, Internet has also created boundless opportunities for cyber-crime. As an increasing number of large organizations and individuals use Internet, its satellite mobile technologies and complex computer systems and applications, are increasingly vulnerable to security and privacy related threats. It is paramount that the security industry raises its game to combat these threats. This is an issue of global importance as law enforcement agencies all over the world are struggling to cope. Therefore, there is a need to build systems and networks that enable the provision of secure, privacy-friendly and trusted services.
Greek Universities and Technological Institutes have joined forces with other European Universities among which the University of East London and Amsterdam University, the Scientific Council for Information Society of Greece and the association of Greek Lawyers e-Themis, to bring together their experiences in gathering the scientific and professional bodies in the 5th International Conference on "e-Democracy-Security, Privacy and Trust in a Digital World".
The conference will include keynote addresses, tutorials, panels, workshops, special, regular and poster sessions.
