“In Estonia, it was not an imaginary but a real threat that we experienced a few months ago, Defense Minister Jaak Aaviksoo said in a talk at the Center for Strategic and International Studies.
Over three days in late April and early May, Estonia suffered online denial-of-service attacks against its information infrastructure, during which Aaviksoo said the level of coordination, volume of online traffic and political motivation reached the level of a national threat.

Estonia made history recently for being the first country to embrace e-voting for a national parliamentary election within the European Union. From February 26 to 28, online polls were poised and ready for 900,000 Estonians to use the online voting system. Some 30,000 Estonians chose to vote online prior to election day, the BBC reports, possible because Estonians older than 15 years of age are required to carry an electronic identification card at all times.

Im Februar 2007 machte Estland Schlagzeilen, als es als erstes Land der Welt die elektronische Stimmabgabe bei einer Parlamentswahl erlaubte. Legendär sind auch die Anordnungen, dass jeder Ort zumindest einen öffentlichen Internet-Hotspot haben muss sowie die Einführung eines eigenen Klammeraffen-Verkehrszeichen, das diese Zugangspunkte ausweist.
According to one of the project managers behind the I-Voting system, the procedure is quick and easy. The voter pushes the electronic chip of his identity card into a reader, calls up the special electoral web page on the Internet, gives two PIN codes and puts his cross beside one of the parties. "This takes no longer than 15 seconds," says Tarvy Martins.
