  • Brunei: Land Transport Department Goes Hi-Tech With E-Services

    Vehicle registration, renewal of vehicle licence and renewal of driving licence can now be done online by the public through the Land Transport Department (LTD) e-Services system called the Land Transport System or "Sistem Pengangkutan Darat" (SPD), which is part of the e-Government initiatives.

    The e-Government National Centre (EGNC), Prime Minister's Office, said the SPD portal will also enable motor dealers to submit vehicle-related applications online on behalf of their customers without having to submit physical documents to the LTD.

    To meet the expectations and demands from customers as well as essential clients without effecting high administration cost deficiency while executing services efficiently, the e-government can be regarded as the primary method in providing efficient, accessible, customer focused, effective cost saving customer service and overall, is an improvement from the previous system.

    The revival of the Legislative Council and the Constitution Amendments will encourage and motivate civil service in the country to achieve higher levels of excellence and efficiency, Pehin Dato PadukaAwg Hj Hazair, Permanent Secretary at the Prime Minister's Office, said yesterday.

    They will make the civil service in the country more transparent, accountable, and competitive and concentrate more on the customer and services focus, he told the 11th Civil Service Day 2004 yesterday.

  • Brunei: Lessons From Seoul's E-Government Endeavour

    Political leadership and the willingness to learn from the success and failure of other developed countries are crucial for Brunei to develop its e Government initiative, said Professor Sung Gul Hong from Korea's Kookmin University yesterday on the sidelines of the International Conference on e-government and Administrative Simplification at Radisson Hotel in the capital.

    "Most of the good things (about e-Government) are already known globally to the public, including here in Brunei. Good things did not come in a smooth way but it's a struggle. I introduced (to the audience) the types of struggle that South Korea experienced, lessons for the followers.

  • Brunei: Local ICT Talent Not Sufficient

    Brunei lacks sufficient local talent in information communications technology (ICT) to offset dependence on foreign expertise, said the Deputy Minister at the Prime Minister's Office during yesterday's launching of the first ICT Career Day.

    Only about 50 per cent of the current workforce in the ICT field are locals in the private sector, while most e-government initiatives or ICT projects still rely on foreign consultants, Dato Seri Paduka Hj Eusoff Agaki Hj Ismail said.

    Regional Analyst Asia Pacific, Laetitia Fritz Laurens, was in the country to raise interest among industries in Brunei to invest in the revolutionary technology Radio Frequency Identification (RFID), a tracking device which can identify assets to within 1-inch to 10-metre radius.

    RFID, one of today's most discussed retail technologies, uses radio frequency communication to automatically identify, track and manage objects, people and animals.

    The e-Government programme is not just a big IT infrastructure project. It should be viewed as a `change management project requiring changes in `mindset' and the way things are traditionally done.

    This was stated by Deputy Minister of Communications, Dato Paduka Hj Yusof bin Hj Abd Hamid, who was the chief guest at the opening of the "Building High Performance Government" seminar, yesterday, at the Orchid Garden Hotel in Berakas.

  • Brunei: Marketing Team Needed To 'Sell' e-Govt To Public

    The deputy permanent secretary (IT and E-Government) at the Prime Minister's Office yesterday called for the establishment of a marketing resource team and promotion programme to convince the public to use e-govemment.

    "We admit that promotion and awareness should be enhanced in the future. Apart from the right funding on this, the e-government should have its own marketing resource team tasked to promote e-government actively," said Hj Azhar Hj Ahmad.

    The deputy permanent secretary cum Overall Government Chief Information Officer (CIO) made his remarks at the THiNKBIG Technology Forum, with regard to the "unsatisfactory" progress of e-government in Brunei over the past decade. "Spending millions on a project will be useless if it (the project) is not being used or adopted," he said.

  • Brunei: Media Key In Connecting Public With Ministries And Industries

    Connectivity between the ministries, industry players and consumers was once again stressed as one of the factors that will lead to the successful implementation of the e-government structure.

    Speaking to the press during the Prime Minister's Office (PMO) media appreciation night, Deputy Minister at the Prime Minister's Office, Dato Seri Paduka Eusoff Agaki Hj Ismail said that it was important to highlight this aspect because of the role it plays in the e-government initiative.

  • Brunei: Minister Called To Explain ICT Projects Fail Rate

    The Communications Minister yesterday was called to explain to the State Legislative Council (LegCo) why so many government-tendered information-technology (ICT) projects in the past had failed and what action the ministry had taken to curb the fail rate.

    LegCo member Dato Paduka Hj Idris Hj Alms pointed out, "In 2005, out of 40 ICT projects tendered out, only 16 projects were carried out.

  • Brunei: Ministry Heeds Calls For Better Website Services

    The Ministry of Finance will launch its new website, which is hoped to provide "better services" to the public, said a senior officer at the ministry. Its current website was last updated in June 2005.

    The new website will feature more sophisticated features, with a new look and feel, said the officer who did not want to be named.

  • Brunei: Ministry Of Defence & RBAF Lauch DefPAIS

    The Defence Ministry and the Royal Brunei Armed Forces announced yesterday the commissioning of the Defence Personnel Administration Information System (DefPAIS) in an official ceremony held at the Pahlawan Hall in Berakas Garrison.

    The DefPAIS, which is by far the largest IT initiative of the Ministry, marked another achievement in the realisation and implementation of MinDef Mission towards cultivating advancement in Information Technology. The guest of honour was the Permanent Secretary of the Ministry of Defence, Dato Paduka Haji Abdul Majid bin Mangarshah.

    The Housing Development Department of the Ministry of Development today signed a contract on Infrastructure Network with Dinamik Giat Trading Company, in an effort to make Housing Development services more accessible to the general public through the e-Government network.

  • Brunei: Ministry of Education Officers, Staff At E-Portal Workshop

    The Ministry of Education in collaboration with the Department of Information Technology and Communications, Public Relations and International Affairs recently held a workshop to update the e-portal Web page of the Ministry of Education.

    The workshop took place at the ministry's Curriculum Development Department.

    Some 50 officers and staff of various divisions and units of the Ministry took part in the two-day workshop.

  • Brunei: Ministry of Home Affairs To Upgrade Network System

    The Ministry of Home Affairs (MoHA) will upgrade its network infrastructure to integrate and connect all its departments in improving their communication processes following a signing ceremony yesterday.

    The $2 million contract was signed with two private companies to upgrade its network system in supporting the implementation of e-services as well as renovation of its IT Service Centre.

    System Analyst Jamhali Yahya at the ministry told The Brunei Times that the project involves connecting the whole ministry comprising 10 departments with the infrastructure of a local area network.

  • Brunei: Ministry of Industry and Primary Resources goes online to realise ‘customer-centric’ vision

    The initiative of Ministry of Industry and Primary Resources (MIPR) has now gone online to facilitate the 47 types of services more efficiently and deliver faster notifications on outcome of applications via e-MIPR, which is in line with the ministerial client charter, Tekad Pemedulian Orang Ramai.

    The Bulletin recently obtained first-hand information regarding the initiative from e-Government representatives at the e-Government National Centre (EGNC), Prime Minister’s Office.
