  • Brunei: Play Active Role In The Modernization Of Public Service, Senior Officers Told

    Senior government officers participating in the 14th Executive Development Programme were urged to keep an open mind and take an active role in the modernisation of the public service.

    Speaking to the participants at the dosing ceremony of the programme, Deputy Minister at the Prime Minister's Office (PMO), Dato Seri Paduka Hj Eusoff Agaki Hj Ismail called on the senior officials to always be prepared to adapt.

    "As leaders in your respective organisations, be prepared and keep an open mind in the face of fast expanding information, communication and technology," said the deputy minister.

  • Brunei: PMO marks milestone with PMO Online

    The Prime Minister's Office (PMO) yesterday marked a milestone in the development of its e-Government project 'PMONet' with the launching of the PMO Online support facilities and infrastructure. The event was officially launched by Permanent Secretary at the PMO, Pehin Dato Paduka Awg Hj Hazair Hj Abdullah, who is also Chairman of the e-Government Programme Executive Committee.
  • Brunei: Poor IT Knowledge Cited As Barrier To E-Govt Execution

    Poor knowledge and lack of IT resources are factors that hinder Brunei's e-government implementation, said the deputy director of Universiti Brunei Darussalam's International and Public Relations Office.

    There is a lack of e-readiness, due to shortage of IT resources, poor IT infrastructure, as well as IT capabilities, said Dr Hazri Hj Rifle.

    Speaking during a forum on "Current and Future of E-government in Brunei" at the International Conference on e-Government and Administrative Simplification, he said the government is trying to resolve the problem by improving computer literacy.

  • Brunei: Poor Progress 'Lesson Learned'

    The "unsatisfactory" progress of Brunei's e-government implementation over the past 10 years is a lesson learned for the government, which will now focus on the citizens' needs before simply "automating" business processes.

    Deputy Permanent Secretary (IT and E-Government) at the Prime Minister's Office Hj Azhar Hj Ahmad explained this to reporters yesterday in light of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's recent titah.

    During the 17th Civil Service Day celebration earlier this month, the monarch questioned why, after more than a decade and over $1 billion spent, was the e-government initiative lagging behind and its services under-utilised. His Majesty had then called for investigations into the cause of problem and for efforts to be made to jumpstart the process.

  • Brunei: Prime Minister's Office, OECD To Hold E-Govt Conference

    The Prime Minister's Office (PMO) and Organisation for Economic Cooperation and Development (OECD)-Korea Policy Centre will be organising Brunei's first International Conference on E-Government and Administrative Simplification, which will see discussions on the current and future of e-government in the Sultanate.

    Slated for May 11 to 13 at the Radisson Hotel (formerly Sheraton Utama Hotel), the conference is expected to be attended by government officers, professors and experts from OECD members and nonmember Asian Pacific countries involved in public governance, according to a press statement from the Prime Minister's Office.

  • Brunei: Prioritisation Of E-Government Projects For 2010 Will Be Based On Their Merits

    The Prime Minister's Office has successfully organised the first E-Government Leadership Forum (EGLF) meeting for 2010. According to a press release, the forum was chaired by Dato Seri Paduka Awang Eussoff Haji Agaki bin Haji Ismail, the Deputy Minister at the Prime Minister's Office and Chairman of EGLF.

    During the meeting, members comprising permanent secretaries of each government ministry discussed achievements made during 2009 as well as plans for 2010. One of the major milestones last year was the launching of the 2009-2014 e-Government Strategic Plan. To date, 35 projects have been approved by EGLF since March 2007.

  • Brunei: Prisoners Will Be Tagged

    It's not so easy for a prisoner to jail break now and make a fast get-away by hoodwinking prison authorities.

    A new e-government project has introduced to the prisons department a new tracking system with the aid of which a tagged prisoner can easily be located.

    The tags, which are a first for Brunei inmates are called Radio Frequency Identifications (RFID). They are tamper proof and cannot be removed without the control area/station's knowledge.

  • Brunei: Private E-Govt Data May Be At Security Risk

    The provision for sound Internet security and legal framework was not fully established during the Eighth National Development Plan (NDP) period. As a result current laws and their implementation do not fulfil the purposes of national ICT security, said an expert working with the government in its e-Government initiative.

    Introduced for the first time in the Eighth NDP, the ICT sector was identified as one of the key catalysts for sustainable socio-economic development and had since been promoted and given priority in the 2008-2012 National Development Plan.

  • Brunei: Private Sector Welcomes Ebina Initiative

    The private sector has responded positively to the Ministry of Industry and Primary Resources (MIPR) efforts of launching eBina which is a part of the e-government initiative in improving the delivery of services to the public.

    Starting July this year, local small and medium enterprises (SMEs) will be able to apply for other required business services from government agencies concerned such as licences and permits.

  • Brunei: Public Service Set To Capitalize On E-Govt Drive

    In view of the business environment that had extremely been transformed due to the advanced information technology (IT) and globalisation phenomenon, a `way forward' effort by His Majesty's Government had made IT and communication as a foundation to increase management competence and service delivery through the execution of e-Government applications.

    This was highlighted recently by Dato Hj Sulaiman bin Hj Ismail, Permanent Secretary at the Prime Minister's Office, as chief guest at this year's eighth celebration of Public Service Day in the Belait District.

    Public Servants in Brunei have been encouraged to get behind the national theme United Towards Achieving 2035 Brunei Vision.

    A Government statement issued to mark Civil Service Day said the vision saw Brunei among the top 10 nations in the world within a quarter of a century with a population that was educated, skilled and with a high quality of life.

    It is envisioned that the Public Service would play a role in enhancing productivity and realising the goal.

  • Brunei: Public Services Dept To Host EROPA Seminar

    The Public Services Department (JPA) will play host to an international Eastern Regional Organisation for Public Administration (EROPA) seminar next week.

    Awg Hj Rosli bin Pehin Dato Hj Mohd Salleh, Secretary to the event's organising committee said the seminar would promote information sharing on good practices and conduct in public administration and management within the region, develop an appreciation of the value and importance of effective and efficient public administration as well as develop and promote the study of public administration.

  • Brunei: Public Works Department To Introduce E-Billing For Water Utilities

    The Public Works Department's customer service drive has received yet another shot in the arm with the unveiling of a project to implement an electronic billing system for water utilities.

    The Water Services Department under Public Works will be collaborating with local IT solutions provider ZNet Technologies on the installation and maintenance of the eBilling Integrated System (eBIS). The system will enable workers responsible for reading water meters to issue utility bills to the respective consumers on site, thus improving on the efficacy of current billing procedures. The department hopes to improve its service delivery by facilitating the middleman process in data gathering and reducing response time.

  • Brunei: Public Works Dept billing now paperless

    Customers can now check their water bills via the Internet when the handling of metering and billing inquiries will be made available on the Public Works Department website by the end of the year.

    As part of the e-government projects under the Ministry of Development, the national e-Billing Integrated System will enhance the provision of metering and billing services to the public.

    E-Lifestyle is not just about Web social chatting and e-mailing, says an official of E-Prime Networks, a local IT services company that is in the forefront of efforts to promote IT awareness and readiness ventures in Brunei.

    "People here tend to think they (already) have e-lifestyle but actually... it is not (about chatting and exchanging e-mails)," says Thin C Hoe, chief executive officer of E-Prime Networks.

    Quality Control Circles in the civil service must equip themselves with skills to troubleshoot work-related problems in government institutions, the Permanent Secretary of the Ministry of Religious Affairs said yesterday.

    Dato Paduka Haji Abd Rahman Haji Mohiddin, who was guest of honour at the QCC Convention, said that QCCs play a critical role in helping civil servants improve their work performance and competency, and uphold their work ethics.

  • Brunei: Queries On Development Proposals To Go Online Soon

    Building architects and engineers who submitted development proposals to approving authorities will soon be able to check the status of their applications online using an "Online Query" system.

    All "qualified persons" registered will be given a pin to access the system, most probably using their IC number. Haji Mohd Rozan bin Dato Paduka Haji Mohd Yunos, Permanent Secretary at the Ministry of Development yesterday told the media that the system is the latest e-government application to benefit the public and hopes to improve the ease-of-doing-business in the country.

  • Brunei: Religious Affairs Takes To E-Government

    Four main e-government projects for the Ministry of Religious Affairs were officially launched yesterday by its Minister, YB Pehin Dato Seri Utama Dr. Ustaz Hj Awg Mohd Zain bin Hj Serudin.

    The four completed main projects are part of the 13 e-Government projects that have been identified by the Ministry in its push towards e-Government implementation.

    The Ministry has been allocated more than B$40 million for the 13 projects.
