Senior government officers participating in the 14th Executive Development Programme were urged to keep an open mind and take an active role in the modernisation of the public service.

Speaking to the participants at the dosing ceremony of the programme, Deputy Minister at the Prime Minister's Office (PMO), Dato Seri Paduka Hj Eusoff Agaki Hj Ismail called on the senior officials to always be prepared to adapt.

"As leaders in your respective organisations, be prepared and keep an open mind in the face of fast expanding information, communication and technology," said the deputy minister.

He also called on senior government officials to "take an active role in implementing e-Government in line with the goals of modernising public service in the country".

"E-Government is a driving factor or way forward to provide service towards the public which can be carried out with ease, customer focus, cost-effective and as a whole, an improvement over the previous (methods)," said the deputy minister.

Dato Hj Eusoff Agaki also emphasised the expected outcomes of carrying out e-Government programmes "that will help expedite routine processes and operations of a government agency by lessening manual and repetitive administrative work."

"In other words, e-Government projects can drive towards providing a government service that is efficient and effective, easy and quick," he said.

The deputy minister also remarked that through the projects, government agencies are able to bridge the gap between themselves, as service providers and the public, as clients.

Meanwhile, the training programme that was jointly organised by Universiti Brunei Darussalam's (UBD) Institute for Leadership, Innovation and Advancement (ILIA) and the Public Service Department (IPA), was praised as a highlight in raising the quality of leaders in the public sector.

"This united effort can be seen as a milestone in raising the dignity and qualities of leaders in the public sector to a significant standard and professional maturity of leadership in the public service," said Dato Hj Eusoff Agaki.

He added that such programmes will continue to function as an arena which serves to nurture senior officers as an integral part of administrative machinery of government, both present and the future.

"The first step that must be taken in expanding your potential as a competent leader is to express clearly the direction of (your respective) organisation," he said.

He added that this includes outlining the tactics in order to achieve the direction and goals.

"Without clear directions those under your leadership will not be able to see, act or move forward towards realising the ambition of each organisation," said Dato Hj Eusoff Agaki.

The deputy minister underscored that public expectation of the civil service continues to rise as stakeholders continue to be more sophisticated. "This represents one of the largest challenges faced by the civil service in the first decade of the 21st Century," said Dato Iii Eusoff Agaki.

Moreover, he said that civil servants must act towards fulfilling this expectation and "explore the opportunities that can provide steps in improving services in each of their agencies".

He also implored them to continue in developing strategies with an adaptive nature in order to ensure that each system of operation, process and procedure will be reviewed from time to time to ensure that they remained relevant The 14th Executive Development Programme for Senior Government Officers is a training programme intended for senior level executives in the public service. It has been packaged after close consultation with ILIA and (IPA). The programme was facilitated and taught by specially selected top UBD faculty and international experts. it began on March I, and ended yesterday.
