By Decision #142 the Azerbaijani Cabinet Ministers approved "The Rules of posting of regulatory legal acts of the Cabinet Ministers and the central bodies of executive power in E-Government portal".

Under the document, the Ministry of Communications & IT of Azerbaijan is to ensure for one month the technical capabilities for posting draft legal acts prepared by the central executive authorities and the Cabinet in E-Government portal.

The Azerbaijani government has approved rules for placing draft of normative legal acts of the Cabinet and central executive bodies for further public and professional discussion on the electronic government portal.

According to established rules, the Ministry of Communications and Information Technologies of Azerbaijan is charged within one month to provide the technical capability for placing documents on the portal of the Cabinet and central executive bodies.

The Ministry of Communications & IT of Azerbaijan forecasts a double rise of investment in the sector of information and communication technologies (ICT) of Azerbaijan until 2020.

Communications & IT Minister Ali Abbasov informs that last year investments in ICT development totaled $415 million.

Over the last year Azerbaijan recorded an increase in the index of development of the ICT sector by 0.21 points.

The Ministry of Communications & IT reports that for the reported term the index increased from 4.89 up to 5.12.

Today there are 65 Internet users aged 15 to 74 years per every 100 people in the country. In the PSTN there are 17 phones per every 100 people and in the mobile network - 104 telephone numbers.

The Ministry of Communications & Information Technologies of Azerbaijan (MCIT) held a meeting devoted to issues of state e-services.

According to the Ministry, at the meeting Deputy Communications & IT Minister Iltimas Mammadov focused on the benefits of E-Government system – removal of bureaucratic barriers, simplification of the order of consideration of citizens’ appeals, increasing the transparency of public administration, etc.

"The Ministry is ready to provide all possible support to state-run organizations in the connection to portal E-Government,” Mammadov said.
