The government has spent millions of dollars to create the e-Government programme at the Ministry of Culture Youth and Sports. As a result, the ministry has entirely utilised the programme. The matter was highlighted by the Ministry's Permanent Secretary at the Ministry of Culture, Youth and Sports' Quality Control Circle Convention, this morning.

Dato Paduka Awang Haji Mohammad Hamid bin Haji Mohammad Jaafar urged all officers and employees of the ministry and its departments to carry out more on-line activities via the e-Government programme. He went on to say that all information in the Ministry's website should be up-dated by in-putting the latest information from time to time. Aside from that, the Ministry and its departments are urged to improve on the facilities provided on the website to be more 'user-friendly'. All officers and employees of the Ministry are also urged to fully utilise the ICT facilities provided especially in the provision of on-line services and communications with agencies outside and within the Ministry and its departments as well as the public.

The Minister of Communications yesterday announced the formation of e-Society Leadership Forum (ESLF) to support Brunei's ICT development, with the consent of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

Pehin Orang Kaya Seri Kerna Dato Seri Setia Hj Abu Bakar Hj Apong said that the ESLF will be tasked to prepare an action plan that will lead towards the development of a "sophisticated society".

"ESLF will also identify a benchmark partner for e-Society initiatives so that we are able to see and address our shortcomings while making the most of our strengths," he said during a ceremony to mark World Telecommunication and information Society Day.

Senior government officers participating in the 14th Executive Development Programme were urged to keep an open mind and take an active role in the modernisation of the public service.

Speaking to the participants at the dosing ceremony of the programme, Deputy Minister at the Prime Minister's Office (PMO), Dato Seri Paduka Hj Eusoff Agaki Hj Ismail called on the senior officials to always be prepared to adapt.

"As leaders in your respective organisations, be prepared and keep an open mind in the face of fast expanding information, communication and technology," said the deputy minister.

As part of its continuous efforts to support local business development, Brunei Shell Petroleum (BSP) recently launched the Vendor Online Registration System (VORS), according to a press release.

The new system aims to improve speed and transparency of the vendor registration process while complementing the Brunei government's overall e-government initiatives. The phased implementation will start with a rollout to selected vendors to obtain user-feedback followed by availability to the whole vendor community by July 1, 2010.

Performance management could mean the difference to the success of an e-government project, as it assesses a project from start to finish on its effectiveness and its relevancy to the nature of the organisation implementing the project, a senior official from Korea's National Information Society Agency (NIA) said recently.

Dr Cheung-Moon Cho, executive principal of NIA's Global Planning and Consulting Department in an interview said that e-governance needed more than just evaluation of the outcomes of a project.
