The second day of the International Conference on e-Government and Administrative Simplification identified and analysed the opportunities and challenges of e-Government in Brunei.

Among the matters discussed were recommendations and consultations for better development and implementation of e-Government. One of the local speakers was Haji Mohiddin Haji Mus from the Prime Minister's Office who made a presentation on the development of e-Government in Brunei Darussalam.

He spoke of the four priorities for 2010 action plan. The first priority is to strengthen role and structure of CIO; second is to identify business models and the implementation of e-Government; third is to identify flagship projects criteria and its implementation in an efficient way; and lastly, the preparation of KPIs and implementation of annual citizen survey or customer satisfaction.

Haji Mohiddin outlined the implementation of e-services in Brunei Darussalam from 2000 up to the recent introduction of the e-government strategic plan 2009-2014. This strategic plan aims to establish electronic governance and services to serve in the nation.

It is subdivided into five strategic priorities comprising of developing capabilities and capacity, enhancing governance, strengthening and security and trust, integrating the government and delivering integrated accessible and convenient and services.

A few examples of achievements in the applications of e-services in Brunei can be seen in land transport system, identification card and passport, e-Pelita, e-customs, data centres, examination results from Ministry of Education and plenty more.

Haji Mohiddin said that more e-services to look forward to in the near future include e-Government publicity, public key infrastructure (PKI), governmental portal and network, government employee management system to name a few.

However, he also said there are challenges in implementing the plan such as strengthening IT manpower and governance, ICT infrastructure and trying to integrate and alignment of ministries IS/IT plan to the e-government strategic plan.

Haji Mohiddin said that ICT sector had been identified as one of the key drivers in Brunei economic development and the success and failures of e-Government will be only be evident when online governance and services meet the public for example public participations.

Meanwhile, in his presentation, Dr Hazri Kifle from Universiti Brunei Darussalam spoke of the rationalisatiori of the strategic plan in which he said the journey of Brunei's e-Government has been streamlined with the introduction of the plan and it should progress under continuous evaluation and benchmarking.

He said that other areas that need to be focussed on are change management strategy such as how to handle changes brought on by technology and changes in policy, culture, mindset, organisational structure and process.

During the question-and-answer session, Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohd Yusof, Deputy Permanent Secretary (IT and e-Government) from the Prime Minister's Office, made a comment on the satisfaction of the current level of the Brunei's e-Government initiatives.

He said in an effort for improvement to move forward and accommodate the public, the governance structure of e-government initiatives was continuously renewed and reviewed over the years.
