Smart mobility solutions improve urban transport in the GCC
The GCC’s population more than doubled over the past 25 years, growing from 26.2m in 1995 to 56.4m in 2021, outpacing the global growth rate of 30%. Urbanisation has also accelerated across the region, driven by rapid economic development, migration and the concentration of economic activities in urban centres. By 2015 the GCC led Arab countries as the most urbanised subregion, with an urbanisation rate of 82.2%. Specifically, Qatar and Kuwait achieved urbanisation rates of 99.2% and 98.3% respectively, while the UAE and Saudi Arabia both exceeded 80%. Meanwhile, Oman reached 77.6%. This rate is expected to rise to 95.1% by 2050.

IN: Centre apprises Parliament status of 12 industrial smart city projects

Tamil Nadu has asked the Union ministry of housing and urban affairs to pick 15 of its cities for Smart City 2.0, which is likely to kick off by 2025 and under which 100 cities are chosen through a special purpose vehicle for civic, mobility and infrastructure development. On Monday, municipal administration minister K N Nehru and DMK parliamentary party leader Kanimozhi presented the demand to Union minister Manohar Lal Khattar.
At the inception of the Smart City programme in 2015, Tamil Nadu was allotted 12 cities including Chennai the second highest after Uttar Pradesh's 13 cities. The state spent about 98% of the allocated 18,000 crore under the scheme whose deadline has been extended till March 31, 2025.

- There are more people who do not have access to PCs than there are people who do not have a cell phone or other wireless device, which will make government and services available more to mobile customers as a group than to PC users, even as m-government is considered a subset of e-government.
- Computers generally do not travel with citizens, but information and public services can: m-government provides for instant availability of services and information, helping frequent travellers and people on the move to access government. When travelling overseas, citizens will not have to rely on unsafe internet cafes, as mobile coverage exists in vast majority of countries globally. Mobile government also means that a citizen does not have to go and search for kiosks, or even get a connection to the house. People now carry a mobile government access terminal with them wherever they go.
The basic condition for mobile government to operate is the existence of regulated mobile operators. In this first phase, governments (either as enablers or as inhibitors) not only regulate mobile markets but also assess the affordability of m-government information and services, as well as, over the long-term, develop perspectives on core values and principles, on the basis of which m-governments will operate.
M-government vs. e-government: the distinctions
Mobile Government does not mean only taking current (e-)government services and delivering them via mobiles, although, on the other hand, no one should understand m-government as an omnipresent solution to every need and want of public administration. Some aspects of governmental activities should be solved only by e-government, e.g., infrastructure for inter-departmental e-communication and faster information flow (physical infrastructure for data transfers) - a primary target for e-government, which is hard to substitute by m-government.
Sometimes it is difficult to distinguish between e-government and m-government provisions: a typical example is that of wireless connection within governmental buildings, where civil servants can have data always accessible, no matter what office they are in, with only their mobile devices - either PDAs or notebooks. As the case concerns immobile property and only wireless access to data, I tend to favour e-government.
However, a different situation would be the use of PDAs for remote inspection purposes, where a civil servant carries not only the device itself, but also all the necessary data.
From a citizen perspective, mobile government stands for new front-end access to public services that have been made available specifically for mobile devices or adapted from existing e-government applications.
Uniform access to all governmental applications through a single gateway (a central public administration portal) is often-debated strategy of e-government on global scale. Through a single electronic form or transaction, citizens are able to solve issues that generally involve more departments or public administration bodies.
However, it is very important to distinguish between information to be shared with anyone, and transactions of confidential nature. The implementation of seamless and horizontal borderless government solutions would definitely bring more added value to public services, but with rising concerns over privacy - especially if we come back to mobile phones, and therefore to m-government - we will have to face a major issue: citizens will demand that information travelling across different state/federal departments is compartmentalised, so that every institution or department gets only the piece it is entitled to get. This necessitates a complex integration and allocation matrix or scheme with separated needs and wants, and related personal/institutional representatives. In a short time, the majority of mobile devices will get the functionalities of personal computers and personal privacy will be of the highest priority to every individual.
From a global technical perspective, what needs to be most fully harmonised is an interconnection between different mobile technology standards, so that mobile government can be easily accessible anywhere on the planet.
Measuring the success of m-government
In order to reach mass adoption of m-government, leading to closer and more intimate communication with citizens, it is recommended to focus on technologies that have emerged that have become widespread and accepted. Only success stories and measurable results justify extra spending for progressive projects and continuous technology upgrades. Think big, start small. Governments need to prepare a complex strategy with justified individual steps and programmes; ad-hoc planning works only in the very short term.
Return-on-investment models and cost/benefit analyses should not be filled simply with financial data. To save money and be more efficient in internal administration are partial objectives for governments, whose core business is actually to serve citizens: the financial benefit of better services that are more accessible to citizens is hard to calculate, but leads to indirect gains, e.g., in a higher appreciation of tax-collection, because citizens who are in close and intimate contact with their governments realise the importance of mutual benefits and obligations.
On the other hand, the existence of m-government and its applications does not on its own guarantee results. Despite the global character of mobile technologies, a nations and its citizens´ needs and wants differ significantly, which leads to final recommendation of this part: governments should proactively consult with the public and take their opinions into account over implementation of m-government strategies.
M-information
If we perceive information as a public resource, we should not think only in terms of making information available to public - both citizens and businesses - but also how it is ready to be collected, analysed and used for strategic or operational steps by public administrations.
Information stages
There are five separate stages:
- collection
- creation
- sharing
- integration
- storage
Sharing, integration and storage are very important tasks for e-government - to guarantee inter-connection and inter-operation of extremely heterogeneous systems, currently operated by individual public service bodies.
Another important aspect is information reusability. Once created in electronic form and made available, e.g., via dedicated website - it can easily also be made available for mobile devices with minimum costs. Except for the passive existence of information, citizens should be also able to send associated questions (either via mobile or internet). To automate these processes of information creation, the system should implement and generate so-called FAQ lists - frequently asked questions and related answers.
M-Communication for information
In communication and interaction, certain parts of present knowledge generation require responses in so-called e-time, or electronic time. A question targeted at public services needs to be answered not only in unambiguous manner with guaranteed credibility, but also very quickly. The value of some information decreases over time a fact which is very important in the knowledge-based society, where the amount of information with decreasing value surpasses the amount of information with stable value over time. Under current conditions, we should not consider information as delivered when it has undergone the physical delivery process and reached recipient, but after the target recipient actually reads it.
From this perspective, governments produce a lot of data of an official nature, which can in some ways become obsolete very quickly. Thus mobile government has a definite part to play in two other major stages:
- providing data itself (concise information.)
- providing information on existence of certain data (not all the information in its official and unabbreviated version can be conveniently viewed on current mainstream mobile devices taking into account the affordability and prices of mobile data downloads)
M-democracy
Government legislation is under the permanent scrutiny of directly interested lobby groups - often without the involvement and intervention of the general public.
M-democracy in its broadest sense has two benefits:
- Citizens can easily express their opinions directly to the government and elected officials either through mobile referenda, mobile voting or general inquiries. Going to click a website takes more time than sending an SMS message or voting via WAP.
- Citizens can be well informed of how their elected representative voted on specific issues, putting the representative under permanent scrutiny. One example of such a system could include the sending of text messages of voting records on pre-selected subjects. Well-implemented scrutiny models can not only positively augment the democratic process, but also boost the efficiency of political representatives.
Using the text/call functionalities of m-government, political representatives can be in more intimate contact with citizens both before and after an election takes place, enabling direct mutual dialogue with insights from citizens.
Active democracy
The very first step of active citizen democracy from a government perspective is to make documents available online for comments by general public. Despite being a good start, on-line or internet discussions do not have to be the only way. A human being is suggestible and tends to "go with the crowd" even in ones own opinions and standpoints - making the outcomes very biased. A small group of active contributors in the role of opinion leaders causes the resulting comments to be completely irrelevant. Mobile comments, either sent via text message or using dedicated phone line, can be of a more intimate and trustworthy character. There are two possible stages of to this point:
- Unlike in anonymous cyberspace, people will tend to be less verbally insulting and more often will offer valuable inputs. (Newer devices support longer text messages. This can also be a perfect case for e-government and m-government symbiosis with people using e-mail for more elaborate inputs.)
- In imperfect democratic societies, people would fear to send a comment with their phone number available. (This concern has a technical solution, but requires a certain amount of trust from citizens, that their number will really be invisible.)
- Government as a body asking the public to commend new legislation, specific actions, etc. This process has either a big or a small influence on final decision-making, but at least the consultation takes place and results are submitted to the government officials.
- Individual deputies, elected in particular electoral areas, consulting specific issues with their constituents. These politicians are elected either on the basis of a political party, or as a distinct personality, who is to represent the district on a parliamentary level.
In the Czech Republic, deputies vote according to their party membership (the entire party votes unanimously on most important issues). The situation in the Senate is different, with distinct personalities elected to represent the particular area with citizens of heterogeneous needs, wants and opinions but a commonly elected representative.
In this model, every single registered or non-registered citizen (for the consultation purposes) can express his or her own opinion. What should the elected official do in case the vast majority of inputs says yes to an issue and the political party says no? This is not about bypassing elected representatives - the process involves them - but gets even more serious and erodes the traditional existence of political parties.
On the other hand, one can object, and point to prohibitive costs for sending an SMS message, or dialling a single-purpose number to express an opinion. However, in the Czech Republic, the price for sending a message is 25 to 50 per cent of the price of a letter stamp (not to mention the time invested to post the letter) , but the price for initiating an internet connection is E1.50 an hour at peak times and E0.50 late in night.
That is the price of m-government and m-democracy in the Czech Republic. While the provision in other countries differs, the basic cost/benefit model is similar.
The basic condition is obviously an informed public, who understands the basic principles of debated issues, and elected representatives who do not involve intermediaries between the legislative process and the general public. In many cases, a representatives view can be wilfully biased, leading to the situation where citizens of area A, informed by a right-wing politician are given a slightly different explanation to that given the citizens of area B, informed by a left-wing politician. Although the distinction is subtle, its existence is very dangerous. To inform unambiguously should be the role of a totally independent institution, which would be the major supporter of democracy in the state.
Governments worldwide should change their operational principles and become more customer-centred to better fulfil the needs and wants of their clients - citizens and business. Mobile and electronic government definitely have a role to play in this major change. On the other hand, our society (governments included) should never forget those, unwilling or unable to go online and should not discriminate against them for such an opinion and approach. The digital divide really exists, and we should not try to close it by any enforcement within the frame of the entire society, but provide access to new technologies only to those who are willing to use them.
