    MY: MOU on housing, urban planning, smart cities to be inked with China, says Nga

    Malaysia and China will sign a memorandum of understanding (MOU) in the fields of housing, urban planning, and smart cities, announced Housing and Local Government Minister Nga Kor Ming.

    In a statement on Tuesday, Nga said the exchange of the MOU between Malaysia's Ministry of Housing and Local Government and China's Ministry of Housing and Urban-Rural Development will be witnessed by Prime Minister Datuk Seri Anwar Ibrahim and Li Qiang, during the Chinese premier's official three-day visit to the country from Tuesday to Thursday.

    In May 2020, the smart city concept appeared to have been dead and buried when Sidewalk Labs ended its collaboration with the City of Toronto to create Quayside, a data-infused, sustainability-focused experiment in urban living.

    Killed by a combination of Sidewalk Labs’ opaque vision for the techno-neighborhood, conflicts about public funding of the built world over enhancing the natural environment, privacy concerns, and the 2-month-old COVID-19 pandemic, Quayside’s death seemed to herald the demise of the smart city. In December 2021, Alphabet folded Sidewalk Labs, its urban innovation arm, into Google.

    Boldyn picks Airspan for private-5G smart-city project in Sunderland, UK

    Airspan Networks, with $95 million in fresh equity funding, has said it has been selected by Boldyn Networks to supply the private radio network (RAN) infrastructure for the city of Sunderland’s smart-city 5G project in the UK. The US vendor’s AirSpeed 1900 outdoor small cells have been incorporated already into existing street furniture around the city, it said.

    The open RAN units are providing “high-performance and high-capacity connectivity” across Sunderland, it said. UK-headquartered Boldyn Networks, which bought private networking specialist Edzcom from Spanish tower company Cellnex in March, amid a string of acquisitions, was appointed to manage networking elements in the Sunderland smart-city project in 2022, when it was still BAI Communications.

    Initiative in Brazil’s second largest city leverages $10m commitment by the Climate Pledge to accelerate deployment of zero-tailpipe-emission electric trucks.

    The Climate Pledge, in collaboration with C40 Cities, has launched the Laneshift initiative for zero-tailpipe-emission freight vehicles in Rio de Janeiro.

    In Rio, the road transport sector is the second largest contributor to greenhouse gas emissions (GHGs), accounting for 36 per cent of the total. To reduce GHGs, Rio’s local authorities, including the Municipal Department of Transport and the Traffic Engineering Company (CET-Rio), are working in collaboration with C40 Cities and inviting transport logistic companies to focus on reducing emissions in the city’s Low Emission District. This central freight hub in downtown Rio accounts for nearly half of transportation GHG emissions in the city.

    South Korea Plants Flag for Advanced Smart Cities in Central Asia

    The Ministry of Land, Infrastructure, and Transport (MOLIT), which is officially accompanying President Yoon Suk-yeol on his state visit to three Central Asian countries – Turkmenistan, Kazakhstan, and Uzbekistan – has agreed to expand existing construction and infrastructure cooperation with resource-rich Turkmenistan to include new areas such as new towns and smart cities.     VN: Hanoi among the world’s 100 smartest cities

    Hanoi was ranked among the world’s 100 smartest cities, according to the 2024 Smart City Index. The index was produced by the Institute for Management Development (IMD) World Competitiveness Center’s Smart City Observatory in collaboration with the World Smart Sustainable Cities Organization (WeGO).

    This year, Hanoi ranked 97th, up 3 places compared to last year. This result is partly due to the city’s initial achievements in digital transformation. For the first time, municipal leaders used completely digital signatures on a shared software for the administrative system. All state agencies in the capital city have applied digital signatures. A number of shared information databases have been deployed to administrations at all levels to better serve internal operations and handle administrative procedures.

    GB: Wales: Wrexham: Safety concerns raised over ‘smart’ benches plans

    Safety concerns have been raised after it was suggested women who run out of battery on their phones on nights out in Wrexham could be directed to use street benches to charge them.

A.1 Narva, Estland, EU-Projekt "Egoprise": Ergebnispräsentation der Prozessketten-Modellierung

Am 05.10.fand in Narva (Estland) ein Treffen der Projektpartner statt. Dort hat Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, die Ergebnisse der Modellierung und Analyse von ausgewählten Verwaltungsprozessen in Dänemark, Deutschland, Estland, Finnland und Lettland vorgestellt. Auftrag des IfG.CC war es, im Kontext von E-Government Modernisierungspotenziale von Prozessketten in verschiedenen Verwaltungszweigen (z.B. Bau- und Gewerbewesen) aufzuzeigen. Dadurch sollen Verwaltungslasten – speziell für kleine und mittlere Unternehmen – reduziert werden.

Die erarbeiteten Empfehlungen zur Prozessoptimierung konzentrieren sich darauf, wie Informationen speziell für kleine Unternehmen bereitgestellt und welche Zugangsmöglichkeiten zu Verwaltungsleistungen (z.B. über Telefon oder mobile Lösungen) genutzt werden können. Weiterhin sollen die Abläufe v.a. an den Schnittstellen zwischen den Abteilungen einer Behörde und zwischen verschiedenen Behörden verbessert werden. Dazu kann oftmals schon ein gemeinsames Verständnis von Prozessabläufen und -schritten beitragen. Hierzu ist eine tiefere Analyse dahingehend erforderlich, welche Informationen bei welcher Behörde wann und in welchem Format verfügbar sein müssen.

Einzelne Empfehlungen, wie z.B. ein Antragsassistent für Gewerbeanmeldungen im Land Mecklenburg-Vorpommern, sollen noch innerhalb der Projektlaufzeit (bis Ende 2013) umgesetzt werden. In der Projektlaufzeit nicht umzusetzen ist beispielsweise der Vorschlag, den Austausch von Daten aus dem Melderegister bei der Anmeldung von ausländischen Arbeitnehmern zwischen dem deutschen Projektpartner Amt Rehna und der Ausländerbehörde in Mecklenburg-Vorpommern zu verbessern. Allerdings ist dieses Vorhaben daran gekoppelt, dass ein standardisiertes Datenaustauschformat in der Ausländerverwaltung (xAusländer) eingeführt wird, was erst im Jahr 2013 erfolgen soll. 

Für Finnland und Lettland wurden Prozessketten untersucht, die bei der Einstellung von ausländischen Arbeitnehmern erforderlich sind. Hier fällt auf, dass ausländische Arbeitnehmer – besonders aus Nicht-EU-Staaten – und ihre Arbeitgeber eine Vielzahl von Behörden kontaktieren müssen, um z.B. Visum, Aufenthaltsgenehmigung, ID-Nummer und eine Krankenversicherung zu erhalten. Informationen sind dazu zwar online auf verschiedenen Behördenwebseiten verfügbar, allerdings oft unstrukturiert und nur in den jeweiligen Landessprachen. Geplant ist deshalb, eine einheitliche und wieder verwendbare Informationsbasis aufzubauen, die den Einstellungsprozess klar und strukturiert bei den beteiligten Behörden darstellt. Genauer analysiert werden muss jedoch noch, wie die Arbeit der Behörden (z.B. hinsichtlich der Prüfung und dem Austausch von Dokumenten) besser koordiniert werden kann.

Die untersuchten Prozesse in Finnland, Estland, Lettland, Deutschland und Dänemark wurden einheitlich mit der vom IfG.CC entwickelten Government Process Modeling Notation (GPMN®) modelliert. Dadurch war es möglich, die Prozessabläufe der jeweiligen Länder miteinander zu vergleichen und auch länderübergreifende Optimierungspotenziale zu identifizieren.

A.2 DOL-Vorhaben „Kfz-Wesen“: Wissenschaftliche Begleitung der Umsetzung

Das IfG.CC hat einen Bericht erstellt, der die Ergebnisse der Evaluierung der Abläufe im Kfz-Zulassungswesen, die im Rahmen der so genannten Stufe 1 der Gesamtumsetzung des DOL-Vorhabens neu gestaltet wurden, zusammenfasst sowie daraus abgeleitete Handlungsempfehlungen enthält.

Für die Stufe 1 sollten gemäß des DOL-Aktionsplans von 2010 ausgewählte Zulassungsprozesse bzw. -prozessteile so neu gestaltet werden, dass es für Bürger möglich ist, ein Fahrzeug online – ohne die Zulassungsstelle aufzusuchen – an-, um- oder abzumelden. Die bisherige Form der Kfz-Zulassung bleibt weiterhin erhalten.

Analysiert wurden Pilot-Projekte in Hessen, Nordrhein-Westfalen, Berlin, Hamburg, Baden-Württemberg und Bayern im Hinblick auf die Ziele des Aktionsplans. Dabei stand neben Sicherheit und Rechtmäßigkeit der neuen Prozesse vor allem die effiziente und effektive Neugestaltung der Lösungen im Vordergrund. Aus den Ergebnissen der Evaluation wurden Handlungsempfehlungen für die Weiterentwicklung des DOL-Vorhabens (Stufe 2) abgeleitet. Im Ergebnis hat sich gezeigt, dass die neu gestalteten Prozesse zumindest den Aufwand für Bürger und gewerbliche Kunden reduzieren, es in den meisten Fällen aber immer noch nötig ist, für die Übergabe von Kennzeichen und Dokumenten eine Verwaltung – nicht unbedingt die zuständige Zulassungsbehörde – aufzusuchen.

Der Bericht wurde nun dem IT-Planungsrat übergeben, der auf dieser Basis entscheidet, wie das Projekt weitergeführt wird.

A.3 Mecklenburg-Vorpommern/Zweckverband: Projekt „Verwaltungsdienstleistungen für Bürger und Unternehmen – im Fokus des demografischen Wandels“

Das IfG.CC wurde vom eGovernment-Zweckverband Mecklenburg-Vorpommern beauftragt, die Erstellung von Konzepten für die Einführung von mobilen Bürgerdiensten in mehreren Ämtern, den Aufbau dezentraler Zugänge zu öffentlichen Leistungen durch Kooperation zwischen Kreis und kreisangehörigem Raum und die Entwicklung eines Modells für die gegenseitige Vertretung auf IT-Basis zwischen zwei Kommunen zu unterstützen und dann deren Umsetzung zu begleiten.

Das dreijährige EU-Projekt hat Anfang September begonnen und wird vom Zweckverband „Elektronische Verwaltung in Mecklenburg-Vorpommern“ (eGo-MV) geleitet. Weitere Projektpartner sind die Stadt Neubukow, die Ämter Neubukow-Salzhaff und Lützow-Lübstorf, die Gemeinde Feldberger Seenlandschaft sowie der Landkreis Mecklenburgische Seenplatte. Ziel des Projektes ist erstens, den Zugang für Bürger zu öffentlichen Leistungen – auch durch die Einbindung des Kreises – zu erleichtern. Zweitens soll die gemeinsame Nutzung von Ressourcen auf IT-Basis erprobt werden, um sich gegenseitig vertreten zu können. Denn insbesondere kleinere Kommunalverwaltungen haben zunehmend zu wenig Ressourcen, um ihre Aufgaben qualitätsgerecht zu erbringen.

Im Rahmen des Projektes fand am 26.10. eine Study Tour statt, bei der sich die Projektpartner über das „Rollende Bürgerbüro“ der Stadt Wittstock/Dosse informiert haben, das dort derzeit erprobt wird. Ziel war es, aus den Erfahrungen für die Umsetzung zu lernen.

Im nächsten Schritt werden von den Projektpartnern die Leistungen ausgewählt, die mobil und/oder dezentral erbracht werden sollen. Dies wird im Januar nächsten Jahres im Rahmen eines Workshops erfolgen. Dann soll mit der konkreten technischen und organisatorischen Umsetzung begonnen werden.

A.4 EU-Projekt "COMPATeGov.de"

At the core of the COMPATeGov-project the question is which competences are necessary for public personnel to transform the public administration with e-government. In the project a European competence model for e-government is developed which therefore researches the competences, that are changing and newly arising in the context of e-government. In the course of the project so far, a survey and several workshops in the project countries (Bulgaria, Germany, Greece, and Romania) have been conducted. The thereby obtained results have been presented and discussed on numerous occasions with e-government practitioners, consultants, and academics in these countries. Considering these discussions a first draft of the competence model has been developed.

The results derived so far – in particular the national reports on the state-of-the-art of e-government competences – have been prepared for the website and can be explored on the project website at http://www.compategov.eu. A first draft of the e-government competence model will be available there in the upcoming days. E-government experts from practice and academia are invited to participate in the discussion in a designated forum that can be reached via the website. The competence model will thereby be validated and enhanced.

During the next stages of the COMPATeGov project, training materials will be adapted, a curriculum will be developed, and pilot sessions will be conducted, which are specifically designed according to the competence model. In parallel, the competence model itself will be advanced and its application to specific job profiles will be showcased.

P.1 Neuerscheinung: Brüggemeier, M./Lenk, K. (Hg.): Bürokratieabbau im Verwaltungsvollzug: Better Regulation zwischen Go-Government und No-Government

Im September ist Band 12 „Bürokratieabbau im Verwaltungsvollzug“ der Buchreihe „E-Government und die Erneuerung des öffentlichen Sektors“ im Verlag edition sigma Berlin erschienen, die von Klaus Lenk, Martin Brüggemeier und Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, herausgegeben wird.

Von Seiten vieler Bürger, vieler Unternehmen und sogar der Verwaltung selbst werden oft die zahlreichen Kosten und Lasten beklagt, die heute im Kontakt mit staatlichen Stellen entstehen. Die Autoren dieses Buchs verfolgen das Ziel, Wege zu einer einfacheren, kostengünstigeren und weniger spürbaren Verwaltung aufzuzeigen und gangbar zu machen. Es geht um eine »Better Regulation«, die sich nicht auf Normenkontrolle beschränkt, sondern das organisatorische Potenzial von E-Government strategisch einbezieht und zum verwaltungsinternen Umbau im Hinblick auf eine einfachere Verwaltung nutzt. Die Beiträge illustrieren anschaulich, wie Zugangswege zur Verwaltung und Geschäftsprozesse vereinfacht oder ganz überflüssig werden können: An die Stelle eines »Go-Government« mit persönlichem Erscheinen im Rathaus oder in der Arbeitsagentur tritt ein „One-Stop-Government“ oder gar ein kompletter Interventions-Verzicht (»No-Government«). Der Band wendet sich an Verwaltungspraktiker, Politiker, Verbände, Berater und Wissenschaftler, die sich mit Bürokratieabbau, Besserer Rechtsetzung und E-Government befassen und nach neuen Perspektiven für die Staats- und Verwaltungsmodernisierung suchen.

In diesem Band ist auch der Beitrag "Reduktion von Verwaltungslasten durch einheitliche Behördenrufnummern. Erfahrungen und Entwicklungsstand in den EU-Mitgliedstaaten“ von Prof. Dr. Tino Schuppan erschienen. Darin beschreibt er Einheitliche Behördenrufnummern (EBN) als Grenzstellen, die zwischen der Umwelt und dem System Verwaltung vermitteln. Anschließend zeigt er auf, welche EU-Mitgliedstaaten über eine EBN verfügen. Im Weiteren werden Länder mit EBN einer weiteren Analyse hinsichtlich der Kriterien unterzogen, die besonders relevant sind, um Verwaltungslasten zu reduzieren, wie z.B. Angebotsbreite und -tiefe sowie Erreichbarkeit. In der Schlussbetrachtung schreibt er EBN das Potenzial zu, zur zentralen Informations- und Wissensdrehscheibe an der Grenzstelle zur (Verwaltungs-)Umwelt zu werden. Gerade in Deutschland gehört die D115 zu den wenigen funktionierenden ebenenübergreifenden E-Government-Projekten, die zeitnah und für den Bürger sichtbar umgesetzt wurden und in den nächsten Jahren schrittweise ausgedehnt werden sollen.

V.1 Stuttgart, Deutschland, 12.10.: Strategiegespräch des IT-Planungsrates

Am 12.10. fand ein Strategiegespräch des IT-Planungsrates mit Vertretern der Fachministerkonferenzen, der Arbeitsgruppe 3 des IT-Gipfels „Innovative IT-Angebote des Staates“, aus Wirtschaft, Wissenschaft und den Berufsverbänden für den öffentlichen Dienst statt. Mit dem Gespräch wurde der Dialog über seine Maßnahmen und Pläne fortgesetzt, den der IT-Planungsrat auf seiner letztjährigen Klausurtagung mit Vertretern der Wissenschaft, der Wirtschaft sowie der Politik und Verwaltung begonnen hatte. Basis für die Gespräche bildete das Memorandum, das der IT Planungsrat im Juni 2011 veröffentlicht hatte. In diesem Memorandum hat der IT-Planungsrat zu seinen Handlungsschwerpunkten für den Zeitraum 2012 bis 2015 die Rahmenbedingungen für ebenenübergreifendes E-Government beschrieben. Zudem fokussiert der IT-Planungsrat seine Arbeit auf Querschnittsthemen des E-Government. Ein Leitgedanke ist dabei der Aufbau einer föderalen IT-Infrastruktur in Deutschland, die mit Basiskomponenten, Sicherheitsniveaus und Standards die Grundlage für die Entwicklung und den Betrieb von Fachverfahren bildet, die die Fachressorts in Bund, Ländern und Kommunen benötigen.

Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, war als wissenschaftlicher Vertreter eingeladen, um aus dieser Perspektive die diversen Vorhaben des IT-PLR zu kommentieren. Als wichtigen Punkt wurde eingebracht, dass es zunächst entscheidend ist, sich ebenenübergreifend darauf zu verständigen, was eine föderale Infrastruktur ist, was alles dazu zählt und wie diese gesteuert werden soll. Pointiert formuliert, ist nicht nur zu klären, wer die neue „Produktionsstraße“ aufbaut, sondern wer sie auch pflegt. Wichtig scheint zu sein, dass nicht nur technische Komponenten zu einer Infrastruktur gezählt werden, sondern auch Informationsbestände und ggf. wieder verwendbare Prozessbausteine oder ggf. auch Shared Services.

Auf der am Folgetag stattfindenden 6. Sitzung des IT-Planungsrats wurden Themen wie Open Government und die Leitlinie für Informationssicherheit diskutiert. Zudem wurde über die erste Umsetzungsplanung zur Nationalen E-Government Strategie beraten.

V.2 Berlin, Deutschland, 18.10.: BITKOM, Arbeitskreis E-Government

Am 18.10. hielt Prof. Dr. Tino Schuppan auf der Sitzung des Arbeitskreises E-Government von BITKOM e.V. einen Impulsvortrag zum Thema „Neue Kompetenzen für E-Government“, in dem er aktuelle Forschungsergebnisse des IfG.CC vorstellte. Bezug genommen wurde auf erste Ergebnisse aus dem ISPRAT-Forschungsprojekt „E-Kompetenzen“, dass das IfG.CC gemeinsam mit der Hochschule Speyer mit Prof. Hill ausführt. Das Projekt setzt sich mit neuen Kompetenzen auf der Ausführungsebene der Verwaltung auseinander. Hintergrund ist, dass E-Government immer mehr genutzt wird, um neue vernetzte Organisationsstrukturen aufzubauen. Konkrete Varianten dieser Organisationsformen sind One Stop Government (wie z.B. die Umsetzung eines Einheitlichen Ansprechpartners) und Shared Service Center. Um die Modernisierungspotenziale von E-Government auszuschöpfen, werden von allen Beschäftigungsgruppen der Verwaltung neue Kompetenzen gefordert – fachliche, fachlich-methodische und insbesondere auch soziale Kompetenzen, die jedoch im Einzelnen noch unklar sind.

Prof. Schuppan wurde gebeten, als Experte an der Arbeitskreissitzung teilzunehmen. Mit seiner empirisch fundierten Expertise und der Betrachtung von E-Government aus einer konsequenten Gestaltungsperspektive besteht die Möglichkeit, Impulse für die Entwicklung und Umsetzung von E-Government-Projekten zu geben.

Im weiteren Verlauf der Arbeitskreissitzung wurde über weitere Themen, wie z.B. Dokumentenmanagement in der öffentlichen Verwaltung und P23R (Prozessdatenbeschleuniger) diskutiert. Hauptaktivität des BITKOM-Arbeitskreises E-Government ist es, Stellungnahmen zum E-Government-Gesetz und zur Standardisierungspolitik des Bundes sowie der Länder abzugeben. Darüber hinaus spricht der Arbeitskreis Empfehlungen zu Open Government aus und unterstützt gemeinsam mit dem Bundesministerium des Innern aktuell den Open Data Wettbewerb „Apps4Deutschland“.

V.3 Potsdam, Deutschland, 31.10.: Vortrag für südafrikanische Delegation

Mittlerweile ist es Tradition, dass sich südafrikanische Delegationen der Universität Stellenbosch (Südafrika), bestehend aus Professoren, Mitarbeiter und Studenten, an der Universität Potsdam aufhalten und das IfG.CC in diesem Rahmen eGovernment-Veranstaltungen durchführt. Am 31.10. hielt Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, einen Vortrag über den Umsetzungsstand von E-Government in Deutschland. Vor allem ging es um neue IT-ermöglichte Organisationsmodelle und neue Steuerungsmöglichkeiten.

Auch wurde der Transfer von eGovernment von westlichen Industrieländern nach Afrika diskutiert. Südafrika ist deshalb relevant, weil es für Gesamt-Afrika als Vorbild gilt und von dort aus entsprechende Lösungen in andere, weniger entwickelte Länder Afrikas südlich der Sahara transferiert werden können. Interessiert war die Gruppe um Prof. Johan Burger auch an den Forschungsergebnissen, die am IfG.CC generiert wurden, z.B. zu den Themen eGovernment-Skill-Management oder Shared Service Center.

V.4 Universität Potsdam, Deutschland, WS 2011/2012: Masterkurs „Public Management A“

Prof. Dr. Tino Schuppan übernimmt im Wintersemester 2011/20112 an der Universität Potsdam die Lehre im Bereich Public und Nonprofit Management für Prof. Dr. Isabella Proeller. Im Rahmen dieser Lehrstuhlvertretung bietet er den Kurs „Public Management A“ an, der als Einstiegskurs für betriebs-, verwaltungs- und politikwissenschaftliche Masterstudiengänge konzipiert ist.

Der Kurs führt in die Grundlagen des Managements öffentlicher Organisationen ein. Im Mittelpunkt steht die Frage, wie öffentliche Organisationen geführt und insbesondere wie Veränderungen in diesen Organisationen gesteuert werden können. Dabei werden Aspekte der Steuerung von und in öffentlichen Verwaltungen sowie Ziele und Wirkungen moderner Steuerungsinstrumente thematisiert. Das inhaltliche Spektrum reicht von Strategischem Management, Performance Management über Human Ressource Management und Organisation bis hin zu Rechnungswesen und Management des Wandels. Als besonderer Bereich des Public Managements wird Krisenmanagement behandelt. Grundlage dieser Veranstaltung sind moderne Krisen (bspw. aktuelle Eurokrise oder EHEC), die ad hoc strategische Entscheidungen, besonderes Management und Leadership erfordern.

V.5 Ankündigung: Universität Potsdam, WS 2011/2012: Masterkurs „Public Management in an Information Age: An Introduction to eGovernment”

In diesem Wintersemester bieten Mitarbeiter des IfG.CC wieder einen Masterkurs im Rahmen des englischsprachigen Programms "Master of Public Management" (MPM) an der Universität Potsdam an.

Insbesondere wird in dem Kurs eine organisationstheoretische wie auch modernisierungsbezogene Einbettung von eGovernment vorgenommen. Einen besonderen Schwerpunkt bilden die Themen IT-Einsatz in Entwicklungsländern (ICT4D), vernetzte Verwaltung sowie Skill- and Change Management. Das Wissen wird z.T. fallstudienorientiert vermittelt.

Bei der Organisation der Kurse arbeitet das IfG.CC eng mit dem Potsdam Center for Policy and Management (PCPM) zusammen, das an der Universität Potsdam verschiedene Masterprogramme durchführt. Das IfG.CC bietet bereits seit einigen Jahren in verschiedenen Master-Programmen Kurse und Seminare zu eGovernment- und verwandten Themen an. In den letzten Jahren haben Studierende aus mehr als 20 Ländern in Europa, Lateinamerika, Asien und Afrika an diesen Kursen teilgenommen.

Seit mehreren Jahren unterstützt und leitet das IfG.CC das eGovernment Panel der IRSPM.

Vom 13. bis 15.04.2012 findet in Rom/Italien das 16. Forschungssymposium der "International Research Society for Public Management" (IRSPM) zum Thema "Contradictions in Public Management. Managing in volatile times" statt. Wie bereits in den vergangenen Jahren wird Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment leiten, das in diesem Jahr unter der Überschrift "Public Management in volatile times: e-government as enabler of public sector reform" steht.

Panel-Beiträge können u.a. zu folgenden Themen und Fragestellungen eingereicht werden: nature and impact of ICT-enabled changes in the public sector and its external relationships, and the implications for public management. The IfG.CC supports the eLearning Africa 2012 Conference which will take place from 23rd to 25th May 2012 in Cotonou, Benin. The conference and exhibition focuses on the key themes of sustainable technologies and infrastructure; eLearning for sustainable communities; sustainable change management; eLearning and sustainable resources; and sustainable economy, culture and society in Africa.

As the largest gathering of eLearning and ICT-supported education and training professionals in Africa, participants are able to develop multinational and cross-industry contacts and enhance their knowledge, expertise and abilities. E.1 10 Jahre IFG.CC - 10 Jahre eGoverment-Forschung aus Deutschland / 10 years IfG.CC – 10 years eGovernment research from Germany

Vor mehr als 10 Jahren entstand an der WiSo-Fakultät der Universität Potsdam die Idee zur Gründung eines Instituts für eGovernment. Konkreter Anlass dafür war das vom Land Brandenburg geförderte Forschungsprojekt "Electronic Local Government" (eLoGo), das seinerzeit eines der größten eGovernment-Forschungsprojekte in Deutschland war. Im Rahmen des Projektes sollten neue Formen der Leistungserbringung im ländlichen Raum entwickelt und erprobt werden.

Parallel dazu war der Aufbau eines Wissenschafts- und Fachnetzwerkes für eGovernment vorgesehen. Das nahmen die damals Projektbeteiligten – unter anderem Professoren und Mitarbeiter der Universität Potsdam – zum Anlass nahmen, um ein Institut zu gründen, was die Geburtsstunde des "Institute for eGovernment" (IfG.CC) war. Es wurde als „Competence Center“ mit dem Ziel gegründet, an einer Stelle konzentriert neues eGovernment-Expertenwissen zu entwickeln, zu bündeln und weiterzugeben. Dabei stand das IfG.CC von Anfang an der Universität Potsdam für die Lehre und Forschung als Partner im Bereich eGovernment zur Seite.

Seit seinem Bestehen hat das IfG.CC mehr als 50 nationale und internationale Projekte ausgeführt, zahlreiche wissenschaftliche Veröffentlichungen und Studien für die Praxis erstellt sowie konkret die Verwaltung bei der Umsetzung unterstützt. Themen waren beispielsweise Prozessketten, E-Government in Afrika, Mobile Bürgerdienste, Prozessmodellierung, Shared Service Center, Einheitliche Behördenrufnummern, Fusion öffentlicher IT-Dienstleister, Kompetenzen für E-Government, EU-Dienstleistungsrichtlinie um nur einige Beispiele zu nennen.

Innerhalb von 10 Jahren hat sich das IfG.CC mit seiner interdisziplinären Ausrichtung, wobei der Schwerpunkt in der Kombination von Verwaltungswissenschaften und Informatik liegt, ein Alleinstellungsmerkmal nicht nur in Deutschland erarbeitet.

Ohne ausgeprägte wissenschaftliche Neugier, konsequentes Gestaltungsdenken, hohes fachliches Interesse an eGovernment und Verwaltungsmodernisierung und auch Leidenschaft für die Modernisierung der Verwaltung aller Beteiligten wäre der heutige Entwicklungsstand des Instituts nicht zu erreichen gewesen.

2. Schwerpunktthema des Monats/Key Issue of the Month:
eGovernment in den USA/eGovernment in the USA

In den USA begrenzen die fehlenden finanziellen Ressourcen weiterhin die Spielräume staatlichen Handelns: Trotz anziehender Konjunktur sinkt die Arbeitslosigkeit nur langsam; öffentliche Haushalte sind hoch verschuldet und von Zahlungsunfähigkeit bedroht. Vor diesem Hintergrund steht der Anfang August von Präsident Obama ernannte CIO, Steven VanRoekel, vor einer schwierigen Aufgabe. Der ehemalige Geschäftsführer von Microsoft plant, Ausgaben der Verwaltung durch den Einsatz von IT zu reduzieren, zugleich aber Verwaltungsdienste zu verbessern. Noch unter dem vorherigen CIO Vivek Kundra wurde Ende letzten Jahres ein 25-Punkte-Reformplan beschlossen. Einer der Schwerpunkte ist, das Projektmanagement großer IT-Vorhaben zu verbessern, indem integrierte Projektgruppen, eine Best-Practice-Plattform, Leitfäden zur Auftragsvergabe und eine flexible IT-Budgetierung eingeführt werden. Darüber hinaus ist geplant, Shared Services über Cloud-Computing-Lösungen zu realisieren. Zudem sieht der Plan vor, keine E-Government-Projekte mehr weiterzuführen, die sich unterdurchschnittlich entwickeln, d.h. die finanzielle und zeitliche Vorgaben nicht erreichen. Von diesen Kürzungen sind auch Projekte betroffen, die im Rahmen von „Open Government“ umgesetzt wurden (wir berichteten in der Mai-Ausgabe des Infobriefs).

Dennoch wurden auf der Ebene der Bundesstaaten zahlreiche Initiativen und Projekte gestartet, von denen wir einige in dieser Ausgabe des Infobriefs vorstellen. Ein Bereich ist Telemedizin. Hier ist ein Schwerpunkt die Versorgung von Menschen in ländlichen Gebieten mit medizinischen Leistungen. Diese werden auf spezielle Zielgruppen zugeschnitten, wie z.B. American Indians und Alaska Natives, welche überdurchschnittlich im Vergleich zu anderen Bevölkerungsgruppen an Herzerkrankungen, Diabetes oder verschiedenen psychischen Erkrankungen leiden. Ein weiteres Projekt wurde in Nebraska mit der Nebraska Health Information Initiative (NeHII) aufgesetzt. Hierbei handelt es sich um ein landesweites System, mit dem verschiedene Institutionen Patienteninformationen austauschen. 65 kleine Krankenhäuser wurden als sogenannte critical access hospitals (CAHs) eingestuft. Kriterien für die Einstufung waren u.a., dass ein 24-Stunden-Notdienst verfügbar und das nächste Krankenhaus mindestens 35 Meilen entfernt ist.  14 von ihnen wurden im September an das NeHII angeschlossen. Ziel ist es, alle diese CAHs über das Gesundheitsinformationssystem miteinander zu vernetzen.

Ein weiteres wichtiges Thema in den USA sind derzeit E-Government-Services im Zusammenhang mit Steuererklärungen. Hintergrund ist, dass ab Januar 2012 die meisten Steuerzahler verpflichtet sind, Erklärungen elektronisch einzureichen. Hierzu benötigt der Steuerzahler eine sog. Electronic Filing Identification Number (EFIN). Die Behörden weisen derzeit verstärkt auf die neuen Services hin, da es bis zu 45 Tage dauern kann, bis die EFIN zugeteilt wird. In diesem Zusammenhang hat die Finanzbehörde in Minnesota ein E-Service-System freigeschaltet. Zusätzlich zu den bisherigen Online-Angeboten (wie z.B. Einreichen von Steuerklärungen, Bezahlen von Steuern) können Unternehmer jetzt selbst ihre Kontaktdaten aktualisieren oder Erklärungen der vergangenen Jahre einsehen.

2.3 IRS urges tax professionals to prepare for new rules

The Internal Revenue Service (IRS) advised tax professionals and tax firms that do not have Electronic Filing Identification Numbers (EFINs) to start the process to obtain EFINs now so they can meet new e-file requirements for 2012.

Starting in January 2012, any paid preparer or firm that reasonably anticipates preparing and filing 11 or more Form 1040 series returns, Form 1041 returns, or a combination of Form 1040 series returns and Form 1041 returns generally must use IRS e-file. Their clients who file these forms, however, may independently choose to file by paper.

To become an Authorized IRS e-file Providers, preparers must create an e-Services account, submit an EFIN application and pass a suitability check. The approval process can take 45 days or more. For a firm or an individual, only one EFIN is needed.

The Minnesota Department of Revenue launched its new e-Services online system. This new system is replacing e-File Minnesota and will offer a wider variety of services to 400,000 business taxpayers and tax preparers.

2.6 Hawaii: Roadmap for transforming state IT systems

The state has released a report detailing its information technology (IT) assessment, a critical component in the Abercrombie Administration’s long-term plan to transform technology.

The assessment, which includes a Baseline Assessment and Benchmarking Report, was conducted by Science Applications International Corporation (SAIC) in close collaboration with all state departments.

The assessment is the first phase of the state’s multi-year initiative to modernize its information technology and information resource management (IRM) systems.

3.3 Elektronische Rechnungen - Digitale Signatur ist nicht mehr Pflicht

Ein neues Gesetz verringert die Anforderungen an elektronische Rechnungen. Aufzwingen lassen sollte man sich solche Rechnungen aber nicht, sagen Steuerberater.

Nun haben Bundesrat und Bundestag dem Steuervereinfachungsgesetz 2011 doch noch zugestimmt und damit auch dem vereinfachten elektronischen Rechnungsversand, der noch für 2011 gelten soll. Damit verringern sich die formalen Anforderungen an elektronische Rechnungen. Die Neuregelungen sind rückwirkend für alle Umsätze ab 1. Juli 2011 anwendbar. Rechnungsaussteller können nun auf eine digitale Signatur verzichten. Rechnungsempfänger können frei wählen, wie sie die Echtheit und Unversehrtheit digitaler Daten gegenüber dem Fiskus belegen.

3.4 Bundesrat könnte Breitband für alle bringen

Eine Verpflichtung der Wirtschaft, allen Haushalten einen schnellen Internetzugang zu ermöglichen, könnte über den Bundesrat in die laufende Novellierung des Telekommunikationsgesetzes (TKG) eingebaut werden. Davon geht der IT-Beauftragte der CDU/CSU-Bundestagsfraktion, Georg Nüßlein, aus. "SPD, Grüne und die CSU haben den Wunsch, einen Breitband-Universaldienst einzuführen", erklärte der CSU-Politiker. Es sei daher zu erwarten, dass entsprechende Anträge trotz des Unmuts in der Wirtschaft von der Länderkammer kämen. Auch die Linken haben sich bereits für eine entsprechende Ausweitung der Universaldienstbestimmungen ausgesprochen, während die FDP bei den Gesprächen über die TKG-Reform ihr Veto eingelegt hatte. Der Bundesrat muss der Gesetzesänderung zustimmen, da auch die Rechte der Länder berührt werden.

3.5 Sicherheit im Cyberraum - eine gemeinsame Aufgabe von Staat, Wirtschaft und Gesellschaft

Bundesinnenminister Dr. Hans-Peter Friedrich sprach am 25. Oktober auf der Handelsblattkonferenz in Berlin über Sicherheitspolitik und Verteidigungsindustrie und legte den Schwerpunkt seiner Rede auf die Schutzbedürftigkeit des Cyberraumes vor Hackern.

"Man muss sich darüber im Klaren sein, dass 40 % - so wird geschätzt - unseres weltweiten ökonomischen Produktivitätsfortschrittes auf dem Netz basiert. Umgekehrt heißt das aber, dass der Ausfall oder die Manipulation der Systeme zu gigantischen Schäden führen können", sagte Friedrich. Anhand von prominenten Beispielen der jüngsten Vergangenheit - wie die Attacke durch die Schadsoftware "Stuxnet", den Angriff auf die Infrastruktur eines Staates durch Botnetze und die öffentliche Verbreitung von Nutzerdaten eines sozialen Netzwerkes - verdeutlichte Friedrich dann, welche Dimension die Gefahr durch Kriminelle im Internet erlangen kann. Und er betonte die internationale Reichweite: Durch die weltweite Vernetzung ergebe sich eine weltweite Verwundbarkeit, so dass sich auch Cyber-Angriffe in anderen Ländern mittelbar auf Deutschland auswirken könnten.

3.6 Brandenburg State creates Germany’s first telemedicine network for high-risk patients

A telemedicine network to treat high-risk cardiology patients was presented to the public on 12 October 2011 in a clinic in Cottbus, a city in the German state of Brandenburg. The network enables doctors to monitor heart patients remotely, 24 hours a day and seven days a week, from telemedicine centres in Cottbus and in the State Hospital of Brandenburg/Havel, the two sites of the telemedicine network.

The network was jointly developed by a German telecommunication company, the University Hospital Charité of Berlin and a medical and information technology supplier in Teltow to monitor up to 500 high-risk patients with advanced chronic heart failure. The project will be funded with a total of €1.53 million from the economic stimulus package (Kojucturpaket II) and, thus, with subsidies from the German federal state and separate German states.

Using this portal, anyone can locate and freely re-use Government data.

Much of this information is open data, which means that it is freely available to anyone to use and republish as they wish, without restrictions from copyright, patents or other control methods.

4.2 Estonia remains i-voting's lonely pioneer

Swiss elections rarely capture the international imagination. However this year's general involves a daring technological leap. Switzerland will allow its citizens to vote remotely on the public internet in a binding election - but only if they live overseas. it is only the second country in Europe to make this official step.

In the 13 years since European jurisdictions (led by Germany) first started testing internet voting, early hopes - and hype - for the technology have been thoroughly dashed. The UK's experience is typical: i-voting put on indefinite hold after early trials showed it generated little or no extra turnout but posed potentially serious problems.

There's one shining exception, in a Baltic former Soviet republic. Estonians have been offered internet voting in five binding elections since 2005, for Parliament, President, national referendum and local authorities. In the most recent, just under a quarter of voters took up the offer.

More than 800 people across Limerick are set to receive free IT training thanks to a €1.8m government scheme.

4.4 Europe struggling to fight cyber crime

Faced with increasing cyber attacks, the EU is looking at a new law criminalising the use of 'zombie' computers and is setting up a 'cybercrime' centre and special teams of IT firefighters to prevent further attacks.

Notoriously slow in its reaction to world events, the EU has even more difficulties when it comes to adapting its legislation and institutions to the fast-changing online environment.

A new version of the service to make changes to the register of voters has been made available through the electronic Platform of Public Administration Services (ePUAP), the one-stop shop that facilitates eGovernment services in Poland, it was announced on 20 September 2011.

The Ministry of the Interior and Administration in collaboration with the National Electoral Office has created the service 'Append to the register of voters'. This service provides a free, simple and convenient method of communication for citizens with the relevant municipal office, and between different municipal offices.

Details of how some of the world's most underprivileged people could be brought government services for the first time with the help of biometric identification technologies are to emerge at this year's Biometrics 2011 conference, opening in Westminster [London, UK] on October 18.

"Face in the Crowd" facial recognition systems, which use high definition cameras to identify people in controlled settings such as a border post or informal situations such as a crowd on a railway station platform, are underpinning a universal citizen ID system being rolled out across India's 1.2 billion population.
The Unique Identification Authority of India's (UIDAI) Aadhaar program - taken from the Sanskrit word for base or foundation - will create the world's largest database of individuals at an estimated cost of up to US$4.4bn. It will use multiple types of biometric data including retina scans, fingerprints and multiple facial images. A consortium consisting of Accenture with software firm Daon and Indian outsourcing specialist MindTree was one of three technology groups selected last year to build the system.

5.3 Australia: Health department issues PCEHR legislation draft

The federal government has released draft legislation for its $466.7 million Personally Controlled Electronic Health Records (PCEHR) project, following the release of the Concept of Operations document earlier in September.

Minister for Health and Ageing, Nicola Roxon, said the draft had been released for public consultation and outlined the process for consumers, healthcare providers and data sources to register for the e-health system.

"For the first time patients will have control over who accesses their information -- and further they will know who has accessed their medical records, and the exact time that record was accessed," Roxon said in a statement.

The project's Final Workshop on 28 November 2011 will focus on the realisations of the AEGIS (Open Accessibility Everywhere: Groundwork, Infrastructure, Standards) project and provide attendees the opportunity to try out all outcomes of the project. The demonstrated products offer barrier-free access to desktop, mobile and web applications, are open source based and will be freely available.

The conference questions the extent of current research and development using ICT technology and the amount of effort being made to progress ICT developments in the African Healthcare arena.

The objective of the conference is to use IT to establish health care information systems cutting across primary, secondary and tertiary health care systems. AfriHealth also calls for the deployment of IT for the development of drug information and records, for the study and control of epidemics, for research and dissemination of information, for distance learning in the medical profession, and to reduce costs and improve productivity.
