Following from Prime Minister François Fillon’s directive for the creation of an Open Data portal initiated on 21 February 2011, France will be launching its own website for open data on the 5th of December this year, according to an official report.

The creation of data.gouv.fr is being overseen by Etalab, an agency initiated expressly for the purpose of creating and maintaining the portal, under the direct authority of the Prime Minister.

A mobile version of the eGovernment portal 'service-public.fr' was launched at the end of September 2011.

Valérie Pécresse, French Minister for the Budget, Public Accounts and Administrative Reform, announced the launch of 'm.service-public.fr' by the Directorate of Legal and Administrative Information (DILA), as part of an effort to make information on the eGovernment portal accessible at all times. The announcement came following a report on improving the Public Administrations' digital relationship with users.

On 14 September 2011 Valérie Pécresse, French Minister for the Budget, Public Accounts and Administrative Reform and government spokesperson, launched Adm'innov, an online extranet repository for collecting the proposals of civil servants and hosting staff discussions on ways to improve the provision of government services.

The portal launch marked the closing of the one-day 'Carrefour Adm'innov' forum on innovative administration which was organised by the Directorate-General for State Modernisation (Direction Générale de la Modernisation de l'Etat - DGME, in French). On this occasion, Ms Pécresse stressed the importance of the concept of innovation within the public service.

More than 39 000 Personal Health Files (Dossier Médical Personnel - DMP, in French) - the French electronic health records - have been created in the 10 months following country-wide deployment in December 2010, based on data presented by the Agency for Shared Health Information Systems (ASIP Santé, in French).

According to information provided by ASIP Santé on the occasion of the seventh National Industry Day held on 18 October 2011, 39 310 DMPs have been created since 16 December 2010. This amount has more than doubled since the last figures were released in early July 2011. Data shows an increase in DMP deployment from the end of August: the weekly rate of creation remains above 1 600, and peaked at over 2 400 in late September.

The country-wide deployment of the electronic notice of infraction service provided for French civilian and military police forces as well as electronic ticketing for local authorities will be continued until June 2012.

The National Agency for Automatic Processing of Infractions (Agence Nationale de Traitement Automatisé des Infractions - ANTAI, in French) is at the origin of this project which was launched in 2009. ANTAI, a public State institution under the Ministry of the Interior, is tasked with handling security breaches and road traffic particularly from automated control systems (radar). It aims to improve the effectiveness of the criminal justice system for petty offences and to ensure its modernisation.
