On 14 September 2011 Valérie Pécresse, French Minister for the Budget, Public Accounts and Administrative Reform and government spokesperson, launched Adm'innov, an online extranet repository for collecting the proposals of civil servants and hosting staff discussions on ways to improve the provision of government services.

The portal launch marked the closing of the one-day 'Carrefour Adm'innov' forum on innovative administration which was organised by the Directorate-General for State Modernisation (Direction Générale de la Modernisation de l'Etat - DGME, in French). On this occasion, Ms Pécresse stressed the importance of the concept of innovation within the public service.

Adm'innov enables State civil servants to contribute directly to service improvement by sharing their ideas for simplifying and enhancing service provision with citizens, businesses, local authorities and associations.

The first call to collect civil servant contributions runs until 30 November 2011. The best proposals will be further developed and incorporated into the '100 simplifications' programme, with a view to its implementation at national level.

Ms Pécresse also announced a series of measures aimed at developing innovation in public services. As such, the DGME will act as an innovation observatory tasked with: identifying innovations carried out by the administration; analysing their success factors; monitoring their deployment; helping to disseminate and to measure their impact on public service users. The DGME will also include a module entitled 'Innovation in courses offered by the School for State Modernisation'.

In addition, four communities of Adm'innov practices will be formed in order to meet regularly around four themes: user concerns, user innovation, new technologies and networking. These communities will bring together civil servants from various ministries, while their activities will seek to foster the creation of an innovation club. As from November 2011, this club will bring together decision-makers from the Administration on a bimonthly basis at the Ministry of Budget, Public Accounts and Administrative Reform. The innovation club is intended to define the objectives of innovation and to develop flagship initiatives.

Finally, the Ministry wishes to foster a culture of innovation within the administration by establishing awards in each ministry which recognise innovative initiatives by civil servants.

Background information:

The Carrefour Adm'innov' forum brought together about a hundred innovative projects conducted within the administration; it provided an opportunity to promote innovative initiatives and projects carried out by civil servants over the last few months.
