The country-wide deployment of the electronic notice of infraction service provided for French civilian and military police forces as well as electronic ticketing for local authorities will be continued until June 2012.

The National Agency for Automatic Processing of Infractions (Agence Nationale de Traitement Automatisé des Infractions - ANTAI, in French) is at the origin of this project which was launched in 2009. ANTAI, a public State institution under the Ministry of the Interior, is tasked with handling security breaches and road traffic particularly from automated control systems (radar). It aims to improve the effectiveness of the criminal justice system for petty offences and to ensure its modernisation.

The action taken by ANTAI involves the complete dematerialisation of the petty offence system, with the electronic notice of infraction set to gradually replace the fine payment stamp for road safety offenses, including fines registration, ticket notices and fines collection.

An officer observes and records a violation with such dedicated mobile devices as Personal Digital Assistants (PDAs) and tablet PCs. Information about the offence committed is then tele-transmitted to the National Processing Centre (Centre National de Traitement - CNT, in French) in Rennes. The offender is identified by the vehicle registration system, and the notice of infraction is processed and sent automatically by post to the vehicle registration holder's address.

This new system offers a number of advantages for citizens and services: electronic data recording prevents transcription errors and the information notice reduces the risk of loss or theft of the fine payment stamp and any possible surcharges. New payment methods are currently also available, especially via the Internet, by phone or online at tobacconists.

An electronic notice of infraction pilot was conducted from November 2009 to November 2010. 50 sites were equipped with this online service, five of which belonged to the municipal police of Angers, Boulogne-Billancourt, Chantilly and Meaux et Suresnes. This permitted an increase in fine payments at the fixed fine stage as well as halving the total time required for administrative tasks.
