Approximately 16 000 Personal Health Files(Dossier Médical Personnel - DMP, in French) - the French electronic health records - have been created since the launch of the service in December 2010, according to data presented by the Agency for Shared Health Information Systems (ASIP Santé, in French) on 7 July 2011.

Based on information provided by ASIP Santé during its ninth inter-regional meetings, 15 706 French owned the DMP during the six-month period following its nationwide deployment on 16 December 2010. More than nine out of ten DMPs were created in four regions participating in the pilot deployment, namely: Alsace: 6 829; Picardy: 3 867; Aquitaine: 2 306; Franche-Comté: 1 555).

The rate of creation has increased during April 2011 from 400 to 1 000 new DMPs per week. This increase is owed to the development of the first DMP-compatible software packages, which became the main source of DMP during the same month. In early July 2011, 250 private health professionals and 12 health institutions were equipped with such tools.

The information on the authentication support means used shows that the majority of DMPs were created in health institutions: server certificates (5 450) and health institution professional cards (4 149) are used in more than six out of ten cases. If the personal health professional card (CPS) is the most common type of support (6 107), figures published by ASIP Santé do not distinguish between private health practitioners and their hospital counterparts.

In contrast, ASIP Santé stated that 391 DMP contact persons were registered in health institutions on 1 July 2011. Almost half of these local contact points are located in the regions of Midi-Pyrénées (89), Languedoc-Roussillon (56) and Brittany (46).

ASIP Santé is now set on expanding DMP deployment to 40 health institutions and 2 250 health professionals before the end of 2011. Two calls for projects will be launched for this purpose in summer 2011.

Firstly, a 'DMP in health institutions' programme must allow to quickly reach a critical mass by funding projects such as change management for a period of six months. Secondly, a 'DMP deployment' programme will target regional contractors. The first beneficiaries will be selected in autumn 2011. The duration of the supported projects will vary from between six months and two years depending on the overall operational budget, and additional beneficiaries could be permitted.
