Combining the programme with reforms will help close the gap with international standards.

The implementation of e-Government should go hand-in-hand with administrative reform rather than become simply an effort at computerisation, Minister of Information and Communications Le Doan Hop told the 6th annual Viet Nam e-Government Symposium in Ha Noi yesterday.

The sixth annual Vietnam e-Government Symposium, which took place in Hanoi on Dec. 16-17, aimed to seek measures to combine e-Government with administrative reform and promote the application of information technology in State management work.

The building of e-Government is part of Vietnam’s administrative reform strategy to help State agencies and local authorities at all levels perform their duties in a quick efficient and economical manner.

The Ho Chi Minh City government introduced an electronic certificate tracking service on December 12, allowing people who have applied for business registration certificates, land documents, building permits or other documents to track the progress of the application.

The “Electronic One-Door” system, available through the Department of Information and Communications website at www.motcua.ict-hcm.gov.vn, is designed to cut the time and money residents spend following up their applications for various certificates.

Developing e-governance as part of administrative reforms topped the agenda at a national workshop that opened on December 16 in Hanoi.

Organized by the National Steering Board for Information Technology, the Ministry of Information and Communications, and the International Database Group, the two-day workshop aims to refresh the thinking on e-government on which efforts have been under way for some time now.

Northern Lao Cai provincial Department of Information and Communications (DIC) and Microsoft Vietnam LLC officially announced on Dec. 12 the launching of an e-government portal.

This project was designed and implemented based on a Services Agreement (MSA) between the two parties signed on April 9 when Kevin Turner, Microsoft Corporation’s chief operating officer, first visited Vietnam.
