Significant progress has been made this year in information technology (IT) for public administration and developing e-government in Vietnam.

Vietnam has recently made great strides in applying IT for public administrative activities. To date, 96.6 percent of ministries and sectors have established their own websites, all 63 provinces and cities have e-portals, and 83.6 percent of information and guidance related to government and central agency policies is posted on the internet.

However, the use of IT in government management should be promoted in the future to better serve the public and develop a proper, more efficient administration.

Vietnam is meeting some problems when developing e-government. Service providers develop software on different platforms with no common standards, which may makes it impossible to connect relating parts of an e-government.

State management agencies area really the big potential clients for information technology (IT) firms. Therefore, every time when the clients “assign themes,” IT firms would gather their strength to satisfy the requirements of the “VIP clients.”

Vietnam’s Government Information Security Commission (GISC) announced that it would provide 150,000 digital signatures between now and 2015 to secure online transactions between state agencies and relevant authorities.

A special central state authority under Ministry of National Defence, GISC is responsible to secure state confidential information and data in context of national security. It estimated that about VND 250-300 billion (US$12-14.4 million) investment would be needed to supply these digital signatures.

The demand for entrusted electronic signatures (E-Signature)in state bodies has increased in recent years,said Nguyen Dang Dao, deputy head of GISC’s technical department.

Information technology and a high literacy rate were the keys to developing e-government, said Le Thanh Tam, CEO of IDG ASEAN at the 10th Viet Nam e-government symposium in the capital yesterday.

Deputy Prime Minister Nguyen Thien Nhan, who is head of the National Steering Committee on Information and Communication Technology, asked relevant bodies to develop a common database from provincial to central levels to serve the State administration. He said this would provide the public with better and more comprehensive information.

On 25 May, Workshop on Information Security Policies towards Developing of E-Governance was hosted by Vietnam Information Security Association (VNISA) and Vietnam Computer Emergency Response Team (VNCERT), to implement Prime Minister’s Instruction and the Guidelines of Ministry of Information and Communications (MIC) on the protection of websites.

Speaking at the workshop as opening keynote, Dr Nguyen Minh Hong (pictured), Vice Minister, MIC stressed the importance of e-government development in Vietnamese public sector agencies, and highlighted information security as the primary concern.
