The Finnish government has signed a deal with SA that will see it donate 12 million euros (R136 million) to SA in ICT development aid over a three-year period.

The deal, signed by SA's communications minister Ivy Matsepe-Casaburri and Finland's minister counsellor Marjaana Sall, in Pretoria yesterday, is in support of the SA Provincial Information Society Strategy programme.

The initiative aims to accelerate social and economic development through ICT, says the Department of Communications.

The administration centre has achieved “considerable success in helping the Gauteng provincial government and its departments to focus on their core mandate of service delivery”, says the provincial head of the Gauteng Shared Services Centre (GSSC).

Addressing the media in the wake of the recent state of the province address, Gauteng finance and economic affairs MEC Paul Mashatile said the centre has “built an illustrious profile for itself as a pioneer of public sector innovation”.

Gauteng local government MEC Qedani Mahlangu wants an “integrated billing system” for Gauteng based on residents' identity numbers rather than their physical address.

She says similar systems are in use in cities such as Las Vegas in the US and are more efficient than the fragmented approach currently in use in SA.

The Mark Shuttleworth Foundation congratulated government for its world-class set of Information Technology (IT) standards, in a statement sent to the Minister for the Public Service and Administration Geraldine Fraser-Moleketi.

The statement recognised the standards related to the Minimum Interoperability Standards for Information Systems (MIOS) in government.

According to the MIOS document, the standards set out government's technical principles and standards for achieving inter-operability and information systems coherence across the public sector.

Gauteng premier Mbhazima Shilowa has vowed his government will provide “affordable broadband access” to 95% of the province's residents in the next five years.

Addressing the provincial legislature during his annual State of the Province address, Shilowa said: “This initiative will not only enhance economic growth and investment, but will also contribute to social development and improve the delivery of social services.”
