Pakistan's leap towards digital ID and NDEL
A Digital ID serves as a "single source of truth" about an individual's identity
Improving security, curbing identity theft and creating an infrastructure of trust are high on every government's digital agenda. Around the world, countries such as Estonia, Singapore, Australia and the UAE have already embraced Digital Identity (Digital ID) systems, transforming how citizens access government and private services securely. These models show that Digital ID is not just a technological innovation; it is the foundation of transparent governance and inclusive growth.
As a legal consultant engaged under the World Bank's Digital Economy Enhancement Project (DEEP), I had the privilege of authoring Pakistan's Digital ID Regulations, 2025, and the National Data Exchange Layer (NDEL) Regulations, 2025, the world's first comprehensive legal frameworks regulating Digital ID and its technological foundation, NDEL. Drafting these legal frameworks has reinforced my conviction that a secure and inclusive Digital ID system is essential to Pakistan's digital future.

Smart-City Connectivity: Bridging Local Access and Overseas Data Centres
In a world where cities are getting smarter every day, how they share data is more important than ever. Smart-city systems use sensors, cameras, traffic lights, and lots of digital signals to help us live safer, cleaner and smoother lives. But to work properly, they need strong links, both inside the city, and to far-away data centres overseas. That’s where smart-city connectivity becomes vital.
Local Access Meets Global Reach
Inside a city, data flows fast. Streetlights with sensors, traffic monitors, public WiFi and environmental alerts generate huge volumes of information. This is the local access side of smart-city connectivity. But many of the insights, AI analysis, cloud storage, backup, or heavy computing, happen beyond city borders. That means data must travel from edge and municipal networks to data centres abroad. To ensure resilient international access, cities must pair edge-computing infrastructure with reliable global links.

Building Smart Cities Through Domestic Tech Funding
Today, smart city planning has become part of broader national development programmes. It is not only about sensors or buildings but about efficiency, data flow, and local ownership of innovation. The goal is to keep technology and income tied to local economies instead of depending on imported systems.
That financial discipline soon reached other industries tied to technology. Betting analysts began studying how digital infrastructure improved data accuracy for sports platforms, including 1xbet en ligne, which relied on stable network performance to update match information. The same systems that guide city transport or public safety now support entertainment and prediction platforms. In both cases, investment in infrastructure decides the quality of experience.

In a city where everything runs on data, going offline felt almost impossible. The UAE is built on innovation — from driverless taxis to AI-powered coffee shops, it’s a place where technology doesn’t just assist life; it is life. Yet one Friday morning, I caught myself refreshing my phone before I’d even opened the blinds. My thumb moved on instinct, like muscle memory, and I realized I couldn’t remember the last time I’d been bored — or still. That’s when I decided: I needed a break from the scroll.

Future of smart cities with AI, IoT, and urban digital twins
The study finds that most smart city innovations rely on a layered structure, IoT sensors gather environmental and infrastructure data, AI models analyze and predict outcomes, and digital twins visualize scenarios for decision-making. The combination of these layers allows cities to forecast traffic patterns, monitor pollution, simulate disaster response, and plan infrastructure with precision that was once impossible.
The accelerating convergence of artificial intelligence, the Internet of Things (IoT), and urban digital twin (DT) technologies is reshaping how cities operate, plan, and respond to complex challenges. A study titled “IoT, AI, and Digital Twins in Smart Cities: A Systematic Review for a Thematic Mapping and Research Agenda” published in Smart Cities provides a structured look at this transformation, revealing where innovation is most effective and where serious gaps persist in smart urban development.

Cities learning to think, but for whom?
On a humid evening in Bengaluru, a stretch of road clears itself of traffic without a single policeman intervening. Sensors beneath the ground detect congestion forming a kilometre away and reroute vehicles before the jam materialises. In Surat, a water grid predicts leaks hours before a drop is lost. These are not glimpses of a distant future; they are signs of how Indian cities are beginning to evolve into thinking systems.
Before the end of this century, the most powerful and complex form of intelligence on Earth may not be biological or robotic. It will not walk or breathe. It will be something larger and more diffuse: our cities. What were once physical spaces for human activity are becoming living networks that sense, learn and act. Driven by data, algorithms, and sensors, cities are starting to function like giant neural systems. They will not simply respond to instructions — they will anticipate needs, adapt autonomously and influence decisions. They could prevent traffic jams before they occur, balance energy uses dynamically, detect disease outbreaks in advance and even help shape public policy in real time.

IN: The economics of smart cities
Circular growth for human development
Imagine a city where trash isn’t trash, energy isn’t wasted, and economic prosperity isn’t achieved at the cost of human wellbeing. A city where every rupee invested in infrastructure yields returns not just in roads and buildings, but in health, jobs, equality, and dignity. Smart city projects promise exactly that. But all too often, their economic potential remains half-realized because they continue to rely on linear models of “take, make, waste.” Without integrating a circular economy, smart growth becomes extractive, unequal, and environmentally costly. India stands at a crossroads: its Smart Cities Mission, with hundreds of projects and Rs 150,000+ crore already committed, can become a laboratory of circular growth that redefines human development.

Sustainable urban development holds key for balancing natural ecosystems
Sustainable urban development is a strategy for cities to grow in a way that is economically viable, socially equitable, and environmentally sound, meeting current needs without compromising the ability of future generations to meet their own needs. It involves integrating people, activities, buildings, and public spaces into a network, fostering walkable communities with strong public transit, and creating a balance between natural ecosystems and urban areas to prevent environmental degradation and the formation of urban heat islands. Key goals include climate change mitigation, improved quality of life, efficient resource management, social inclusion, and resilience for cities.

Of tech and arboriculture: How digital tools are revolutionising tree maintenance in Malaysian cities
What does it take to profile a tree?
For arborist Mohd Zailani Jamil, the process starts by sizing up the trunk, height and looking at how the crown has spread.
“We also check the live crown ratio, which is the proportion of the tree that still has green, healthy leaves. Together, these give us a clear picture of whether the tree is thriving or showing signs of decline,” he said during a recent interview in Shah Alam, Selangor.

Bridging the Digital Divide in Barbados
The increase in internet penetration has been highly beneficial in bridging the digital divide in Barbados. This has allowed those who were formerly unable to connect with others worldwide the ability to do so. Some of the main challenges to achieving full connectivity include limited digital literacy, frequent disconnections, vulnerability to major cyber incidents and a shortage of local websites.
Still, significant progress has been made. Barbados has modernized its public sector through improved digital channels. The digital divide in Barbados is also narrowing thanks to the accelerated pace of digital transformation, led partly by the UNDP. This effort targets government institutions, strategic partners, businesses and the youth.

Cities today are complex, dynamic systems - composed of interdependent assets, aging infrastructure, constrained resources and rising citizen expectations. As cities across the Middle East grow rapidly, public-sector leaders are under pressure to manage this growth in smarter, more sustainable ways. The question is no longer if cities need to adapt, but how they can do it with the speed and flexibility today’s challenges demand.
The answer lies not in isolated digital solutions, but in integrating systems, services and data into a single, interoperable intelligence layer, which we call the Living City.

From London to Dubai: The Future Of Smart Cities
Cities are becoming living, breathing digital platforms, with 5G, AI, data and sustainability backing all aspects of daily life. But just like every city has its own personality and priorities, each one defines and approaches ‘smart’ in its own way. For example, Dubai believes that centralising decisions will help it move quickly and scale before anyone else does.
At the same time, cities in the UK think that experimentation across multiple sites and pilots is much more valuable. These contrasting strategies both have their merits, and founders and investors can learn plenty by comparing Dubai’s smart city and London and the broader UK’s smart-city pilots.

The other echoed the regulator’s dilemma: Frankie Phua, managing director and head of group risk management at United Overseas Bank, who wrestles with a fundamental question that keeps data leaders awake at night: How do you govern AI that evolves faster than the rules meant to contain it?
Their conversation, held at SAS Innovate On Tour in Singapore, was part of a broader discussion about Singapore’s groundbreaking Project MindForge. It offered a rare glimpse into how data-driven regulation actually gets built, highlighting the messy intersection of business reality and regulatory necessity.

Kooperationspartner sind u.a.

V.1 Big Island, Hawaii, 06.-09.01.: 47th HICSS (Hawaii International Conference on Systems Sciences)
HICSS (Hawaii International Conference on System Sciences) sein eingereichtes Paper mit dem Titel „E-Government at Work Level: Skilling or De-skilling? “ im Minitrack „E-Government Education, Training and Professionalization“ präsentiert.
Des Weiteren hat Prof. Schuppan den Minitrack „Digital Government Mirrors and Anticipates Many Developments, which Later Become Major Trends“ gemeinsam mit Theresa A. Pardo (University at Albany/SUNY) und Samuel Fosso Wamba (University of Wollongong, Australia) geleitet.

K.1 Announcement: Ottawa, Canada, 09.-11.04.2014: IRSPM 2014 conference
Panel Session: e-Government and its Role in Administrative Reform: Towards New Forms of Governance, Democracy, and Accountability?
In the last decades, governments around the world started to use Information and Communication Technologies (ICTs) to improve various forms and aspects of government and governance. For instance, e-Government solutions have been introduced as a critical enabler for administrative reform in order to achieve better governance, more transparency, better quality services, and greater citizen involvement in the decision-making process.
Various ambitious demands placed on the design and delivery of 21st century government not only raise questions around how governments manage and implement seemingly competing interests in ICT-enabled administrative reform initiatives, but also if, and if so how and to what extent, the administrative reform objectives have been achieved through e-Government. Moreover, high expectations around ICT-enabled 'transformational' changes within the public sector and in its external relationships also leads to the question to what extent new forms of governance, democracy and accountability are emerging from the application and use of e-Government, and what the implications are for public management.
This panel intends to further explore these important issues around the role and actual outcomes of e-Government in administrative reform initiatives, and the implications for public management. It invites both theoretical and empirical papers that contribute to the existing body of knowledge around the role of ICTs in improving governance, accountability and democratic institutions in the public sector. Papers abstracts should include a short description of the topic, the research question(s) and method, and an indication of the research findings.

W.4 IfG.CC, Potsdam, Brandenburg, 13.02.: Shared-Services-Workshop
10.04. / 12.06. / 14.08.2014.

2. Schwerpunktthema des Monats/Key Issue of the Month:
E-Services in verschiedenen Ländern/eServices in different countries
=========================================================================
Mehrere Länder (u.a.
2.1 India: Government Of India Launches eBiz Platform With Integrated Payment Gateway
The Department of Industrial Policy and Promotion, under the Ministry of Commerce and Industry, has launched an eBiz platform along with two Department of Industrial Policy and Promotion (DIPP) services and an integrated payment gateway.
The eBiz project is part of the National eGovernance Plan of the Government of India. The project will provide an integrated electronic services to investors, industries and businesses in the areas of information on forms & procedures, licenses, permits, registrations, approvals, clearances, permissions, reporting, filing, payments and compliances throughout the life-cycle of an industry or business entity.

2.2 Great Britain: UK to be most digital government in G8 by 2015
UK’s Minister for the Cabinet Office, Francis Maude, has committed to making UK the “most digital government” in the G8 by 2015 with the government’s digital-by-default agenda moving public services online.
The government is also on track to save a cumulative GBP 1.2 billion (US$ 2 billion) by 2015, the Minister said. “Our digital-by-default agenda is part of our long-term economic plan to tackle the deficit we inherited. I’m pleased to announce today that we expect to save at least GBP 500 million (US$ 820 million) from IT spend this year, on top of the GBP 500 million (US$ 820 million) we saved from government’s IT spend last year and GBP 250 million (US$ 410 million) the year before,” he added.
Part of this plan is to digitise 25 major public services by 2015. On average, an online service is 20 times cheaper than a phone transaction, 30 times cheaper than by post and 50 times cheaper than face-to-face.

2.3 China: Hong Kong introduces one-stop payment platform
The Hong Kong Monetary Authority worked closely with 23 banks to jointly develop the first ever one-stop payment platform that allows citizens to receive, pay and schedule bill payments online.
The Electronic Bill Presentment and Payment (EBPP) platform is a consolidated platform for the straight-through processing of electronic bill presentments and payments. According to an official statement, users only need to log onto their internet banking account – to receive, view, manage and schedule payments for various e-bills issued by merchants.
Through this multi-currency platform, e-payments can be made in Hong Kong dollar, renminbi and US dollar. By connecting users to billing merchants in Mainland China and overseas countries, the service offers cross-border e-billing and e-payment services.

2.4 Qatar: E-service at malls
The Ministry of Economy and Commerce is installing electronic services machines at a number of shopping complexes across the country so consumers can key in complaints and comments.
A screen in the machine will display guidelines for consumers, understandably in English and Arabic, to make them aware of their rights. The machine might also display warnings, a list of banned items and possibly price lists of some items of daily use.
The ministry said the idea was to cut down on paperwork and establish direct communication with consumers, Qatar News Agency (QNA) reported.
The e-services machines would replace complaint boxes at various malls, hypermarkets and other outlets, installed by the Consumer Protection Department (CPD), which operates under the ministry.
