The infrastructure development of the Palakkad Industrial Smart City, a flagship project under the Kochi–Bengaluru Industrial Corridor, will be executed in a single phase, marking a major milestone in Kerala’s industrial expansion plans.

The Kerala Industrial Corridor Development Corporation (KICDC) has initiated the groundwork for the implementation.

According to Industries Principal Secretary A.P.M. Mohammed Hanish IAS, the first coordination meeting involving the contracting consortium Dilip Buildcon–PSP Projects and the National Industrial Corridor Development and Implementation Trust (NICDIT) will be held next week.

The construction works are expected to begin by the end of this month or early next month.

Funding for the project will be released by the Central Government in instalments. Once the Centre confirms the release of its share, the State Government will transfer a proportionate portion of land acquired by Kerala Industrial Infrastructure Development Corporation (KINFRA) to KICDC.

So far, the Centre has released Rs 313.5 crore in two instalments, while the State has handed over 330 acres of land. The third instalment from the Centre is expected shortly, said KINFRA Managing Director Santosh Koshy Thomas.

Kerala is well ahead in the procedural timeline compared to the 12 Industrial Smart City projects being developed across the country, with tendering for infrastructure works already completed.

KICDC plans to complete the infrastructure development within 42 months, following which land allotment to companies will commence. Although the land transfer will occur in phases based on central fund availability, all infrastructure development will be completed in one stretch on the land already acquired.

Two years ago, the State Government spent Rs 1,489 crore through the Kerala Infrastructure Investment Fund Board (KIIFB) for acquiring 1,450 acres.

The Centre has expressed satisfaction with the State’s progress, raising hopes for an early release of the remaining central share. Once the entire central funding is received, full land transfer to the Corporation will be completed.

The project received renewed momentum after Industries Minister P. Rajeev briefed union Minister Piyush Goyal on Kerala’s achievements in June 2024.

The decision to extend the Chennai–Bengaluru Industrial Corridor to Kochi, thereby establishing the Kochi–Bengaluru Industrial Corridor, was taken in August 2019.

Kerala initiated implementation procedures in September 2020, and by July 2022, nearly 85 percent of the required land had been acquired. The acquisition of 1,152 acres was completed in just 14 months.

The Palakkad Industrial Smart City is being developed through a special purpose vehicle, KICDC — jointly formed by KINFRA (State) and NICDIT (Central) with equal equity participation. The EPC (Engineering, Procurement, and Construction) contractor will handle comprehensive development, covering design, construction, and maintenance.

The project includes the creation of internal roads, drainage networks, bridges, water supply and firefighting systems, sewer lines, water reuse networks, power distribution, sewage treatment plants, industrial effluent collection networks, and effluent treatment plants, laying the foundation for a world-class industrial ecosystem in Kerala.
