European Commission officials called on industry this month to help create a secure network for the entire European Union that could cost as much as 100 million euros ($120.5 million).

The new Secured Trans-European Services for Telematics between Administrations (s-TESTA) network will replace the TESTA network that EU governments have been gradually building since 1996. s-TESTA will be an intranet backbone for the EU central government and the governments of its members.

Im vergangenen Jahr hatten halb so viele Haushalte in der Europäischen Union Zugang zum Internet wie in den USA. Die zehn neuen Mitgliedsländer würden diesen Abstand nochmals vergrößern, heißt in einem von der französischen Wirtschaftsuniversität Insead veröffentlichten Report. Einzig in Estland seien Netzzugänge für Privatleute und Firmen mit westeuropäischen Verhältnissen vergleichbar. Geringe Pro-Kopf-Einkommen und Ausgaben für Computer hätten bei den meisten EU-Neumitgliedern die Internet-Verbreitung unter zehn Prozent gehalten.

Bis zum Jahr 2010 will die Europäische Union zur wettbewerbsfähigsten und dynamischsten wissensbasierten Wirtschaft der Welt werden.

Die EU-Erweiterung am 1. Mai hat die zehn neuen Staaten, die insgesamt 75 Millionen Bürger haben, vor neue Herausforderungen gestellt. Sie müssen den Umgang und die Kommunikation mit ihren Bürgern verbessern, wenn das eingangs genannte Ziel erreicht werden soll.

After the expansion of the EU in May the 10 new states, with a total population of 75 million, will need to improve the way they interact, communicate and serve their citizens to contribute to this goal. It's a huge challenge that is at the heart of the debate on European integration.
