Energy rich Azerbaijan is striving to develop its non-oil sector and the development of Information and Communication Technology sphere is of particular importance for the country.

Over the past five years, the information technology sector of Azerbaijan has increased two fold. As figures show, revenues of the ICT sector in Azerbaijan increased by more than 12 percent in the nine months of 2014.

E-signature in Azerbaijan becomes the "second bread": the poor will receive it free of charge.

Such a prospect has been announced today by Labor Minister Salim Muslimov at the seminar of the International Social Security Association on the theme "E-Services in the field of Social Protection: the Expansion of the Scale & Quality".

"According to the Ministry of Communications & High Technologies, in September alone people used e-government services 132,940 times, and 82% of such requests were made for the services of the Ministry of Labor & Social Protection and the State Social Protection Fund. In other words, data services of executive bodies are the most popular and require maximum availability and transparency. At that, the only question that needs to be addressed is readiness of other governmental agencies to full automation, to ensure the possibility for the Ministry and the Fund to get access to electronic databases of other agencies. In particular, it is necessary to provide such access to ID database of the Ministry of Internal Affairs, the bank database for getting information on deposits and loans in the appointment of targeted social assistance," Muslimov said.

On October 7-8 Astana, capital of Kazakhstan hosted Global e-Government Forum 2014 held under organizational support of E-Government Branch of the Division for Public Administration and Development Management (DPADM) of the Department of Economic and Social Affairs (DESA) in and Agency for Communication and Information of the Republic of Kazakhstan.

Ms. Yana Krimpe, the Founder of Azerbaijani IT company B.est Solutions, the developer and operator of “Asan Imza” mobile e-signature, participated at the Forum as a keynote speaker.

Authorized banks of Azerbaijan's State Fund of Information Technologies Development have begun to granting loans for the development of IT-projects, the Communications and High Technologies Ministry reported.

The Ministry said the total amount of credit given by Pasha Bank and Bank Respublika to two Azerbaijani companies GoldenPay and Enginet is 900,000 manats (about $1,146,640).

Commercial creding with participation of e-government (through providing of e-statements) starts in Azerbaijan.

According to Bank of Baku OJSC the relevant agreement has been signed between the Data Processing Center under the Azerbaijan’s Ministry of Communications and High Technologies and Bank of Baku OJSC.
