“Smart local government units (LGUs)” will soon rise in Region 12 or Soccsksargen following the rollout of the SMART Automated Response and Tracking for Emergency Reporting (SMARTER) project, a joint initiative of the Department of Science and Technology-12 (DOST-12) and the University of the Philippines (UP).

Chinese developer Zendai Developments had high hopes of building a new R84-billion city in Modderfontein on the East Rand of Gauteng, touting it as the “New York of Africa”.

The Smart City Mission (SCM) has seen 7,741 projects (96 per cent of total projects) amounting to Rs 1,55,386 crore being completed, and the remaining 323 projects amounting to Rs 9,425 crore are currently ongoing (as on December 1, 2025), the Parliament was informed on Monday.
The mission had undertaken 8,064 projects amounting to Rs 1,64,811 crore in 100 cities.
"Under the SCM, the Central government had a total outlay of Rs 48,000 crore for the 100 cities. As reported by states/UTs, as on 01.12.2025, the cities have been able to claim Central Financial Assistance of Rs 47,458 crore (99 per cent of the total Central share allocation)," Union Minister of State for Housing and Urban Affairs Tokhan Sahu told the Rajya Sabha in a reply to a question.

A crucial meeting of the Board of Directors (BoD) of the Aurangabad Smart City Development Corporation Limited (ASCDCL) was held at the Smart City Office recently. Several key proposals aimed at accelerating the city’s development and strengthening the corporation’s financial position were approved.
The meeting was attended by BoD including chairperson Vinita Singhal; directors police commissioner Pravin Pawar, municipal commissioner and Smart City CEO G Sreekanth; district collector Deelip Swami; independent directors Bhaskar Munde and Ulhas Gawli; Smart City deputy CEO Ravindra Jogdand; chief financial officer Uttam Chavan; and other officials.

Smart grids are the future of sustainability, especially in cities where carbon emissions are highest. Advanced Metering Infrastructure (AMI) supports urban decarbonisation efforts by providing accurate data. Smart cities are making significant strides, including the use of advanced metering consultants, to further their goals of lowering emissions and making cities greener.
What is AMI?
Traditional energy meters were more archaic than AMI because they required manual operation, where a worker would check the machine themselves and record the data monthly. This wastes energy on transportation and vehicle pollution. AMI delivers data digitally to companies with daily or hourly updates, providing consumers and cities with accurate knowledge of energy usage without the risk of human error.

Brazil empowers citizens through digital transformation
The expansion of 5G coverage in Brazil is happening faster than predicted. The National Telecommunications Agency (Anatel), linked to the Ministry of Communications, reports that 2019 municipalities are already covered by fifth-generation mobile communications, representing 64.94 per cent of Brazil's population. This result significantly exceeds the coverage level planned for 2027, demonstrating significant progress in the development of the 5G network.
Minister of Communications Frederico de Siqueira noted that the advancement of 5G in Brazil is the result of a targeted government policy aimed at the country's development. "Our goal is to provide quality connectivity to all regions, reduce inequality and promote opportunities through digital transformation," he stated.

Digital transformation drives increase in public service trust in Australia
Trust in the Australian Public Service is increasing due to improved digital services, greater transparency and improved service quality, Australia’s public service commissioner has said.
In his message in the State of the Service Report 2024–25, Gordon de Brouwer set out that trust in the Australian Public Service (APS) had increased by 4 points to 62% in the past year – while trust in specific services increased to 73% in 2025, compared with 71% in 2024.

A.1 Berlin/Potsdam: Abschluss der Studie "Europäische Behördenrufnummern im europäischen Vergleich“
Das IfG.CC hat Anfang Mai die vom Bundesministerium des Innern beauftragte Studie zum Vergleich Einheitlicher Behördenrufnummern (EBN) zwischen den EU-27-Ländern abgeschlossen.
Ziel der Studie war die Analyse des Umsetzungsstandes bei der Einheitlichen Behördenrufnummer (EBN) in 27 europäischen Ländern, um hiervon ausgehend Möglichkeiten für die Europäisierung der Rufnummer zu ermitteln. Ein einfaches Europäisierungsszenario ist die Freischaltung einer Rufnummer 116 115, unter der in allen EU-Ländern die jeweils nationalen Verwaltungsdienste erreichbar sind. Weitere Varianten zur Europäisierung liegen in der Kopplung der EBN-Systeme verschiedener EU-Länder, was sich zunächst für Grenzregionen anbietet. Darüber hinaus war es Ziel, aus den Umsetzungserfahrungen in anderen Ländern Lernpotenziale für Deutschland zu ermitteln und aufzuzeigen, in welchem Bereich Deutschland bei der EBN Stärken vorzuweisen hat, die wiederum für andere europäische Länder von Bedeutung sind. Im Rahmen der Analyse des Umsetzungsstandes der EBN in den einzelnen Ländern wurde die Gestaltung des Vertriebs, der Produktion sowie der Umsetzungsorganisation erhoben und beurteilt. Darüber hinaus wurden nationale Implementationswege nachgezeichnet und analysiert.
Die Untersuchung hat gezeigt, dass es einen deutlichen Modernisierungstrend in Europa in Richtung EBN gibt. Deutschland hat in Anbetracht des vergleichsweise kurzen Projektbeginns beachtliche Erfolge vorzuweisen: Die deutsche EBN D115 im Ländervergleich hinsichtlich der Vernetzung der Akteure sowie beim Informations- und Wissensmanagement besonders gut entwickelt. Die EBN in Frankreich, Italien, Spanien und der Niederlande wurden detailliert in einzelnen Fallstudien analysiert. Sobald die Studie veröffentlicht wird, werden weitere Ergebnisse in diesem Infoletter dargestellt.

A.2 IfG.CC unterstützt EU-Projekt „Egoprise“ mit Prozess- und eGovernment-Expertise
Die Mitarbeiter des IfG.CC unterstützen mit ihrer Prozess- und eGovernment-Expertise das EU-Projekt „Egoprise“. Egoprise steht für "E-Government solutions as instruments to qualify the public sector for the specific needs of small and medium sized enterprises (SMEs) in the rural Baltic Sea Regions" und wird aus dem Baltic Sea Region Programme 2007-2013 finanziert. Ziel des Projektes ist es, Prozessketten zwischen Unternehmen und der öffentlichen Verwaltung im Ostseeraum mit IT-Unterstützung zu optimieren bzw. neu zu gestalten. Dadurch sollen KMUs der Zugang zum Arbeitsmarkt im Ostseeraum und zu öffentlichen Netzwerken und Unternehmensclustern erleichtert werden.
Projektpartner sind öffentliche Verwaltungen und Institutionen sowie Unternehmen bzw. Unternehmerverbände aus Dänemark, Deutschland, Estland, Finnland, Lettland, Litauen, Schweden und Weißrussland. Leadpartner ist der Zweckverband "Elektronische Verwaltung in Mecklenburg-Vorpommern". Das Projekt wird im Dezember 2012 beendet sein.

P.1 „Kommunale Kooperation mit eGovernment“. - In: „Kommunale Aufgabenwahrnehmung im Wandel“, 2010
Der von Jörg Bogumil (Universität Bochum) und Sabine Kuhlmann (DHV Speyer) herausgegebene Sammelband erscheint im Juni im VS-Verlag. In diesem Band hat Prof. Dr. Tino Schuppan einen Beitrag zu neuen kommunalen Kooperationsformen mit eGovernment geschrieben, in dem es um die Formen, Anforderungen und Begründungen neuer auf IT basierender vernetzter Kooperationsformen für Kommunen geht.
Dafür bedarf es weniger einer informationstechnischen Betrachtung von eGovernment als einer public-management-orientierten bzw. verwaltungswissenschaftlich angeleiteten Sicht- und Herangehensweise. Auf der Basis einer prozess- bzw. „produktionsorientierten“ Sicht auf die öffentliche Leistungserbringung werden neue kooperationsintensive und IT-abhängige Organisationsmodelle vorgestellt, die insbesondere im kommunalen Kontext eine hohe Kooperationsrendite versprechen. Ebenso werden Überlegungen zur Implementation angestellt, die anhand von Fallbeispielen und Fallanalysen aufgezeigt werden. Am Ende des Betrags werden einige weitergehende Schlussfolgerungen zu den institutionellen Implikationen der neuen Kooperationsmodi gezogen. Es wird deutlich, das es in Anbetracht der IT-Möglichkeiten effizienter ist zu kooperieren als aufwändig Gebietsreformen vorzunehmen.

Das IfG.CC beteiligt sich durch Prof. Dr. Tino Schuppan an dem vom Behördenspiegel Mitte April initiierten Blog „government 2020“ (www.government2020.de), bei dem es um die Zukunft der Verwaltung geht und neue Trends der Verwaltungsmodernisierung aufgegriffen und Reformvorhaben im Öffentlichen Dienst kritisch bewertet werden:
Wenn man sich mit der Verwaltung der Zukunft beschäftigt, worum es ja in diesem Blog geht, gehört die Frage nach der Territorialität der Verwaltung zu einer der grundlegendsten. Denn mit dem Einsatz von IT kann Raum überbrückt werden. Zum Beispiel kann die Abgabe von Verwaltungsleistungen über Webportale erfolgen, was der üblichen Vorstellung einer entörtlichten Verwaltung entspricht.
Weitaus mehr Potenziale ergeben sich durch den Blick auf die Leistungserstellung, denn im Bereich der “Produktion“ gibt es weitaus mehr Möglichkeiten einer Entörtlichung, z.B. durch Schaffung von Shared Service Centern. Als Shared Service lassen sich Teile einer Prozesskette weitab vom Ort des Geschehens bzw. der Übergabe an den Adressaten zusammenführen. Das gilt zwar in erster Linie für Unterstützungsprozesse der Verwaltung, wie z.B. im Bereich der Finanzen, des Personals und der IT, aber auch kommunale Kernprozesse müssen nicht unangetastet bleiben. Das gilt vor allem dann, wenn sie nur deshalb durch eine Kommune ausgeführt werden, damit die Ortsnähe bei der Leistungsabgabe sichergestellt ist, wie z.B. die Kfz-Zulassung.

Das IfG.CC beteiligt sich durch Prof. Dr. Tino Schuppan an dem vom Behördenspiegel Mitte April initiierten Blog „government 2020“ (www.government2020.de), bei dem es um die Zukunft der Verwaltung geht und neue Trends der Verwaltungsmodernisierung aufgegriffen und Reformvorhaben im Öffentlichen Dienst kritisch bewertet werden:
E-Government ist innerhalb und außerhalb der Verwaltung häufig immer noch nur ein Thema weniger Spezialisten. Auch in den Verwaltungswissenschaften, der dazugehörigen Basisdisziplin zu E-Government, findet das Thema, verglichen mit der Relevanz in der Praxis noch wenig Beachtung. In den letzten Jahren hat sich zwar viel in Sachen E-Government getan, jedoch – so die These – ist das Thema heute in der Breite kaum in der Verwaltung und vielfach auch in der Verwaltungsführung angekommen, geschweige denn verinnerlicht worden. Feststeht jedoch, dass es neuer Kompetenzen bedarf, um E-Government zu realisieren und in den neuen Strukturen zu arbeiten. Unter diesen Kompetenzen werden Fähigkeiten, Fertigkeiten, Einstellungen, Erfahrungen und Wissen verstanden, die über die reine Bedienfähigkeit von IT-Anwendungssystemen hinausreichen. Zwar ist heute generell eine allgemeine Medienkompetenz in der Verwaltung vorhanden, aber es fehlt vielfach an Strategie- und Führungskompetenzen im Sinne einer „eTransformationen“. Allzu oft wird daher auch das Thema E-Government auf technische Fragen reduziert, gern auch auf CIOs oder eGovernment-Beauftragte übertragen, so dass sich Führungskräfte des Themas leicht „entledigen“ können, da es ja jetzt einen „Zuständigen“ gibt. Soll jedoch die Modernisierung im Kontext von E-Government im Sinne einer Transformation gelingen, sind neuartige Organisations- und Arbeitskompetenzen für alle Beschäftigtengruppen (Führungskräfte, Sachbearbeiter, Front-Office-Mitarbeiter etc.) gefragt, die jedoch bisher weder etabliert und noch nicht einmal ermittelt sind.

Vom 13. bis zum 14.05.2010 fand in Genf im Rahmen des 2010 World Summit of the Information Society Forum (WSIS Forum) ein Expert Group Meeting (EGM) zum Thema "Citizen and Ministry Capacity Building for E-government in Developing Countries - An Economic Imperative" statt, das vom IfG.CC mit organisiert wurde. In Zusammenarbeit mit der United Nations Division for Public Administration and Development Management hielt Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, einen Auftraktvortrag zum Thema "eGovernment – Does it Work in Developing Countries?". Schwerpunkt des Vortrages war die Frage nach Potenzialen und erforderlichen Rahmenbedingungen für eGovernment in Entwicklungsländern. Klar wurde, dass einfache "Service Delivery Modelle" für Entwicklung keineswegs ausreichen. Im Gegenteil es können neue Disparitäten geschaffen werden, wenn Verwaltungsmodelle wie eGovernment von Nord nach Süd transferiert werden.
James Griffin, wissenschaftlicher Mitarbeiter des IfG.CC, hielt einen Vortrag zum Thema "Capacity Building and Skills Development", in dem es darum ging, welche Kompetenzen und Fähigkeiten für eGovernment erforderlich sind. Denn Projekte in Entwicklungsländer scheitern gerade an unzureichenden Skills, die es auf allen Ebenen zu entwickeln gilt.
Das WSIS-Forum bringt regelmäßig Stakeholder aus Verwaltung, Wissenschaft, Wirtschaft und NGOs zusammen, um eine Bestandsaufnahme und neue Ansätze für den Aufbau und die weitere Entwicklung der Informationsgesellschaft zu formulieren. An dem EGM nehmen international führende Experten aus Wissenschaft und Verwaltung teil, um sich mit grundlegenden Herausforderungen bei der Umsetzung der WSIS-Ziele auseinanderzusetzen.
Die Zusammenarbeit zwischen dem IfG.CC und der United Nations Division for Public Administration and Development Management ist das Ergebnis eines bereits länger stattfindenden Austausches. IT in Entwicklungsländern gehört zu einer der Kernkompetenzen des IfG.CC, die international zunehmend nachgefragt werden.

V.2 Leipzig, 18.05., Kongress "neue Verwaltung": Vortrag zur "Vorgehensweise bei der Identifizierung und Priorisierung von Prozessen“
Vom 18.-19. Mai 2010 fand in Leipzig der 11. eGovernment-Kongress "neue Verwaltung" statt. Vorgestellt wurden Ergebnisse, die im Rahmen eines einjährigen eGovernment-Projektes in Leipzig durch das IfG.CC erarbeitet wurden. Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, und Sandra Burkhardt, Mitarbeiterin der Stadtverwaltung Leipzig, stellten in ihrem Vortrag Umsetzungsstand und Ergebnisse des Projektes vor. Großes Interesse fanden die in Leipzig eingesetzten Methoden zur Priorisierung von eGovernment geeigneten Leistungen und zur Modellierung von Prozessen. Außerdem wurden Eckpunkte für ein eGovernment-bezogenes Organisationskonzept vorgestellt, das in Leipzig erarbeitet wurde. Denn ohne organisatorisch-strategische Einbettung wird eGovernment kaum über Einzelprojekte hinausreichen, so dass eine umfassende Modernisierung nicht möglich ist.
Am Schluss des Vortrags wurde dargestellt, wie auf Grundlage der Projektergebnisse nun ein eGovernment-Konzept für die Stadt Leipzig entwickelt und umgesetzt werden soll.
Das Projekt hatte das IfG.CC zusammen mit KPMG durchgeführt. Das IfG.CC hat dabei die fachwissenschaftliche Unterstützung im Bereich eGovernment übernommen. Hintergrund des Projektes war, dass es in Anbetracht des heutigen Wissens- und Entwicklungsstandes im Bereich eGovernment nicht mehr ausreichend ist, einzelne Prozesse isoliert ohne eine Gesamtkonzeption elektronisch umzusetzen.

V.3 Leipzig, 19.05., Kongress "neue Verwaltung": Vortrag "Viel Potenzial aus Ländersicht – Prozessketten zwischen Unternehmen und Verwaltung"
Beim 11. eGovernment-Kongress „neue Verwaltung“ in Leipzig stellten Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, und Michael Hüllen vom Ministerium des Innern des Landes Brandenburg am 19.05. unter dem Titel "Viel Potenzial aus Ländersicht – Prozessketten zwischen Unternehmen und Verwaltung" Ergebnisse der vom IfG.CC 2008/2009 bearbeiteten Prozessketten-Studie vor. Ziel der Studie war es, strategisch relevante Prozessketten aus dem Bereich Informationspflichten zwischen Unternehmen und öffentlicher Verwaltung mit der Zielsetzung, Bürokratiekosten zu senken, zu identifizieren, zu beschreiben und Vorschläge zu ihrer Optimierung zu erarbeiten.
In dem Vortrag wurde als Weiterentwicklung der Prozesskettenstudie u.a. auch das Projekt ePort BBI vorgestellt. Im Rahmen des Projekts soll in der Flughafenregion Berlin-Brandenburg International (BBI) eine neue Qualität der Interaktion zwischen den dort ansässigen Unternehmen und verschiedenen öffentlichen Verwaltungen etabliert werden. Ein weiterer Schwerpunkt des Vortrags war die Darstellung der Vorgehensweise bei der Identifizierung und Priorisierung von Informationspflichten und Prozessketten, die im Rahmen der Studie vom IfG.CC entwickelt wurde.

2. Schwerpunktthema des Monats: eGovernment in Brunei Darussalam

Das Sultanat Brunei Darussalam ist in den vergangenen Monaten verstärkt durch eGovernment-Aktivitäten und -vorhaben aufgefallen. Brunei befindet sich an der Nordwestküste Borneos und ist etwa doppelt so groß wie Luxemburg oder das Saarland.
Hauptwirtschaftszweig ist die Erdöl- und Erdgaswirtschaft, die dem Staat eines der höchsten Bruttoinlandsprodukte unter den Ländern der Dritten Welt verschaffen. Besonders enge Beziehungen pflegt Brunei zu Singapur, mit dem es eine Währungsgemeinschaft gebildet hat. Laut Human Development Index (HD) befindet sich Brunei auf Platz 30 der am höchsten entwickelten Länder, vier Plätze vor Portugal und 8 Plätze hinter Deutschland.
Mit großem finanziellen Aufwand und getrieben durch starken politischen Willen und Unterstützung wurde in Brunei die Informatisierung der Verwaltungsarbeit gezielt vorangetrieben und dadurch die Bewertung in internationalen eGovernment-Benchmarking-Studien stetig verbessert, wie z.B. im eGovernment-Survey 2010 der UN. Darin wurde Brunei auf Platz 68 eingestuft, eine Verbesserung um 19 Plätze im Vergleich zu 2008. Interessant ist, dass sich Brunei im Ranking unter den südasiatischen Staaten nach Singapur (Platz 11) und Malaysia (Platz 32) an dritter Stelle befindet.
Jedoch reicht die Informatisierung von bestehenden Verfahren an sich nicht aus, um das volle Potenzial von eGovernment zu realisieren; hierzu gehören auch Aspekte wie Verwaltungsvernetzung, Kompetenzaufbau und Prozessneugestaltung.

2.1 Brunei: e-Government Survey
The response received in the e-Government Citizen Survey shows an average of 64 percent of the Brunei Darussalam citizens spend more than 5 hours 'online' a week. Aside from that, 85 percent of the respondents can access the internet from home, mobile phones and workplace. The survey is an initiative of the Prime Minister's Office through the e-Government National Centre, to involve the public in carrying out the e-government programme in the country.
The prizes and certificates were presented by the Acting Director of the e-Government National Centre, Hajah Mariah binti Haji Mohamad Taha. A total of 1 thousand 456 participants were eligible for the lucky draw.

2.3 Brunei climbs 19 places in UN e-govt rankings
Brunei has moved up 19 places in the United Nations’ global e-government development rankings over the past two years.
Haiyan Qian, director of UN’s Division for Public Administration and Development Management under the Department of Economic and Social Affairs, said that this year Brunei has been ranked 68th out 192 UN member states surveyed for the development of their respective e-governments. In 2008, Brunei ranked 87th.

Performance management could mean the difference to the success of an e-government project, as it assesses a project from start to finish on its effectiveness and its relevancy to the nature of the organisation implementing the project, a senior official from Korea's National Information Society Agency (NIA) said.
Dr Cheung-Moon Cho, executive principal of NIA's Global Planning and Consulting Department said that e-governance needed more than just evaluation of the outcomes of a project. He said that performance management had to be carried out, from even before a project is introduced.

4.1 Deutschland: Neuer Personalausweis: Vergabestelle für Berechtigungszertifikate nimmt Betrieb auf
Ab dem 1. November 2010 kann der neue Personalausweis in den Bürgerämtern der Kommunen beantragt werden. Mit der im neuen Dokument integrierten eID-Funktion können sich Bürgerinnen und Bürger künftig im Internet einfach und verlässlich ausweisen.
Bereits zum 1. 4.2 Deutschland: "European Identity Award" für den neuen Personalausweis
Das Bundesinnenministerium ist auf der European Identity Conference 2010 in München von der renommierten Analystengruppe Kuppinger Cole für den neuen Personalausweis als "Bestes Projekt in der Kategorie E-Government / E-Health" mit dem "European Identity Award" ausgezeichnet worden. Mit dem Award werden herausragende Projekte sowie Innovationen und Weiterentwicklungen von Standards honoriert. Der Award wurde in insgesamt sieben Kategorien vergeben.

4.4 Deutschland: IT-Rat verabschiedet Nutzen- und Wirkungscontrolling im IT-Investitionsprogramm

5.1 Österreich: Regierung sucht Alternative zur Bürgerkarte
Um den Verwaltungsaufwand zu reduzieren, will die Regierung Behördenwege verstärkt ins Internet verlegen. Unter anderem überlegt die Regierung, zusätzlich zur Bürgerkarte auch ein TAN-System für Online-Behördengänge einzuführen.
Online-Systeme im E-Government sollen künftig ausgebaut werden, kündigte Finanzstaatssekretär Andreas Schieder (SPÖ) an. Zur Identifikation der Benutzer könnte dabei auch ein Handycode dienen, wie ihn auch einige Banken beim Online-Banking verwenden.

5.2 Spain: Castile and León - Medical consultation booking via the Internet or SMS
Since 15 April 2010, the Ministry of Health of the Spanish Region of Castile and León has made it possible for citizens to book online for medical consultations in 91 primary healthcare centres of the region, either via the Internet or by sending an SMS. The aim is to simplify and to lighten the workload of the staff of the healthcare centres; likewise, the booking of healthcare appointments becomes easier and more accessible for patients, with the availability of the service 24 hours, 7 days a week.

5.4 Ireland: Smart electricity grid will need next-gen broadband – Ryan
Communications Minister Eamon Ryan TD said that without the right internet infrastructure, Ireland would struggle to achieve its target of zero carbon emissions by 2050 when it would rely on a smart grid that would trade renewable energy created here with the rest of the world. “When we talk about the smart grid, we’re not just talking about a transmission system but also actually about a smart grid that integrates internet with electricity use. That way you achieve double efficiency gains because of the huge efficiencies you can get,” Ryan said at the Business & Leadership Green Economy conference in Dublin.

5.5 Russia going into e-government
May 17th is Information Society Day. It was declared by the UN in 2006 to popularize the Internet and IT resources and to track IT progress on different continents. The day is thus a professional holiday for computer programmers, IT analysts, Web-providers and designers and e-media editors.
Russia has made a remarkable breakthrough in IT in the past few years. The “Electronic Government” Program is an ambitious project to improve paperwork and do away with queues in government offices. A portal of state services which was launched at the end of last year makes it possible to apply for a foreign passport, get a new driver’s license and obtain information from the real estate registry.

The Ministry of Foreign Affairs will support two projects implemented by e-Government Academy for improving the e-capacity of Palestinian Authority, writes Postimees Online. 5.7 Norway: Citizens want health services on the net
On 20 April 2010, the Norwegian Board of Technology handed in its recommendations for the eHealth project 'Patients on the Net' to the Health and Care Committee of the Parliament.
Nine out of ten Norwegians would like to communicate with their doctor over the Internet. So reveal the results of a survey conducted by the Norwegian Board of Technology ('the Board') among a sample of 1098 citizens. The Board unveiled the 'patients' electronic wish list': 85 % of the surveyed people want to be able to book their medical appointments on the Internet; 73 % wish to have their prescription of sick leave renewed online; 65 % would like to receive the results of blood test by electronic means; 50 % wish to apply for or receive referrals online; 43 % would appreciate asking questions on disease and health through the web. On the contrary, only 9.4 % of the sample does not want to communicate with their general practitioner (GPs) online.

The National Information Communication and Technology Broadband Backbone (NICTBB) was switched on in 16 regions after the completion of the first phase of its construction. The move brings the hope of increased efficiency and reduced Internet charges in Tanzania.
The backbone, which is the terrestrial continuation of the fibre optic submarine cables that landed in Dar es Salaam recently, has already led to a 99 per cent drop in Internet capacity charges.

6.2 South Korea: Suwon: World's fastest muni net wins award
The Intelligent Community Forum (ICF) has named Suwon, South Korea, as the 2010 Intelligent Community of the Year. Suwon has built the world’s fastest, large municipal network, improving connection speeds from an already impressive 32M to 1Gbps. The infrastructure is being used to enhance education, library development, and e-government.
The theme of this year's annual conference, held at NYU Poly in Brooklyn, was "The Education Last-Mile: Closing the Gap from School to Work." The conference also announced the formation of the "Intelligent Communities Association," a league of 86 cities and regions worldwide to foster communities moving forward in the broadband economy. Its first chair will be Waterloo, Canada Mayor Brenda Halloran. Waterloo won Intelligent Community of the Year in 2007.

6.3 New Zealand: Patients in line for IT aid
A major overhaul of the country's health sector computer systems could see individuals gain direct access to their own personal health records. Health Minister Tony Ryall has directed the newly formed National Health Board to create the first national IT system for the sector based on achieving the "eHealth vision".
The vision states that to "achieve high-quality health care and improve patient safety, by 2014 New Zealanders will have a core set of personal health information available electronically to them and their treatment providers".

6.4 USA: FCC, FDA, HHS also working on telehealth
The Veterans Affairs Department operates the largest telehealth program in the world, but other federal agencies are involved with the technology and supporting policies.
The Federal Communications Commission recently released a National Broadband Plan that contains telehealth provisions. The Food and Drug Administration began considering regulations for mobile health devices. And the Health and Human Services Department is setting up telehealth pilot and innovation programs that were established by Obama administration's health care reform legislation.
FCC’s broadband strategy, published in March, emphasized telehealth/telemedicine and mobile health services, which it refers to as e-care. The strategy calls for expanded federal reimbursements and removing barriers to adoption by updating regulations for device approval, credentialing, privileging and licensing.

6.5 India: Suvidhaa’s rural jaunt: 70k kiosks in 6 lakh villages
Retail chain Suvidhaa Infoserve Private Ltd (SIPL), through its S-Commerce initiative, plans to launch its services at around 70,000 common service centres (CSCs) in six lakh villages. CSCs are a government-initiated programme providing a host of services from railway bookings to phone cards, all under one roof.
This project is part of the central government’s e-governance drive, which is currently running close to 40,000 outlets and has a target of reaching more than a lakh outlets by the end of fiscal year 2011. Currently, Suvidhaa has 21,000 operational outlets in over 500 towns and cities.

6.6 From Delhi, Indians to teach students in Africa
Just like a typical classroom scene, a professor will deliver a lecture and students will raise their hands to ask questions. Only here, the teacher will be at the Delhi University (DU) campus while the students will be in Africa.
As part of the Pan-African e-network project between India and Africa that was launched last year, DU will start conducting these unique tele-education classes for students of the African Union from July this year.
AK Bakshi of the Institute of Lifelong Learning (ILLL) said: "Initially, the subjects that will be taught through this medium will be two - accountancy and English - but gradually more subjects will be brought into the loop."

An increasing number of diplomatic services use Web 2.0 tools. Some have established virtual embassies. Significantly, the Internet has opened up two-way channels of communication, providing a tool for individuals and organisations worldwide to influence global policy.
Through the Internet, the voice of individuals, marginalised groups and countries can bypass the maze of political representation and be heard globally. For example, the blogs maintained by some non-governmental organisations are more influential than official diplomatic démarches. These processes and developments, which can be referred to collectively as 'e-Diplomacy', substantially influence and will certainly continue to influence the way international relations are conducted.

Auf der Konferenz werden Fachleute über Transformations-Strategien diskutieren, die überall in Europa entwickelt werden. Erfahrungen und Projekte aus verschiedenen europäischen Ländern werden vorgestellt, die Qualität und Effizienz öffentlicher Verwaltung verbessern und einen Beitrag dazu leisten, Dienstleistungen zu erbringen, die am Bedarf der Bürger und Bürgerinnen bzw. am Gemeinwohl ausgerichtet sind. Die Beispiele sind dem Ziel verpflichtet, Bürger und Bürgerinnen noch besser in administrative und politische Prozesse einzubinden.
