Transforming Government since 2001

Dubrovnik has once again been crowned Croatia’s Best Smart City, securing the prestigious title at the “Days of Regional Development and EU Funds 2025” conference held in Šibenik. The award was presented to Mayor Mato Franković during a ceremony organised by the Ministry of Regional Development and EU Funds, the Croatian County Association, and Jutarnji list. Prime Minister Andrej Plenković was among the officials in attendance.

This latest success cements Dubrovnik’s position as one of the most awarded and forward-thinking cities in the country. With five national awards and 16 finalist placements to date, Dubrovnik consistently ranks among Croatia’s top performers. It is also listed among the five best cities in the Economy and Quality of Life categories, and in the past eight years has twice been named the best large city to live in.

The city’s repeated success in the Smart City category reflects its strong commitment to digital innovation, sustainable development, and smart urban management. With four overall Smart City titles — including three consecutive wins — Dubrovnik has become widely recognised for implementing technological solutions that improve mobility, reduce congestion, enhance public services, and support long-term sustainability. Its international recognition, including the Green Pioneer of Smart Tourism award, further positions Dubrovnik among Europe’s leading smart tourism destinations.

Alongside its Smart City victory, Dubrovnik also achieved third place in the national Quality of Life ranking for large cities. The ranking, based on IPSOS research, incorporated 29 indicators shaped by citizens’ own priorities and perceptions of everyday life.

The “Days of Regional Development and EU Funds” conference is one of Croatia’s most significant national platforms dedicated to regional growth and the use of EU funding. The event brings together cities, counties, and institutions to share best practices and highlight the country’s most successful development projects — with Dubrovnik once again standing out as a national leader.
