The state government is on its way to set up common service centres (CSCs) in villages where the rural populace will be provided with various services like banking, tele-medicines, e-education and Internet.

The government has invited tenders from service centre agencies (SCAs) — primarily corporates, NGOs and trusts — to set up such centres in 4,562 villages across the state. The tenders floated today will be opened in June.

The possibilities offered by technology to ease the interface between Government and people and Government and business is recognised on all hands. The National Common Minimum Programme (NCMP) commits the Government to introducing e-governance on a massive scale to simplify procedures, to make government citizen friendly and reduce the burden of Inspector Raj. In pursuance of this commitment, the Government formulated a National e-Governance Plan. It gave primacy to the MCA-21 modernisation and computerisation programme and included it among the flagship Mission Mode Projects under the National e-Governance Plan. The launch of MCA-21 under the Ministry of Company Affairs by the Prime Minister Dr. Manmohan Singh in New Delhi last month marks the start of the first Mission Mode Project.

The Ministry of Company Affairs (MCA) in partnership with Tata Consultancy Services (TCS) today launched MCA-21, an e-governance initiative under the National e-Governance Plan designed to enable anywhere, anytime secure electronic filing for MCA transactions.

Addressing a distinguished gathering on the occasion, MCA Secretary Komal Anand said that "the focus of the MCA-21 programme is to bringing about a fine balance of stakeholder requirements, between facilitation and control, as a blend of well-defined goals and performance metrics." Describing the project as a "pioneering e-governance initiative," implemented at a cost of Rs 343 crore and completed in 60 weeks, is aimed at benefiting Indian companies, especially the SMEs immensely, Ms. Anand said adding that its benefit to businesses lay in the fact that it would enable registration of a company and filing statutory documents quickly and easily in a convenient manner.

If the ministry of company affairs has its way, business ventures can be opened and closed at the click of a mouse.

The disparity in the impact of Information Communication Technologies (ICT) across the country also underscores the uneven economic development.

States like Andhra Pradesh and Karnataka are ahead of others in the field of e-governance because they have exemplified successful implementation of projects which need to be replicated elsewhere.
