Calls for enforcing standard e-governance procedures for States

The eight-member National Knowledge Commission (NKC) is divided on the reservation issue being debated across the country.

"Six out of the eight members feel that status quo should be maintained until such time when we have explored new and more effective avenues of affirmative action, while two members disagree with the above view," said Mr Sam Pitroda, Chairman of the NKC.

The Cabinet on Tuesday will take up the National e-Governance Plan (NeGP) Phase I for approval. If cleared, the multi-million dollar project partly funded by the World Bank, would pave the way for implementation of mission mode projects for radically improving the efficiency of governance in the country through the adoption of information technology tools.

The first NeGP project - the MCA21 programme of the ministry of company affairs - has already gone on stream in several cities in the country. The cabinet will also be considering a proposal for the ITI Act amendment. The World Bank had given an in-principle nod to increase funding for a number of e-governance projects in the country. Funds to the tune of $500 million are expected from the multilateral agency over the next four years.

Move over exams and textbooks. The technocrats are coming, that too straight out of college campuses! Engineering students in Karnataka will now handle e-governance initiatives of the state government.

In a novel scheme aimed at addressing e-governance glitches faced by several government departments, the Board for IT Education Standards (BITES) in association with the IT department and IBM has launched Project INVITE (Initiative to Nurture a Vibrant Information Technology Ecosystem).

Proposing E-governance as a tool for ensuring corruption-free administration, President A P J Abdul Kalam on Tuesday said the Internet revolution has proved to be a powerful mechanism for good governance by providing adequate access to information for citizens.

“The Internet revolution has proved to be a powerful tool for good governance initiative and the world is moving towards internet governance,” Kalam said at the inaugural session of the conference on 'effects of corruption on good governance and human rights' here.

At a time when several countries around the world have switched to effective e-governance, India still lags far behind.

E-governance implies the use of information technology to ensure greater efficiency, more accuracy and greater speed.

An E-governance report, which was submitted to Prime Minister Manmohan Singh a few months back by the National Knowledge Commission will be made public later today.
