State Urban and Local Government Committee chairman Datuk Chang Ko Youn said the state government had allocated some RM400,000 to the local councils to set up the database.
The residents will be able to make payment for assessment and other services from anywhere in the world.

Under the project, the system will link all 15 local authorities in the State to facilitate online payment of business licences, assessments, parking compound, rental of properties, hawker licences and other miscellaneous charges.
The PELA project had commenced early this year at the Ipoh City Council (ICC), the largest local authority in Perak, with a cost of about RM400,000.
According to its Minister Datuk Seri Ong Ka Ting, work is underway to develop a blueprint for e-government implementation among local authorities, particularly in providing online delivery of their current services.
Under the e-government facility, rural folks will be encouraged to use the Internet for online transactions such as bill payment. There will be a push for small and medium-sized businesses (SMBs) in rural communities to use e-procurement application when conducting business with the Government. For this purpose, the RICs, which are community PC and Internet centres, will be provided with relevant card readers to enable online payment transactions between SMBs and the Government, according to a Ministry official.
