  • "Recht auf Internet" in Verfassung Chiles

    Zwei Abgeordnete der regierenden Sozialdemokraten haben am Donnerstag in Valparaiso vorgeschlagen, ein "Grundrecht auf Internet" in der chilenischen Verfassung zu verankern.

    "Die Internet-Verbindung sollte, so wie der Zugang zu Trinkwasser oder elektrischem Strom, als Menschenrecht angesehen werden, das die soziale Kluft in Chile verringert", sagte der Parlamentarier Esteban Valenzuela nach Angaben der spanischen Nachrichtenagentur EFE.

Orrego, also a former minister of housing and head of Chile's Committee for Modernization, started up a single telecentre in 1997 with the goal of providing IT skills to those without access to computers. Since its inception, the first centre, which started with a little seed money from Canada's International Development Research Centre, has become self-sustaining and grown into a network of 16 locations. The idea for the centre, called El Encuentro, was inspired by Canada's approach to providing community access to the Internet and its Strategis portal to promote e-business.

  • Chile: President: Govt will continue IT emphasis

    Chile's President Ricardo Lagos is confident the country will continue to improve IT in the public arena, he said in a news conference on Tuesday.

    Lagos emphasized Chile's achievements in the e-government arena and pointed out that over 300 procedures can now be done through the internet. The president also stated that 95% of Chile's annual tax declarations are now submitted online, while 80% of income taxes are paid through the web.

    Roughly 10% of almost 200 public sector institutions in Chile are fully integrated into the e-government project, a plan to centralize information and cut down on paperwork, Marcos Vázquez, Spanish consultancy everis' public sector associate, told BNamericas.

    Three years ago, Chile launched a new program called PISEE -the government integrated electronic platform system - intended to electronically integrate all government institutions, allowing a more centralized and efficient information process.

    The platform is for paperwork from getting a birth certificate to starting up a company. In Chile, activities such as buying a house or getting a job may require getting several documents from different government offices - which can be a highly bureaucratic and time-consuming task.
