Oman is building future-ready cities in line with its Vision 2040 goals to modernize infrastructure and enhance quality of life.

Oman’s most ambitious smart city project, Sultan Haitham City, is already reshaping the urban landscape. Located in Seeb, this 14.8 million-square-meter development is designed to house more than 100,000 people across 19 neighborhoods. Sustainability is built into the city’s design, with 2.9 million square meters of green space, a net-zero emissions goal, and infrastructure that prioritizes walkability, digital connectivity, and electric mobility. The city, masterplanned by global firm SOM, serves as a national model for climate-conscious and livable urban design.

The clean energy demand of the Greater Muscat Structure Plan is projected at a hefty 5 GW

Oman’s national grid will be suitably expanded and modernized to help meet a dramatic leap in the green energy requirements of a slate of Smart Cities and sustainable urban development schemes currently in various stages of early implementation in various parts of the Sultanate.

According to Oman Electricity Transmission Company (OETC), the majority-state-owned operator of the national grid, an upgrade of the Electricity Transmission Master-Plan for the 2025 – 2040 timeframe will factor in the clean energy demand projections of these landmark urban schemes.

Muscat has improved its standing in the global IMD Smart City Index, rising to 87th place out of 142 cities ranked worldwide in the 2025 edition. Muscat was ranked 88th in 2024 and 96th in 2023.

The index, developed by World Competitiveness Center (WCC) of IMD Business School, assesses cities on how they balance economic and technological development with quality of life indicators such as housing, healthcare, mobility, governance and inclusiveness.
