  • US: What Makes the Best Government Website?

Last month, Government Technology released its 16th annual “Best of the Web” survey of state and local government websites. A panel of analysts and current and former CIOs judged nearly 100 entrants on innovation, functionality and their impact on government efficiency.

For the record, the top sites came from the state of Alabama; Orange County, Fla.; and the Louisville, Ky., Metro Government. But beyond the annual beauty contest, the survey offers a snapshot of the state of the art for public websites. So what can you learn from some of the best public-sector websites in the nation? Based on what’s offered by the winners and other highly ranked sites, here are some must-have features:

  • USA: Arkansas.gov Ranked 2nd Among the Nation's Top Official State Web Sites

The official Web site of the State of Arkansas (www.Arkansas.gov) has again been named one of the best state government sites in the nation. Arkansas.gov received the second-place ranking by the Center for Digital Government in its annual national competition, Best of the Web. Government Web sites are evaluated based on their innovation, Web-based delivery of public services, efficiency, economy and functionality. Arkansas.gov has ranked in the top 10 of state Web sites in each of the past five years, receiving third-place honors in 2009.

“We are grateful to receive this recognition again, and my administration will continue to make progress in our efforts to make state government accessible online to Arkansas citizens,” said Governor Mike Beebe.

Site Wins 3rd Place in National State Web Competition and Two Honors for Top Services

The official Web site of the State of Arkansas (www.Arkansas.gov) has again been named one of the best state government sites in the nation. Arkansas.gov received third-place ranking by the Center for Digital Government in its annual national competition, Best of the Web. A featured service in the new portal is Arkansas Works, a one-stop workforce portal designed to help Arkansans find jobs or education and training opportunities in the State.

  • USA: Agency sites gain favor with users

The business of government Web sites is business. That’s one conclusion you could draw from the latest American Customer Satisfaction Index, released recently by the University of Michigan.

The ACSI report found a slight improvement in citizen satisfaction with federal Web sites, particularly when they allow for e-commerce. The greatest improvement was in the e-commerce and transactions category, which increased to 73.7 out of 100.

  • USA: Alabama a leader in e-government

Alabama is being honored by CIO Magazine as a leader in e-government by being named to the magazine’s annual CIO 100 list. Alabama is the only state government named to the list, which honors the top 100 institutions that exemplify the highest level of excellence in information technology (IT).

Alabama Chief Information Officer Jim Burns accepted the award on behalf of the state at a ceremony in Colorado Springs, Colorado on Tuesday.

  • USA: Alabama state sites make tracks in cyberspace

Alabama has jumped 15 places in a national survey of state government Web sites conducted by the California-based Center for Digital Government.

The improvement was a pleasant surprise to Gov. Bob Riley's office.

"Gov. Riley has put a special emphasis on refining state government so that it operates more efficiently...," said Riley spokesman Jeff Emerson. "We're moving up steadily in the ranking."

  • USA: Alabama.gov Ranked Third in the Nation Among Government Web Sites

For the seventh consecutive year, Alabama’s official state Web site (www.alabama.gov) has been ranked among the top ten in the Center for Digital Government’s annual Best of Web competition for government portal excellence. This year, Alabama.gov was ranked third in the nation among Web sites, the highest ranking since the site’s inception.

“We’ve used the Internet to make government more transparent and accessible to the citizens it serves,” said Gov. Bob Riley. “Alabama continues to be a recognized leader in digital government.”

  • USA: Arkansas Ranked Ninth in the 2004 Digital States Survey

The most digitally advanced state governments have been singled out in the 2004 Digital States Survey, and Arkansas is among the nation's best. Arkansas was ranked ninth overall in the study, which examines best practices, policies, and progress made by state governments to streamline operations and better serve citizens and businesses through the effective use of technology.
  • USA: Arkansas.gov Again Ranked Among the Nation’s Top 10 Government Web Sites

Arkansas.gov continues to be one of the most honored state government Web sites. The state’s official Web portal (www.Arkansas.gov) was named among the top 10 state portals for the fourth time in six years by the Center for Digital Government’s Best of the Web competition.

“As more state services become available through Arkansas.gov, it’s important for our State’s official Web site to adapt and remain easily accessible for Arkansans,” said Governor Mike Beebe. “We are grateful to receive this recognition again, and we will continue working to improve the information and services the State provides online.”

  • USA: Charles County, Maryland, Wins Digital Counties Award Eight Years Running

What does it take to win the Digital Counties Award -- not once, but every year since it started eight years ago? To answer that question, you'd need to talk to Charles County, Md., CIO Richard Aldridge, as Charles County is the only one to do it.

Aldridge became CIO in 2000. "We were RPG programmers, and we had about 150 users. I promised the staff that they would never get bored and that they would be using state-of-the-art technology," said Aldridge."

  • USA: Colorado: Aurora gets tabbed as top digital city in U.S

If the city's Information Technology Department were to sit on Santa's lap, the IT employees could prove they've good all year.

The Center for Digital Government this month named Aurora the most technology advanced city in the United States in 2007.

Aurora beat out cities with populations of 250,000 or more including Miami, Washington D.C., San Diego and Phoenix.

  • USA: Colorado's Official Web Site Receives Top 10 National Ranking

Colorado’s official Web portal is attracting national attention. Colorado.gov (www.Colorado.gov) was ranked among the top ten state portals in the 2008 Best of the Web national competition for eGovernment achievement.

“We are very honored that our state government has received a top ranking in the 2008 Best of the Web competition,” said Governor Bill Ritter, Jr. “This recognition underscores the exceptional progress that our governmental entities are making in providing innovative, economical solutions to better serve Colorado businesses and citizens.”

  • USA: Customer satisfaction with E-Gov on the rise

The federal government's websites are improving, and its very best sites outperform the private sector, according to ForeSee Results, an online customer satisfaction firm claiming to be "the market leader in online customer satisfaction measurement" for both the private and public sectors. However, the Ann Arbor firm firm also shows that the average “e-government” website is lagging behind, and that most have plenty of room for improvement.

The quarterly report measures government sites with the methodology of the University of Michigan’s American Customer Satisfaction Index (ACSI). The ACSI has been used for more than 15 years to rate both online and offline federal government departments and agencies as well as private sector companies. Each is rated on a 100-point scale, allowing for comparisons among websites, departments, agencies, and industries.

  • USA: E-gov survey ranks Delaware, Michigan as best

Delaware and Michigan emerged as the states with the most advanced e-government Web portals and applications in Brown University’s eighth annual e-government study released this week. USA.gov and the Agriculture Department’s portal also received accolades as the most highly rated federal Web sites.

A team of researchers from the Taubman Center for Public Policy at Brown University examined 1,548 state and federal sites. The researchers analyzed 1,487 state Web sites – an average of 30 per states – in addition to 48 federal legislative and executive sites and 13 federal court sites. The research team conducted its analysis during June and July.

The site was developed by eHawaii.gov in partnership with the Hawaii State Judiciary, Department of Public Safety, Honolulu Police Department, Hawaii Police Department, Kauai Police Department and Maui Police Department.

  • USA: Experts Say 'Demand-Side' Policies Needed to Close the Broadband Gap

Current broadband policy is directed too much toward infrastructure development at the expense of demand-side initiatives that prove better at closing the gap in broadband adoption between the general population and certain demographics, particularly low-income households and seniors. That was the consensus that emerged among panelists in a session on broadband metrics at the 2008 State of the Net Conference in Washington in late January.

The session, "Measuring Broadband: What Metrics Really Matter?" used the controversial broadband penetration statistics issued regularly by the Organization for Economic Cooperation and Development (OECD) as a starting point.

  • USA: Federal Gov't Web Sites Continue Trend of Gradual Improvement in E-Gov't

  • USA: Federal portals see continued customer satisfaction: ACSI report

Customer satisfaction with government Web sites increased once again last quarter, although there is still need for improvement, according to the American Customer Satisfaction Index (ACSI).

The ASCI revealed citizen satisfaction with federal Web sites improved slightly this quarter, moving up 1.2 percent to an aggregate score of 73.5. This increase marks a 3.2 percent improvement from September 2004.

  • USA: FirstGov Is First in Report's Ratings

FirstGov.gov, the U.S. government's official Web portal, has been named the top-ranked federal website in Brown University's 7th annual report on State and Federal E-Government in the United States, the U.S. General Services Administration (GSA) announced today.

FirstGov.gov was praised for being "clear, organized and user-friendly," and for displaying a "stunning" number of online services for citizens, businesses, federal employees and governments. "We can tell that the government is willing to speak to and help its citizens, which is one telling reason why the FirstGov portal is ranked as the number one site for the year," the report said.
