According to a report of the study published online this month (2 August) in Scientometrics, about 88 per cent of ICT publications in South Asia originate in India.

It noted that the electronic and field census of the country's population, buildings and institutions for 2011 has played an important role in the change of Kuwait's rank.

In cooperation with Ministry of Telecommunications, the CSO has updated all data related to information and telecommunication sector in Kuwait and was sent to all relevant international organizations.

This was confirmed in the European Commission’s annual report on e-Government services provided by the member States.

The rankings were the results of a survey conducted by Japan's Waseda University recently. The commission said that Taiwan shared the eighth place with Denmark, with a score of 83.52.

It was revealed by a new comparative report by Accenture that Singapore, Norway and the UAE rank first, second and third, respectively, among 10 countries in their use of “digital government.”

The country, which came 42nd in 2005, has outperformed other Gulf countries. The report ranks Bahrain 42nd, followed by Qatar at 53, Kuwait at 57, Saudi Arabia at 70 and Oman at 84.

The index, which is being developed in collaboration with INSEAD International Business School, will monitor and follow up the progress being made by the emirate towards becoming a knowledge-based economy by 2030. It will also identify the potential gaps in the process of economic transformation, said Mohammed Omar Abdullah, undersecretary of the DED, at a knowledge management conference in the Capital.

The e-Government Authority (EGA) has been awarded the Information Security Certification - the international standard for protecting the confidentiality, integrity and availability of data.

EGA successfully developed services that provide support for citizens, residents and businesses through its website and mobile phone portals, e-kiosks and e-service centres.

For the fifth year in a row, researchers at Brown University evaluated 198 nations around the world to assess progress in digital-government initiatives. While the top three countries are the same as last year--Taiwan, Singapore and the United States, in that order--the ones on their tail changed a bit. Hong Kong climbed to fourth place from eleventh last year, and China overtook Canada to finish in the top five. The study also showed that 19 percent of government agencies around the world are offering online services, compared to 21 percent in 2004.

India, the Philippines, Singapore, and Thailand have not kept up with other countries.

The UN E-Government Survey 2008, based on assessments of 192 U N member states, also shows software programming powerhouse India dropping 26 notches to 113 (down from 87th place in 2005), and the Philippines ranking 66, down from 41 in the 2005 index.

India fell 26 notches in the U.N. 2008 E-Government Readiness Index to 113th, compared to No. 87 in 2005, while the Philippines registered a rank of 66 in 2008, down from 41 in 2005.

Singapore and Thailand each fell 16 spots from their 2005 ranking, occupying No. 23 and No. 62, respectively, in the latest index.

Capgemini Australia public sector head Shelley Oldham says Australia could benefit from applying a "service cluster lens" to its analysis of e-government services.

The EC uses a ranking system to identify which member countries have implemented the most mature e-government services for citizens and business.

South Korea ranked first in the report, followed by the United States, and Canada.
