The statewide electronic bench warrants system (eBW) was named one of the best state government-to-government Web sites in the United States, and received a 2010 Digital Government Achievement Award from the Center for Digital Government. The site was developed by eHawaii.gov in partnership with the Hawaii State Judiciary, Department of Public Safety, Honolulu Police Department, Hawaii Police Department, Kauai Police Department and Maui Police Department.
"The Judiciary has placed a tool in the hands of the Sheriff Division that allows us to make more arrests in a shorter period of time. Scofflaws who previously thought they had time on their side when ignoring court dates and bench warrants should take notice," said James L. Propotnick, DPS' Deputy Director of Law Enforcement. "Because of the eBench Warrant system, we'll be seeing them sooner rather than later."
Launched in March 2009, eBW speeds the delivery of traffic warrants from the District Courts to law enforcement by eliminating the manual delivery of paper warrants. The new system has been providing online access to sheriffs at the Department of Public Safety (DPS) Sheriff Division and officers at the County Police Departments 24-hours a day, seven days a week.
“The program allows police officers to confirm warrants faster and to print them at the police headquarters. Previously, we had to send out personnel to pick up the warrants. We look forward to having criminal bench warrants added to the system,” said Chief Kealoha of Honolulu Police Department.
eBW was developed by Hawai`i Information Consortium (HIC), the State of Hawai`i web portal manager (https://www.eHawaii.gov). The design and development process resulted from the collaboration of the Hawai`i Criminal Justice Data Center of the Department of the Attorney General, DPS, Office of the Public Defender, Honolulu, Maui, Hawai`i and Kaua`i Police Departments and Prosecuting Attorney's Offices, Department of Transportation Harbors and the Hawai`i Paroling Authority.
Each year the Center for Digital Government’s Digital Government Achievement Awards recognize outstanding agency and department Web sites and projects at the application and infrastructure level. This is just one way the organization continues its work as an international research and advisory institute on the use of information technology in government.
