The committee has ensured the paying of fees in e-form in real time, as well as security of transactions and individual data as continued operations to execute the presidential decree as of May 23, 2011 on .'Some measures in the sphere of rendering electronic government services', the report said.

He noted that the Health Ministry's strategy until 2015 also envisages developing the electronic recipe system.

According to him, e-services in particular will provide the possibility of determining the disposition and location of freight carriages in the entire railway network.

To him, new services will allow to reduce official-citizen communication to minimum and eliminate wasted time. At the same time, the citizens will receive necessary certificates via the e-services in a short time. Besides, confiscation property will be realized in a e-format, APA reports.

According to sources in the Ministry, the session drafted the rules and sample administrative regulation to coordinate issues related to provision of e-services, defined the list of e-services to be provided. It was stated that this list has been submitted to the Cabinet.

It was noted that eight state bodies already use e-services and measures are taken to connect them to e-government portals.

The statement was made on Tuesday by Deputy Minister of Communications and Information Technologies of Azerbaijan Elmir Velizade.

"The decree of Azerbaijani President Ilham Aliyev ‘On some measures in the field of provision of electronic services by public authorities’ of May 23, 2011 contributes to the fact that, firstly, the organizations expanded the list of electronic services, and widely introduce them.

Head of the Committee Abbas Alesgerov has stated that work on provision of e-services is implemented within execution of the order of the Head of the State from 23 May 2011 " On organization of e-services’ provision in state bodies".

Following the decree of Azerbaijan’s President Ilham Aliyev ‘On some measures in the field of providing electronic services of state bodies’, the Electronic Water Portal of Azersu OJSC (http://e-su.az) has been launched, the company told Trend.

“This system is used for the first time in the housing sector,” said Emil Ahmadov, Head of the electronic management and modern technologies department of Azersu OJSC.

The Order endorsed the regulations of granting a special permit (license) for the exchange activity and the collection, processing and marketing of non-ferrous metal waste, including precious metals and stones; administrative registration of grant agreements of commercial legal entities; administrative regulations of provision of a certificate of origin; administrative regulations of provision of a certificate of quality of exported goods. Enforcement of regulations is assigned to chief of the Ministry’s General Department Rovshan Atashov.

DPC said the e-service called “Receipt of Documents for Registration by Place of Residence" is now available in the e-government portal services provided by the Azerbaijani Migration Service.

E-government expert Alasgar Mammadli says that today Internet service cost is 12-13% of citizen’s average monthly wage.

"This indicator in Russia is, for example, only 1-2%. In other developed countries, there is a segment of free access to the Internet on the market of Internet services, which accounts for 1-2% of the total market.

The news was announced by Isfandiyar Aliyev, Head of Strategic Development Department at the Ministry on November 12.

Adoption of the new document is expected by the year-end, he said.

Rufat Gulmammadov, the MCIT Information Society Department’s director, said that the workgroup is works on preparation the second stage of the programme “E-Azerbaijan”.

Communications minister Ali Abbasov informed that e-government project negotiations with WBG have been conducted.

“The Bank has already given its preliminary consent on project realization,” the minister said.

Under the order, the Cabinet Ministers was commissioned to adopt for 2-month period the rules and forms of e-services provided by central authorities.

Central executive bodies were entrusted to create e-service sections in their official websites for 3-month term, as well as conditions for free use of such services, including clarification of the required documents. In the same period they should organize acceptance of applications and petitions of citizens in the electronic (scanned) form. At that, system of ensuring security of personal data of applicants and online payment of public services should be organized.

The Civil Service Commission under the President of Azerbaijan reports that the project is implemented within the State ICT Development Program of Azerbaijan for 2010-12.

The project aim is to simplify the process of receiving documents of citizens for participation in competitions and interviews, provide interactivity in period test examinations and manage reserve personnel and their appointment to certain positions.
