  • Azerbaijan speeds up works to introduce biometric passports

    A project is being developed in Azerbaijan to apply biometric passports.

    The statement came from Electronic Information Center of the Communication and Information Technology Ministry.

    'The project is being considered by ministries and state agencies of the country. The work as part of the project will start after relevant rules and procedures for issuance of new generation passports are designed. The current identity cards in Azerbaijan indicate eye color, height and blood type while there are more than 30 types of biometric indicators in world practice.

  • Azerbaijan started introduction of vehicle and number plates tracking

    Road Policy of Azerbaijan keeps on measures on meeting requirements of e-government.

    Head of Public Relations Department of State Traffic Policy’s Central Administrative Board of Azerbaijan MIA Kamran Aliyev has reported that the country started providing of state number plates with electronic chips.

    "Main target for application of number plates with electronic bearers is provision of information availability about the vehicle and its owner", K. Aliyev said.

  • Azerbaijan starts drafting a bill on e-state

    Today, the Ministry of Communications & Information Technologies of Azerbaijan has conducted presentation of e-government in Austria.

    Azerbaijani deputy communication minister Elmir Velizadeh informs that today minister Ali Abbasov met with the head of the Austrian delegation.

    "This meeting laid the foundation for mutual cooperation between Azerbaijan and Austria in the field of ICT. Our future plans are wide enough and envisage introduction of the most advanced technologies with use of Austria’s rich experience in this area," he stressed.

  • Azerbaijan starts online sales of tickets to national parks

    Ticket sales to national parks has been automated in Azerbaijan.

    Communication and Information Technologies Ministry of Azerbaijan reports that electronic tickets online sales system has been automated and integrated in State Information system "E-Government".

    This interactive service is provided on paid basis and assumes sales of tickets to Shahdag, Shirvan, Girkan, Goygol, Absheron, Aggol and Altiagaj national parks.

  • Azerbaijan studies Belarus experience in building Government Cloud

    Azintelecom LLC of the Azerbaijani Ministry of Transport, Communications and High Technologies got thoroughly acquainted with the Belarus experience in building the Government Cloud (G-Cloud), the ministry said in a message on May 22.

    The ministry said that prospects for cooperation with Belarus on the G-Cloud project were discussed in Minsk within the framework of TIBO 2018 EXPO, held May 14-18.

  • Azerbaijan studying Dutch and Canadian experience to build e-government

    The State Commission on Public Service under the President of Azerbaijan has studied the e-government experience of the Netherlands and Canada, the commission said on Thursday.

    In the Netherlands, the State Commission delegation familiarized itself with the process of functioning of the state register, the principles of e-recruitment in the civil service, open government information, software, legal framework in the field of e-government, construction and management of the "e-government" portal.

  • Azerbaijan Taxes Ministry starts first the switching to ‘mobile government’ system

    The Ministry of Taxes of Azerbaijan is the first which started the transition to system of mobile government (m-government), and reported of that at today’s conference “ASAN signature - key of mobile government".

    Taxes Minister Fazil Mammadov has claimed that for the transition from e-government to the principle of Mobile Government the Ministry created a center for certification of mobile e-signature.

    The Ministry of Taxes of Azerbaijan is to develop a new long-term strategy for the application of information technologies in tax administration.

    Tax Minister Advisor for Relations with International Organizations and Organizational Matters Asaf Assad says that the new strategy will be developed within the framework of governance system by the Ministry.

  • Azerbaijan to accomplish e-government project by 2020

    All services of Azerbaijan’s government agencies will be online by 2020, Communications and High Technologies Minister Ali Abbasov on December 4.

    Speaking at the first scientific-practical conference "Problems of construction of e-government" in Baku, he said the number of requests for services provided on the portal of "electronic government" has reaches six million.

  • Azerbaijan to adopt new standards on ICT

    Azerbaijan will adopt new standards on information and communication technologies (ICT) by the end of year, the Azerbaijani Ministry of Information and Communication Technologies reported on Thursday.

    The work is underway in accordance with an action plan for 2013, which was announced as ICT year.

    Within the work it is also planned to prepare three standards on biometric technologies, four - on digital television, two - in the sphere of development of program products as well as two standards in the sphere of terminology.

  • Azerbaijan to assist Afghanistan to introduce e-services in customs area

    An international conference on 'Implementing and rendering e-services in the customs field' will be held in Baku, chairman of the Azerbaijani State Customs Committee Aydin Aliyev said at an event dedicated to the professional holiday of customs officers today.

    "Baku will host a large conference on electronic services in the field of customs in May," he said. "Views will be exchanged."

  • Azerbaijan to attract consultant to assess prospects for ICT development

    The Azerbaijani Ministry of Communications and High Technologies intends to attract a consultant to prepare a package of proposals, Azerbaijani Minister of Communications and High Technologies Ali Abbasov said at the board meeting on April 17 dedicated to the results of the first quarter.

    This consultant will ensure the achievement of the objectives as part of the new state program for the development of the information society.

  • Azerbaijan to build ‘smart cities’ in liberated regions

    The restoration and development of the newly liberated territories is the top priority for the government of Azerbaijan. It implies wide participation of private and state-owned companies, as well as foreign investors in the process. Currently, Azerbaijan is developing a concept of restoration and reconstruction of its liberated territories, which includes attracting foreign investors to the development of these territories.

    On January 19, the institute of the special representative in the liberated territories was set up. In an online meeting, President Ilham Aliyev named his first special representative for the newly liberated historical city of Shusha. “The first appointment is to Shusha District and this is absolutely natural. Susa has a special place in the hearts of the Azerbaijani people. Shusha is the crown of Karabakh,” the president told his representative for Shusha, Aydin Karimov, who was earlier dispatched to the city to inspect and analyse the situation on the scene.

  • Azerbaijan to computerize mortgage registration process

    The State Committee for Property Affairs of Azerbaijan is expanding the list of e-services provided to the population in the area of registration of real estate.

    Committee’s deputy chairman Rafig Jalilov says that currently the Committee renders e-services on provision of references on real estate encumbrance as well as the secondary registration of property.

  • Azerbaijan to create e-system of real estate registration

    Azerbaijan is working to develop an e-system of the real estate registration, Azerbaijani Parliamentary Legal Policy and State Building Committee head Ali Huseynli told Trend.

    Stressing the existence of problems in the real estate registration, Huseynli said illicit interests play a role in issuing the documents by the State Real Estate Registry Service.

    Huseynli said problems in this area decreased following the President’s appropriate orders. All the processes relating to the immovable property registration must be in e-form, he added.

  • Azerbaijan to improve state-owned real estate registration and management

    Azerbaijan is carrying out a WB-supported project to improve public immovable property management and registration.

    The State Committee for Public Property Management told APA-Economics that the project will start soon.

    On March 21, the World Bank's Board of Executive Directors approved a US$30 million IBRD loan for the Real Estate Registration Project for Azerbaijan. The objective of the project is to ensure a reliable, transparent and efficient real estate registration system to improve both the legal security for real estate and the management and use of State-owned immovable property in the country.

  • Azerbaijan to introduce e-customs declaration system

    Azerbaijan is considering the matter of introduction of electronic declaration in order to simplify customs procedures.

    Today in Baku TRACECA national coordinator Akif Mustafayev has informed that currently Azerbaijan is studying prospects of introduction of electronic customs declaration system within the framework of TRACECA and introduction of E-Government Program.

  • Azerbaijan to launch 'E-Government' portal

    The SayberNet company completed work on the creation of an "e-Government" portal, CEO Ilham Namazov told Trend on Friday. Namazov said the portal is planned to launch in mid-March.

    The e-Government portal will be a key instrument for supporting work with citizens, and public and private sectors.

    The work on creating the portal is being implemented jointly with the Azerbaijani Communications and IT Ministry.

  • Azerbaijan to make AzDataCom fully available this year

    The National Data Transmission Backbone Project (AzDataCom) between the UN Development Program and Azerbaijan’s Ministry of Communications and Information Technologies will be completed and fully available in all regions of the country this year.

    The project is a key scheme for establishment of infrastructure and framework for information society and e-government. The system will provide high-speed data transmission between Baku and provinces.

  • Azerbaijan to start issuing mobile e-signatures in 1st quarter of 2013

    Azerbaijan is likely to begin issuing mobile electronic signatures by the end of 1st quarter of 2013.

    The Ministry of Communications & IT of Azerbaijan reports that at present the Center for Certification Services is working to ensure safe access to portal E-Government from smartphones and other mobile devices. In the 1st quarter of 2013 the citizens will be able to use mobile authentication and the use of services available on the portal.
