According to the Centre, the proposals developed with taking into account international practices and the current situation in this area are aimed at assisting in the implementation of the President’s decree from 23 May 2011 providing organization of e-services.

A national web search engine may be created in Azerbaijan to provide information security (InfoSec) in the country.

A source in the country’s ICT market told Trend that local IT companies are ready to render necessary assistance to developers.

A search engine, a web-based tool, enables users to locate information on the World Wide Web. The creation of the national search system in the country requires relevant hardware and data storage system.

In accordance with the amendments, the State Agency for Citizens Service and Social Innovations acting under the President of Azerbaijan was included into the list of authorities providing state e-services.

The registration system of IMEI codes of mobile phones has been integrated into the e-GovPay (SmartPay) payment system, the Data Processing Center of the Ministry of Transport, Communications and High Technologies of Azerbaijan told Trend April 20.

It is possible to pay for the registration of IMEI codes of mobile devices both online (via e-govpay.az website) and via e-GovPay terminals, which are mainly installed in some offices of Azerpoct LLC and telecommunications centers of state communication operators. By means of e-GovPay terminals it is possible to pay for utility services, communication services, TV, the Internet, etc.

Senior Advisor of the ICT Ministry Etibar Umudov told the statement to the journalists, Gun.Az reported.

He said over 60 services of those bodies were integrated to the portal.

SSPF chairman Salim Muslimov informs that for use of EDS it remained only to integrate Fund’s computerized system with the system of Computer Information Centre of the Communications & IT Ministry.

In the first phase, the project is planned to be applied in the structures of the ICT Ministry, Gun.Az reported.

The National Certificate Services Center has a certification service center for governmental agencies and e-government certification service center aimed at providing e-signature services to state agencies, citizens and businesses, the Ministry said.

By Order #134-Q Commission’s chair Bahram Khalilov approved the administrative regulation of Commission’s e-services.

Azerbaijan, which has already made great strides in building of electronic government, took another step in its bid to provide a full-range of e-services in all government agencies.

President Ilham Aliyev has signed a decree on the approval of regulations on electronic mortgage. The regulations specify legal, organizational and technological basics of the e-mortgage system, which aims to ensure the allocation of mortgage loans, including low-interest loans granted by Azerbaijan Mortgage Fund.

During the monitoring held with the support of OSCE Baku Office, the implementation level of tasks defined in the Decree was investigated and a report was made in this regard.

The ICT Ministry is developing a draft state program on the development of e-government for 2013-2015. The draft program will be presumably submitted to the Presidential Administration by the end of April. The committee has today presented electronic services for re-registration of rights over real estate and obtaining references, as well as the sale of confiscated property by the State Committee and others.

The Ministry said the total amount of credit given by Pasha Bank and Bank Respublika to two Azerbaijani companies GoldenPay and Enginet is 900,000 manats (about $1,146,640).

The State Committee on Property Issues of Azerbaijan held the first electronic auction on July 4.

The Committee reported that currently, the "electronic auction" service combines the privatization procedure of vehicles and equipment. In the future, it will be possible to privatize small state enterprises and facilities, joint-stock companies through electronic auction.

According to Ali Abbasov, Azerbaijan’s Minister of Communications and High Technologies, today 300 services of 417 approved by the Cabinet of Ministers are available at the portal.
