Azerbaijan's Communication and Information Technologies Ministry and the Foreign Ministry of South Korea on Thursday signed a $3.7 million grant agreement on the creation of training centers under an electronic government project in Azerbaijan.

The ICT Ministry is developing a draft state program on the development of e-government for 2013-2015. The draft program will be presumably submitted to the Presidential Administration by the end of April. The new program is continuation of the state program on developing the ICT sector in Azerbaijan in 2010-2012.

The project envisages the creation of 15 training centers in the country's regions and cities including Ganja, Nakhchivan, Sumgayit, Mingachevir, Barda, Lankaran, Gazakh, Zagatala, Imishli, Gabala, Goychay, Shirvan, Shamakhi, Guba and Sheki.

The centers will be equipped by South Korean experts. Training will be conducted for civil servants. Long-distance education is also to be launched.

The e-government project, which mostly covers the government sector, is an integral part of the broad "electronic Azerbaijan" idea.

The establishment and development of the e-government in Azerbaijan will encourage fruitful work of the state bodies, guarantee its transparency and reduce bureaucracy.

The goal of the e-government is to reduce poverty, provide suitable conditions for the population's prosperity and address the issues reflected in the state program on poverty reduction and sustainable development in 2008-2015.

ASAN services with Korean experience

ICT Minister Ali Abbasov said that the ICT Ministry jointly with the State Agency for Public Services and Social Innovations under the Azerbaijani President (ASAN Service) has prepared a state program on taking further steps under the e-government project. The realization of the program will start in the near future, according to the minister.

"South Korea is one of the e-government formation leaders, with which we intend to further cooperate after the new state program is adopted," Abbasov said at a meeting with South Korean Ambassador to Azerbaijan Choi Suk-inn on Thursday.

Azerbaijan is interested in inviting South Korean companies to the ICT sector of the country, Abbasov said.

"According to the Development Concept Azerbaijan 2020: A Look into the Future, adopted in December 2012, the country's GDP is planned to be doubled in the next 10 years. The main role in it will be taken by the non-oil sector, with such integral parts as science, education, high technology and modern business development," he said.

Abbasov said that the main attention of the government is paid to the e-government development, which is designed to profoundly affect the economy and business development, as well as democratization of society.

Ambassador Choi Suk-inn said South Korea is holding talks on cooperation with the ASAN Service.

According to him, the first round of negotiations on the matter has already been held, and cooperation prospects were discussed.

This cooperation involves application of Korean experience in rendering ICT services in Azerbaijan. Moreover, the possibility of ASAN staff trainings in South Korea or Korean experts' visit to Azerbaijan is under consideration.

ASAN Service was created to ensure unified and coordinated provision of services by state bodies. The service center in the capital Baku started rendering services in January.

The first ASAN service center renders access to 25 services without extra expenses and loss of time. Some 60,000 people have availed of the services of the center so far.
