  • Azerbaijan launches primary version of e-government portal

    The Azerbaijani Communications and IT Ministry has launched the primary version of its e-government portal (ehdis.az), Communications and IT Minister Ali Abbasov told media today.

    He said that at present, the list of electronic services has been prepared and approved by the Cabinet of Ministers.

    "We are ready to render about 60 e-services to the population at this portal," he said. "A certain part is delivered via "single window" principle. Besides rendering electronic services to the population, our main goal is to create conditions for citizens to submit their proposals, the requirements for electronic services. This will allow creating new services to meet the needs of the population."

  • Azerbaijan launches real estate e-registration

    The State Property Committee in Azerbaijan begins to provide e-services to the population, the committee said on Tuesday.

    In the first quarter, the committee completed work on the introduction of software and hardware systems.

    The committee's official website has an e-services section, which in the next few days will be fully functional.

    Deputy communications minister Elmir Velizadeh informs that the bill will define the basic concepts and provisions of e-government system.

    "The bill will define the terminology and the e-government regulation, e-service concept and principles of collection and provision of personal information to citizens," he stressed.

    The Azerbaijani government is considering a smart city concept for new urban planning projects in the Karabakh region. President Ilham Aliyev said technology would be a key element in the rebuilding of territories in the region, which were liberated from Armenian occupation last year.

    "Cities and villages to be established in the liberated areas should be based on the concept of a "smart-city" and "smart-village".   • Azerbaijan offers to introduce electronic customs declaration, licensing

    Azerbaijan needs to convert into electronic form provision of customs declarations, licensing services and public procurement, a project coordinator of the public organization of anti-corruption Mahammad Muradov said Dec.22 during the presentation of the results of monitoring of e-services application.

    He said that it is also considered appropriate to develop electronic systems for the real estate and land cadastre, create opportunity for the exchange of commercial information with other government agencies, which is reflected in the AVIS system of the ministry of taxes of Azerbaijan.

  • Azerbaijan parliament invited to use FormSpring to communicate directly with voters

    The opposition Popular Front Party of Azerbaijan (AXCP) proposes to organize direct responses to questions between voters and MPs with use of modern IT-technology.

    Party’s deputy chairman Razi Nurullayev called the parliamentarians to begin answering voters’ questions via the Internet.

    "The Internet can serve as interlink between citizens and functionaries, and is able to eliminate virtually all the obstacles. Within E-Government Project the barrier between voters and MPs should be removed, and the voter must receive an answer from the MP to any his question. Social network platform FormSpring (www.formspring.com) can be used for that.

  • Azerbaijan plans to maximize ICT penetration in education

    Azerbaijan plans to maximize the penetration of ICT in education system.

    The ICT Centre reports that within the framework of the State Program on Education System Computerization of Azerbaijan for 2008-12 it is planned this year to create a single national educational sphere and opportunities for quality education with wide application of information and communication technologies.

    Priority directions of this year’s activity is computerization of the regional educational institutions by 1,500 computers given to schools in Baku and Sumgait in 2005, and the modernization of the computer park of the capital and Sumgait schools by providing them with 1,500 new computers.

    Communication and Information Techno0logies Ministry of Azerbaijan has hosted a collegiate meeting devoted to discussion of fulfillment of the country president’s decree "On organization measures for state bodies’ electronic services".

    The Ministry has reported that at the meeting Communication and Information Technologies Minister of Azerbaijan Ali Abbasov told of organization of relations between officials and citizens in new form with the use of information technologies.   • Azerbaijan prepares a legislative package for e-control system

    The Ministry of Communications & IT is improving the legal framework in the field of information and communication technologies of Azerbaijan.

    Today in Baku at the International Conference on Telecommunications & IT deputy communications minister Elmir Velizadeh has informed that Azerbaijan’s legislation in the field of ICT needs to be improved, and particularly it concerns legislative regulation of e-government.

    "The framework law used as the basis of drafted legislative acts in the field of ICT is the Law on Information (on access to information). On the basis of this law there are created new legislative acts aimed at regulating processes and procedures, implied by the e-government system," he noted.

  • Azerbaijan prepares bill on public information systems, resources

    The Azerbaijani Ministry of Communications and High Technologies and the State Agency for Public Service and Social Innovations under the president of Azerbaijan prepared a draft bill "On public information systems and information resources," the ministry stated on August 13.

    The draft bill has been prepared and submitted to the government in accordance with paragraph 2.2 of the decree of the president of Azerbaijan dated February 5, 2013 "On approval of the "e-government" portal and measures of extension of electronic services", according to the report.

  • Azerbaijan ready to buy scanners of electronic health cards to be installed in ambulances

    The Azerbaijani Ministry of Health intends to purchase for ambulances the devices enabling to read information of e-health cards of citizens.

    According to the Ministry of Communications & IT, the devices will be ordered this year. By the end of 2012 provided for the purchase of these devices, the development of appropriate software and equipment of ambulance in Baku. Due to these cards the ambulance doctors will be able to read on-site electronic patient health cards and quickly draw conclusions and take actions.

  • Azerbaijan sees rise in number of e-signature owners

    The number of electronic digital signatures, or EDS, issued by the National Center of Certification in Azerbaijan increased by 6.8 percent in August.

    The Information Technology Center at the Communications and High Technologies Ministry reports that the figure reached 22,845 as of September 1. Of the total number of issued EDS some 14,490 units were given to government agencies, 2,956 were issued to legal entities and 5,399 to citizens.

    The Information Technology Centre of the Azerbaijani Ministry of Communications and High Technologies has launched a new platform of the "Electronic Government" mobile authentication portal - e-Gov.Identity, the centre told Trend.

    The e-Gov.Identity platform, connected with the subscriber’s phone number, is a login and password, or e-signature used for an access to e-gov.az.
