Azerbaijan’s E-Government needs strengthening of information security.

According to local experts, the use of various electronic systems by separate state institutions poses some problems in the process of electronic document flow.

"International experience shows that it is desirable that enterprises providing public electronic services would operate on the basis of single electronic document management system, and citizens have a unique identification code, through which all the electronic transactions would be conducted, from paying utility bills and finishing appeals to state institutions and obtaining various certificates and documents. But this system also has its controversial aspects, in particular, it can create big problems in case the unique identification code of the individual citizen gets in the hands of unscrupulous people. To avoid these negative factors in the transition to e-services to the public, you can use the authorization system of individual citizens, until bio-authorization through fingerprints and other personal data of people," a local expert said.

Currently, international practice in this area is being scrutinized in order to create the most advanced system of information security, ensuring the safety of individual data of citizens, as well as databases of state institutions.
