  • Azerbaijan: ICT adverse impact on health and environment to be defined within state e-govt programm

    Azerbaijan plans to establish the level of harmful impact of ICT on the environment within the framework of state program "Electronic government".

    According to communications minister Ali Abbasov, an international association founded for these ends is to tackle problems of policy formulation to determine the level of ICT adverse effect on the environment.

  • Azerbaijan: UNDP praises government's steps on e-governance transparency

    The United Nations has assessed the activities as part of an electronic governance project in Azerbaijan to look into the extent of compliance with freedom of speech and human rights, as well as transparency in the government's activity.

    The UN Development Program released its report entitled "E-Governance in Azerbaijan: UNDP's contribution to promoting transparency and accountability in public administration" in Baku on Thursday. Minister for communications and information technologies Ali Abbasov said in his opening speech that electronic public administration greatly contributes to fighting corruption and setting up new mass media in the country. He said e-governance projects have a measurable impact in bringing about reform of Azerbaijan's public sector.

    - Which new technology is expected to be introduced in Azerbaijan in the nearest future?

    - By 2010 transition of every country to next generation documents from traditional papers is slated to be complete. These documents have to be prepared so as to not allow counterfeiting, forgery or fraudulent use of identity papers and travel documents. Not only in every country individually, but also a database in the interstate basis has to be established for identification of citizens. In March 2006, Azerbaijan’s President issued a decree to set a commission for implementation of the State Program for Establishment of Biometric Identity System. Our institute has been involved in preparation of this project. In 2009 it is expected to prepare biometric passports in Azerbaijan. Our country is cooperating in this field with structures under the United Nations, including International Civil Aviation Organization (ICAO) and International Organization for Migration (IOM).

  • Azerbaijan's achievements in digitalization named at International Banking Forum in Baku

    Azerbaijan’s banking sector can be assessed as healthy in many indicators, Vusal Gasimli, executive director of Azerbaijan’s Center for Analysis of Economic Reforms and Communication, said at the IV International Banking Forum in Baku, Trend reports Nov. 6 from the event.

    Gasimli noted that assessment of capitalization, liquidity, capital adequacy and the loan portfolio of Azerbaijani banks meets most international standards.

  • Azerbaijan's Communication Ministry to expand ICT use

    Ministry of Communications and Information Technology will work to create a centralized information system as part of "electronic government".

    According to the Action Plan for 2011-2015 to implement the State Program for Poverty Reduction and Sustainable Development for 2008-2015 approved by President Ilham Aliyev, the Ministry of Communications and Information Technology (MCIT) of Azerbaijan is tasked to take a number of measures to promote the use of information and communication technology in the country.

    The Action Plan published in a state media says the ministry is entrusted to take steps to electronize telecommunication network of the country via the latest technology in 2011-2013.

  • Azerbaijan's customs committee expands single window principle

    State Customs Committee (SCC) of Azerbaijan began to introduce "single window" in the head customs administrations of Baku and Sumgayit, the head of the Committee Aydin Aliyev told reporters.

    "The principle of "single window" is applied not only on the border. Already its gradual introduction in the head customs administrations of Baku and Sumgayit begins. Soon it will be introduced to all customs administrations of the country," said Aliyev.

    He said the customs system of the country is expanding the use of e-services, and internal correspondence in the SCC is already carried out electronically. "Also specific steps are taken to use e-services for customs registration," said Aliyev.

  • Azerbaijan's largest bank connects to E-gov’t portal

    International Bank of Azerbaijan has started issuing electronic certificates through the portal of electronic government (e-gov.az), the message of the Information Technology Center of the Ministry of Communications and High Technologies of Azerbaijan said Jan.21.

    The message said the project is being implemented in order to provide personal information to the citizens appealed to the bank.

  • Azerbaijan's ministry of communications decides to establish coordinating council to build e-gov't

    Ministry of Communications and Information Technologies of Azerbaijan has decided to form a coordinating council comprised of representatives of public agencies in order to implement action plan for the formation of E-Government in Azerbaijan in 2010-2011, the ministry said.

  • Azerbaijan's mobile e-signature experience to be studied abroad

    Representatives from major companies of France, Belgium, Morocco and India are interested in the Azerbaijani experience in the use of mobile electronic signatures, head of Estonia-Azerbaijan Chamber of Commerce and Best Solutions company president, Yana Krimpe, said on May 17.

    Best Solutions, a fast-growing IT services company and solutions provider active in the field of information and communication technologies in Azerbaijan, has been chosen as an entity to work on the technical building of the mobile e-signature platform.

    According to Krimpe, representatives of the postal service sector and state IT centers of the mentioned countries will visit Azerbaijan in September-October to familiarize themselves with the Azerbaijani model of the mobile e-signature.

  • Azerbaijan’s Communication Ministry signs grant agreement in E-government project

    On Thursday the Ministry of Communications and Information Technologies of Azerbaijan signed a grant agreement worth $3.7 million with the Ministry of Foreign Affairs of the Republic of Korea on the creation of training centres under the e-government project in Azerbaijan.

    The project includes the creation of 15 training centres in the regions. These will be established in Ganja, Nakhchivan, Sumgait, Mingachevir, Barda, Lankaran, Gazakh, Zagatala, Imishli, Gabala, Goychay, Shirvan, Shamakhi, Guba and Sheki.

  • Azerbaijan’s Communications Ministry explains bureaucratization of e-government services

    The Ministry of Communications & IT of Azerbaijan explains the requirement of personal appearance of digital signature receiver at the place of registration with the desire to ensure his safety.

    MCIT Strategic Planning Department’s head Isbandiyar Aliyev says that the digital signature of every citizen is equal on its efficiency to a handwritten signature, so one must be very careful in its issuance and use.

  • Azerbaijan’s Copyright Agency presents five e-services

    The Copyright Agency of Azerbaijan has presented on its website the forms of electronic applications for state registration of intellectual property rights.

    Five new services are also available on portal E-Government. Services offers a possibility for submission e-applications as follows:

    • for registration of copyright;
    • for registration of objects of copyright;
    • for registration of collections of information protected by copyright;
    • for registration of collections of information protected by the right of special protection;
    • for state registration of layout designs of integrated circuits.

  • Azerbaijan’s Customs Committee connects governmental agencies to its single control system

    The State Customs Committee (SCC) of Azerbaijan is negotiating with the Ministries of Economic Development and of Finance and the State Border Service about their connection to the single automated control system (VAIS).

    SCC deputy chairman Asker Abdullayev says that within the framework of State E-Government Program the Committee was created VAIS system in connection with introduction of one-stop shop for undergoing customs control.

  • Azerbaijan’s Legislative Base in IT Sphere is in Need of Modernization: Expert

    Currently the legislative base in communications and information technology of Azerbaijan is in need of modernization, said the Director of Analytic Center for Information Policy, Yashar Hajiyev, who is also Azerbaijan’s coordinator for Global Internet Policy Initiative Project.

    According to him, improvements should be implemented with regards to legislative acts on electronic signature, electronic document turnover, as well as the Law on Telecommunications which should specify regular activities in this sphere. In addition, modernization of ways of issuing licenses for radio frequencies to render various telecommunication services also plays a significant role.

  • Azerbaijan’s pension fund promises to increase number of e-services from 20 to 25 options

    The State Social Protection Fund of Azerbaijan, which fully integrated its system into state information system "E-Government” (EHDIS), announced expansion of e-services.

    The Fund reports that in the prospect the number of its e-services will grow from 20 to 25 options.

  • Azerbaijan’s Road Police automated the drivers’ warning about collected fines

    Azerbaijan’s Ministry of Internal Affairs has presented new electronic information service at its official site.

    The new service placed at  mia.gov.az/?/az/driverlicense enables the car drivers to get information about the fine scores collected by them.

    For this it is necessary to enter the application form presented on foregoing reference in certain columns, number of driving certification without blanks, date of driver’s birth and driving license and get information on the number and date of penalty points’ reception as well as number, date of protocol making and unpaid fines.

  • Azerbaijan’s single e-government portal to be available shortly

    A single portal of e-Government in Azerbaijan is to be presented shortly.

    Deputy Minister of Communications & IT of Azerbaijan Elmir Velizadeh informs that work is being conducted under schedule to create the portal.

    "In the next two months the portal will be introduced into general use. Currently, work is underway to integrate governmental agencies’ information systems into the single portal system. To date, the 10 governmental agencies have been connected to the portal, and the list is going to expand soon," Velizadeh

  • Azerbaijani citizens to obtain ID cards via internet

    Azerbaijani citizens will be able to obtain an identity card and passport through internet shortly.

    Interior Minister, Colonel-General Ramil Usubov announced this in an interview with Azerbaijan newspaper.

    Works are under way to provide population with electronic services under the decree signed by President Ilham Aliyev, the minister said.

  • Azerbaijani Communication Ministry to introduce new e-services

    The Ministry of Communications & Information Technologies of Azerbaijan intends to introduce e-services on acceptance of applications and documents on 11 types of activities in the field of ICT.

    The MCIT reports that through the e-service it is planned connection to telecommunications and postal services, creation of biometric technologies, development of information resources of individual data, licensing, issue of number resources, application for issuance of special permits for circulation of goods falling under the export control of goods and receipt of documents in e-form.

  • Azerbaijani Communications Ministry introduces mobile platform for e-government access

    The Information Computer Centre of the Azerbaijani Communications and Information Technologies Ministry has introduced an authentication system for access to the portal of electronic government through mobile devices (mobile phones and tablet computers).

    The centre presented an application that will provide access to the e-government portal through mobile devices.
