  • ICT development strategy submitted to Azerbaijani gov't

    The Azerbaijan Communications and Information Technologies Ministry submitted a new strategy for the ICT development in 2013-2020 to the government.

    The news was announced by Isfandiyar Aliyev, Head of Strategic Development Department at the Ministry on November 12.

    Adoption of the new document is expected by the year-end, he said.

  • In 2 or 3 months final version of ICT Development Programme in Azerbaijan 2009-2012 to be ready

    Ministry of Communications & Information Technologies of Azerbaijan (MCIT) in three months to submit final version of State Programme of Communications & ICT for 2009-12.

    Rufat Gulmammadov, the MCIT Information Society Department’s director, said that the workgroup is works on preparation the second stage of the programme “E-Azerbaijan”.

  • In 2008 WBG to endorse E-Government Project in Azerbaijan

    he Ministry of Communications & Information Technologies (MCIT) of Azerbaijan is starting E-Government Project of World Bank Group in Azerbaijan.

    Communications minister Ali Abbasov informed that e-government project negotiations with WBG have been conducted.

    “The Bank has already given its preliminary consent on project realization,” the minister said.

  • In 3 months Azerbaijan to launch e-government services through single portal

    Azerbaijani President Ilham Aliyev has ordered the measures to organize e-services by governmental agencies.

    Under the order, the Cabinet Ministers was commissioned to adopt for 2-month period the rules and forms of e-services provided by central authorities.

    Central executive bodies were entrusted to create e-service sections in their official websites for 3-month term, as well as conditions for free use of such services, including clarification of the required documents. In the same period they should organize acceptance of applications and petitions of citizens in the electronic (scanned) form. At that, system of ensuring security of personal data of applicants and online payment of public services should be organized.

  • Info system for civil service employment under creation in Azerbaijan

    Creation of an information system on employment for civil service is to be created in Azerbaijan until 2012.

    The Civil Service Commission under the President of Azerbaijan reports that the project is implemented within the State ICT Development Program of Azerbaijan for 2010-12.

    The project aim is to simplify the process of receiving documents of citizens for participation in competitions and interviews, provide interactivity in period test examinations and manage reserve personnel and their appointment to certain positions.

  • Information society in Azerbaijan to be developed at public expense

    The national strategy of information society development for 2014-2020 will be implemented mainly at public expense.

    In accordance with the strategy, it’s targeted at development of ICT sector and relevant infrastructure with improvement of service quality, providing equal access to information, creation of competitive and export-based ICT industry, forming of knowledge economy, expansion of e-government, general education in ICT sphere, and integration into regional and international information space.

  • Information Technologies in Azerbaijan to replace prescription drugs

    Within the framework of state project E-health Azerbaijan is creating a system to enable to buy medicines in drugstores on the basis of information of single database of the Ministry of Health.

    Sybernet CEO Ilham Namazov informs that within the project it is created database and electronic medical history sheet of country’s citizens, containing the collection of information about the state of human health throughout his life, including personal history and diseases, the results of medical diagnostic tests, immunizations, prescribing medications, treatments, and other information generated in electronic form.

  • Insurance e-services to become soon part of ‘e-government’ portal in Azerbaijan

    The State Insurance Supervision Service under the Ministry of Finance of Azerbaijan is ready to integrate its own e-services in "e-government” information system (EHDIS).

    Service’s head Namig Khalilov informs that in the near future e-services will be integrated in EHDIS service.

    "Today, e-services we provide on filing of applications for a license for insurance activities and activity of insurance mediator are available through official web-portal of the Ministry of Finance of Azerbaijan (www.maliyye.gov.az), but after updating of Service’s website, they will be available on it," he said.

  • Internet Penetration Rate in Azerbaijan Double World Average

    The Azerbaijan Marketing Association has presented on Friday the results of research into IT in Azerbaijan. The results were presented on Friday by Rahim Huseynov, the chairman of the association.

    The association conducted a study of reforms implemented in recent years.

    Studies have shown that in 2011, 56 percent of Azerbaijan's population has at least one personal computer. On average, there are 22 computers for every 100 people.

  • Introduction of single ID card planned in Azerbaijan

    Azerbaijan is considering possibility of single ID card introduction.

    Deputy Communication and Information Technologies Minister of Azerbaijan Iltimas Mammadov has reported that introduction of similar projects is out of Information Technologies Ministry’s competence.

    "Such projects are implemented with participation of several ministries and agencies. At present we introduced electronic-digital signature, in future we will define possibility of uniting different card e-services in one card. These may include ID, driving license, discount opportunities, permissions to different state bodies, financial services, e-signature and others",- he noted.

  • Introduction of specialized GIS offered for Emergencies Ministry, army and police of Azerbaijan

    Baku hosts seminar on introduction of geographic information systems (GIS) in the e-government projects.

    The seminar was organized on the initiative of the Ministry of Communications & IT (MCIT) with support of company Integris. At the seminar Integris and Data+ presented solutions to automate collection, processing and accounting of analytical information about accidents and branch-wise GIS. They pointed to the possibility of using such systems in environmental research, mapping, agriculture, road construction, disaster management, health care, communications, statistics, trade, urban planning, inventory systems, tourism, military and police activity.

  • Key aspects of ICT sector regulation defined in Azerbaijan

    Ministry of Communications and High Technologies of Azerbaijan will deal with the regulation of disputes among communication operators regarding the issue of the inter-operator communications, according to the ministry's provision approved by the head of state on June 19.

    In accordance with the provision, curbing monopolistic activities of businesses entities and the elimination of unfair competition in the market are included to the authority of the ministry. The work in this area will be conducted together with the Ministry of Economy and Industry of Azerbaijan. However, the main task is to ensure healthy competition in the market and consumer protection.

  • KOICA, Azerbaijan discuss issues related to implementation of an Educational Center for e-Government

    Implementation Survey Team of the Korea International Cooperation Agency (KOICA) has visited Azerbaijan`s Ministry of Communications and Information Technologies for preparing the details of the Project “The Establishment of Educational Center for e-Government of Azerbaijan”.

    On December 10~14, 2012 the Implementation Survey Team headed by the Resident Representative of KOICA Azerbaijan Office Ms. Kim Eun Suk and the working group headed by the Deputy Minister of Communications and Information Technologies Mr. Elmir Velizadeh discussed the issues related to the successful implementation of the Project.

  • Labor Ministry of Azerbaijan to present electronic services from next year

    Starting from next year Labor and Social Protection Ministry transfers some of its services to electronic format.

    The report from Communication and Information Technologies Ministry says that starting from next year Labor Ministry will present services on reception of applications for targeted social assistance in electronic form.

    "Work in this direction will be first of all held in 11 Baku districts and the country’s 14 cities and regions", - the report says.

  • Last year Azerbaijan recorded a rise in index of ICT sector development

    Over the last year Azerbaijan recorded an increase in the index of development of the ICT sector by 0.21 points.

    The Ministry of Communications & IT reports that for the reported term the index increased from 4.89 up to 5.12.

    Today there are 65 Internet users aged 15 to 74 years per every 100 people in the country. In the PSTN there are 17 phones per every 100 people and in the mobile network - 104 telephone numbers.

  • Launch of E-Government Plan in Azerbaijan is possible in 2010

    The Plan of Actions prepared by the Ministry of Communications & Information Technologies is under consideration of the Cabinet Ministers.

    “Plan realization will start next year in case of its approval,” the Ministry informed.

    The country has already applying components of E-Government Project, for instance, one stop shop principle.

  • Licensing system of tourism sites being automated in Azerbaijan

    Azerbaijan has carried out automation of license granting system for provision of tourism services.

    Culture and Tourism Ministry of Azerbaijan has informed that electronic licenses will be granted to tourism companies, hotels and hotel type facilities as well as certain individuals and legal entities wishing to deal with tourism.

  • Meeting held in Azerbaijan on organization of e-services

    The Ministry of Communications and Information Technologies of Azerbaijan held a meeting on organizing the provision of electronic services of public bodies. The meeting was attended by representatives of the Presidential Administration, Cabinet and other government agencies.

    Deputy Minister of Communications and IT Iltimas Mammadov noted that the decree signed on May 23 gave a start to a new stage in the formation of e-government. The Deputy Minister noted that the use of e-government makes it easy to review complaints of citizens, promotes transparency in government agencies, the provision of electronic services, the elimination of red tape, etc.

  • Memo on creation of "Internet of Things" lab in Azerbaijan signed

    The E-Government Education and Training Center of the Ministry of Transport, Communications and High Technologies of Azerbaijan has signed a memorandum of understanding with the Microsoft Azerbaijan company on establishment of the Internet of Things laboratory.

    The document has been signed by the Rauf Jabbarov, Director of the E-Government Education and Training Center of the Ministry of Transport, Communications and High Technologies of Azerbaijan and the Member of Board of Directors, General Manager for Azerbaijan, Turkmenistan and Tajikistan at Microsoft CIS company Sarkhan Hashimov.
