Under the order, the Cabinet Ministers was commissioned to adopt for 2-month period the rules and forms of e-services provided by central authorities.
Central executive bodies were entrusted to create e-service sections in their official websites for 3-month term, as well as conditions for free use of such services, including clarification of the required documents. In the same period they should organize acceptance of applications and petitions of citizens in the electronic (scanned) form. At that, system of ensuring security of personal data of applicants and online payment of public services should be organized.
Over 3-month period the Ministry of Communications & Information Technology is to undertake provision of an e-signature for use of e-public services, establish an information exchange between information systems of state bodies, create E-government portal for e-government services on the basis of one stop-shop principle, provide methodological support to central authorities in organization of e-public services, organize training courses for training of civil servants to use information technologies.
The Ministry as well as central authorities should report monthly to the Cabinet about the course of implementation of the order.
