The Prime Minister has assigned the State Bank of Vietnam (SBV) to study and try to use a cryptocurrency based on blockchain technology as a part of a strategy on e-government in 2021-2025.
The space for cryptocurrency is huge and those who stay outside will lose great opportunities. Vietnam should build up a national blockchain network and issue a cryptocurrency managed by SBV, according to David Tran, a Vietnamese scholar working in the US.

As Vietnamese enterprises are facing difficulties due to the COVID-19 pandemic, online trading is considered a "tool" to help them turn the situation around, and at the same time opening up many opportunities for businesses to join the global supply chain.

The directive is also expected to contribute to creating digital trust and ensuring the safety of Vietnam's cyberspace.
Over the past times, digital platforms have made important contributions to the national digital transformation, and the development of the digital economy and digital society. However, information and data leakage on digital platforms still occurs on an increasingly large scale.
The central province of Thanh Hoa are applying measures to boost the development of e-commerce and speed up digital transformation to catch up with the current trend of the domestic and global economy.
With the outbreak of COVID-19 and the implementation of the Fourth Industrial Revolution, the Vietnamese and global economies are growing towards digital economy.
Experts held that digital transformation and e-commerce will boom in 2021, creating a new momentum for economic growth.

The central city of Da Nang aims to be among the top three performers in digital transformation, information security, and e-commerce by 2030, according to a resolution issued by the city Municipal Party Committee. The city is developing e-government to provide all online public administrative services at level 4; have 60% of level-3 and 4 non-business services provided on multiple digital platforms and supported on mobile devices and have all governmental agencies provide open data.
Online public services in Vietnam are classified into four levels, depending on the tasks that can be performed digitally. The first level comprises public services that provide online access to all information regarding the service, including procedures, required papers, deadlines, fees, and service charges. The second level allows users to download the required forms to be printed and filled in later. The third level allows applicants to fill and submit forms online, however, they still have to pay fees at the relevant government bodies. Service payments can be settled online at the fourth level.
