  • Pakistan: Punjab planning to switch to E-governance by January 2010

    Govt working on software that will allow people to register FIRs with police electronically

    The Punjab government is planning to switch to E-governance by January 2010 with a plan to enable all 36 districts of the province to update vital data on a daily basis.

    The switch to electronic monitoring would enable the chief minister to analyse developments in each district promptly, Punjab government’s Task Force on IT Chairman Nadeem Haq told members of the Lahore Economic Journalist Association on Wednesday.

  • Pakistan: Punjab: Telemedicine services may be extended to prisons

    Impressed by the achievements of the Telemedicine and e-Health Training Centre, through which the Holy Family Hospital (HFH) has, in the past one year, enabled 2,911 patients in the rural areas to seek consultation, advice and treatment from specialist doctors in urban centre hospitals, MNA Hanif Abbasi Wednesday pledged support for the establishment of a Telemedicine School at HFH, and recommended that a proposal be prepared for extension of Telemedicine services to prisons in Rawalpindi division.

    Speaking at a ceremony organised by the Telemedicine and e-Health Training Centre of Surgical Unit II, HFH, to celebrate the completion of one year of provision of Telemedicine services, the MNA promised to extend all possible support to the Telemedicine Centre.

  • Pakistan: Punjab: Chief Minister seeks recommendations on e-government plan

    Punjab Chief Minister Muhammad Shahbaz Sharif has said promotion of information technology is need of the hour for speedy development of the province.

    Chairing a meeting of the Information Technology Board here on Monday, he said that use of information technology could help in capacity-building and improving performance of government departments for providing better facilities to the people. He issued instructions for setting up a special committee headed by the chief secretary to review and submit recommendations on implementation of the roadmap presented for the establishment of e-government in the province. The committee will submit its report within a month.

  • Pakistan: Recommendations of NCGR to be debated in NA: PM

    Prime Minister Syed Yousuf Raza Gilani on Thursday said all the provincial governments and other concerned organizations should be taken on board and consulted on the report of the National Commission for Government Reforms. Accordingly, he added, the recommendations would be debated in the National Assembly so as to achieve the desired results of good governance and better delivery of services to common man.

    The Prime Minister was chairing a high level meeting in which Dr. Ishrat Hussain, Chairman of the National Commission for Government Reforms (NCGR) presented the interim report along with recommendations here at the PM House today.

    Government has allocated Rs 6.32 billion for the establishment of E-Government master plan, installation of data network and tele-center on district and tehsil level of all four provinces, AJK government and Federal Administered Tribal Areas (FATA).
  • Pakistan: SECP holds seminar on eServices

    The Securities and Exchange Commission of Pakistan (SECP) organised a seminar on SECP’s eGovernance regime in corporate registration and regulation at Lahore, April 5 2010 in collaboration with Lahore Branch Council (LBC), ICMAP.

    Members of ICMAP, business community, consultants and officials from SECP attended the seminar. After the eServices launch in September 2008, such post launch seminars have already been held in various cities of the country including Karachi, Lahore, Islamabad, Faisalabad, Multan, Rawalpindi and Sialkot. The idea behind holding these seminars was to share and seek input from the participants, for improving and providing more enhanced features of eServices, in line with the requirements of the stakeholders, and to make it more users friendly.

    The Securities and Exchange Commission of Pakistan (SECP) organised a seminar on SECP’s e-Governance regime in corporate registration and regulation with an aim to share and seek input from the participants, for improving and providing more enhanced features of eServices.

    According to an Securities and Exchange Commission of Pakistan press release issued here, the seminar held in collaboration with Lahore Branch Council (LBC), ICMAP in Lahore was attended by SECP members and officials.

  • Pakistan: SECP starts getting input on eServices project

    A seminar was arranged by the Institute of Cost and Management Accountants of Pakistan (ICMAP) in collaboration with the Securities and Exchange Commission of Pakistan (SECP) to create awareness regarding eServices project of SECP. The seminar was attended by a large number of ICMAP members, lawyers and leading consultants of Lahore. The Additional Registrar of Companies, SECP, Mr. M. Naveed Chaudhry was also present on the occasion.

  • Pakistan: SECP to launch ‘E-Services Project’ soon

    The Securities and Exchange Commission of Pakistan (SECP) will launch E-Services Project in next few weeks.

    This was stated by Rashid I. Malik, Commissioner SECP while speaking at a seminar on "E-Services Project."

    The moot was organised by Karachi Branch Council (KBC) under the auspices of the Institute of Cost and Management Accountants of Pakistan (ICMAP) here on Monday night.

    The Securities and Exchange Commission of Pakistan (SECP) will launch E-Services project soon to facilitate the corporate sector in filing the documents for incorporation of companies and other event-based returns.

    It would provide easy and secure online other services through the use of information technology to various stakeholders, Rashid I. Malik, Commissioner, Company Law Division, SECP said while addressing a seminar.

  • Pakistan: Senate body finds fault with computerization process

    The Senate Standing Committee on Information Technology Thursday observed that the process of computerization was not helping the general public which were still “running from pillar to post” to get their routine works done in government departments like revenue, police, hospitals, income-tax etc.

    The Committee which met here at the Parliament House under theChairmanship of Senator Abdul Raziq, asked the Ministry not to “reinvent the wheel” and follow the precedence of other nations who have simplified procedures and brought in transparency and efficiency, which is directly benefiting the general public.

  • Pakistan: Sindh minister inaugurates e-government in Sukkur

    Sindh Minister for Information Technology Muhammad Raza Haroon inaugurated the e-government project in Sukkur on Monday. Addressing the inauguration ceremony, he said the Sukkur district was the one which started the e-government project. He said the e-government was meant for providing basic facilities to the people. The project, he added, would ensure transparency and merit in the recruitment of employees in various departments.

    He asked the officials concerned to go on data entry process in order to link all the departments for the convenience of the people. He said such projects would be launched in 22 districts of Sindh.

  • Pakistan: Soomro opens automated fingerprint identification system

    Caretaker Prime Minister Mohammadmian Soomro Friday launched a multi-million rupee Pakistan’s Automated Fingerprint Identification System (PAFIS) to provide a centralised database of fingerprints to help huntdown swiftly criminals and terrorists.Soomro who inaugurated the system at the FIA Headquarters termed it an historic occasion and “a quantum leap to provide better and effective policing.”

    The system that will eventually be integrated with country’s border control - PISCES (Personal Identification Secure Comparison and Evaluation System) and a forensic laboratory will help the investigators in their task.

  • Pakistan: Sukkur to launch e-govt project

    The district government is launching an e-government project at a cost of Rs 27.533 million, having a central server at the DCO office and other servers at the main offices of all district government departments.

    The announcement was made at a meeting between Sindh chief minister’s adviser on information technology Nauman Sehgal and District Nazim Syed Nasir Hussain Shah, DCO Shafique Ahmed Khoso and other officials here on Monday.

  • Pakistan: Telemedicine to bring IT advantages to rural people

    Caretaker Minister for Information Technology Dr Abdullah Riar said Saturday that the concept of telemedicine would bring advantages of information technology to rural population.

    Addressing the launching ceremony of the Hospital Management Information System Project at Capital Hospital, he said the telemedicine projects were meant to assist the government in transforming delivery of health-care services and making them available at the doorsteps of common man.

  • Pakistan: Tenth 5-year plan: Govt plans to lay foundation of knowledge-based economy

    The approach paper for Tenth Plan (2010-15) emphasises on building Knowledge Economy by investing in education, vocational, technical & scientific training, Science & Technology and Research & Development institutes and technological and communication infrastructure.

    The Approach Paper obtained by Daily Times here on Wednesday recognises the key role of knowledge in economic growth and prosperity of Pakistan. It reveals that the government has trying to enhance access to higher education, improve its quality and make it relevant to national needs by developing university-industry linkages in next five years. Together with heavy investment, capacity of the government and other institutions in formulation and implementation of science, technology and innovation policies would be enhanced to ensure high and sustained economic growth.

  • Pakistan: Termination of computerised system to upset revenue collection

    Karachi Customs Agents Association (KCAA) on Tuesday said decision to wind up Pakistan Custom Computerized System (PaCCS) is not in the national interest as it would damage revenue collection and impede trade.

    Closure of the first true initiative at e-governance in the country will be unfortunate. It will push Pakistan back into Stone Age, said President, KCAA, Saifullah Khan in a statement issued here today.

    He said that whole world is pushing computerisation while we are reverting to obsolete systems and manual procedures.“Customs does not have the capacity to cope with the ever-increasing load of trade therefore there is no point in closing PaCCS,” he said.

  • Pakistan: The Tech Revolution

    The Ministry of Information Technology and the major telecommunications operators of Pakistan formed a public-private partnership, known as the Universal Service Fund (USF), in 2006 to spread the benefits of the telecom boom throughout the country.

    The purpose of this fund is to increase the penetration of telecom services in rural areas, install broadband technology and encourage the use of various e-services, including facilities such as telemedicine. One of the USF’s largest projects is the establishment of Multipurpose Community Telecentres (MCT) in rural areas.

  • Pakistan: Transparency in governance

    The need for good governance has emerged as the single-most important precondition for sustainable development. Governance is simply the manner in which power is exercised in the management of a country's economic and social resources. Where governance is good, the government addresses seriously all issues of accountability, transparency, participation, openness and rule of law.

    Pakistan inherited the Audit and Accounts Department which was established in 1860 for ensuring public accountability and fiscal transparency in government operations. The next step was the setting up of the Prevention of Corruption Act, 1947, which was further reinforced by the Pakistan Penal Code of 1960. The main drive for ensuring transparency started in 1999 when the National Accountability Bureau (NAB) was established, followed by the formulation of the National Anti-Corruption Strategy (NACS) in 2002. It was partly due to the NACS, and the realisation that transparency in procurement is essential, that the Public Procurement Regulatory Authority (PPRA) was established in 2002.
