  • Philippines: Gov’t urged to continue difficult process of modernization

    The road to modernization is filled with obstacles and reprobations, but there’s no other way to traverse the future except through it.

    This was admonished to government agencies who attended a recent roundtable discussion on e-government organized by GeoSpatial Solutions Inc. (GSI), a local IT firm specializing on e-government projects, in cooperation with tech giant IBM.

  • Philippines: Government agencies told to adopt ICT

    The Civil Service Commission (CSC) directed the human resource (HR) sector in Region XII or Southwestern Mindanao to integrate various information and communication technologies (ICT) into their operations.

    CSC Commissioner Mary Ann Fernandez–Mendoza said the national government has mandated the adoption of ICT concepts and systems as the core of the continuing modernization of the government's operations.

  • Philippines: Government CIOs will play bigger roles, says CICT

    Just as chief information officers are considered the second- or third-highest ranking executive next to the chief executive officer in private corporations, government chief information officers will soon have bigger roles in their respective agencies, an official of the Commission on Information and Communications Technology (CICT) told INQ7.net.

    “A government CIO should be at least the number two or number three executive in an agency,” said Tim diaz de Rivera, director general of the National Computer Center and concurrent commissioner of the CICT, echoing similar sentiments by Customs Deputy Commissioner Alexander Arevalo and Internal Revenue Deputy Commissioner Lilia Guillermo.

  • Philippines: Government to boost e-commerce via use of digital signatures

    The government is looking at increasing e-commerce and online trading by beefing up security over the Internet through the use of digital signatures.

    President Arroyo signed recently Executive Order 810 entitled “Institutionalizing the Certification Scheme for Digital Signatures and Directing the Application of Digital Signatures in E-Government Services.”

    The Department of Trade and Industry (DTI) said the EO will address growing concerns over the security and integrity of online transactions in the country.

  • Philippines: Government to implement E-governance project

    The government has underscored the importance of electronic governance project in improving the delivery of services and cut down on bureaucratic red tape.

    The Bureau of Customs (BoC), the Bureau of Internal Revenue (BIR) and Bureau of Food and Drugs (BFAD) are expected to start implementing the E-governance project aimed at improving their business-related processes.

    "These are three critical government agencies that will be using E-Governance and hopefully, they will be interconnected," said Virgilio Fulgencio, National Competitiveness Council (NCC) director.

  • Philippines: Govt has a national broadband project

    The national government will establish a $329-million Internet broadband project to connect every segment of government in the entire Philippine archipelago to each other, thus reducing the cost of communication and reducing the need for travel.

    The National Broadband Network (NBN) Project aims to create seamless connectivity among all national and local government agencies down to the barangay offices of local government units (LGUs). This will enhance the delivery of services to the people by cutting short the time used for waiting for decisions and replies to queries.

  • Philippines: Govt sets aside initial fund for proposed national ID

    The Arroyo administration plans to spend hundreds of millions of pesos for the procurement of computers and other equipment required for the implementation of the unified multipurpose-identification (ID) system.

    In a report to President Arroyo, Socioeconomic Planning Secretary Augusto B. Santos said arrangements have been made for an initial allocation of P200 million under the e-Government Fund for the procurement of a large-capacity computer server to host the Common Reference Number (CRN) registry and the required software to operate the central database.

  • Philippines: Govt unveils P2-B ICT projects

    The government has lined up P2 billion worth of information and communication technology (ICT) projects geared to improve the delivery of public service.

    The Bureau of Internal Revenue (BIR), which has some 11 computerization projects in the pipeline, leads the list of agencies with an allocation of P678 million, Department of Science and Technology (DOST) Undersecretary Fortunato T. de la Peña said.

    Government chief information officers are lobbying for a whip, or somebody who could put order to disparate information and communications technology (ICT) initiatives of government units.

    “The approach to ICT in e-governance is like the Philippines archipelagic nature. There’s an urgent need for all these ICT projects in government departments and agencies to be held together in a single agency. You will see the [positive] effect in the economy,” Chief Information Officers Forum Foundation Inc. (CIOFFI) president Ivan John Uy said.

    Government employees in Oriental Negros can look forward to a more advanced GSIS (Government Service Insurance System) eCard next year after the agency launched its GSIS Wireless Automated Processing System (G-W@PS).

    With the pioneering e-government program comes the second generation GSIS eCard called the eCard Plus which will replace the old GSIS eCard issued in 2004.

  • Philippines: Health care project to target remote areas

    The Congressional Commission on Science Technology and Engineering (COMSTE) has identified Telehealth, which would help deliver basic medical services to remote areas, as a top national priority for 2011.

    COMSTE reports a target of deploying 200 new telehealth clinics within the next 2 years. The commission is also targeting the development of new Biomedical devices / Subsystems - ECG, Blood Tests, Urinalysis, Disease Screening in coordination with local electronics industry partners.

    Department of Health Secretary Dr. Enrique Ona, who is a member of the COMSTE health panel, noted that the role of Information and Communication Technology (ICT) would play an important role in making the move towards achieving universal healthcare.

  • Philippines: High-tech ID system gets additional funding

    The multi-agency project Unified Multi-purpose ID System (UMID) is set for the next phase of implementation after receiving $502,534 from the United States government through the US Trade and Development Agency.

    The Philippine government, through the e-Government Fund of the Commission on Information and Communications Technology (CICT), has also allocated a corresponding amount of P88.75 million.

    The outgoing administration’s primary focus in its Information and Communications Technology (ICT) agenda was Job Creation. This effort spawned an industry which has not only created over half a million ICT-related careers nationwide for our youth, it has also succeeded in generating investments into the country and making the Philippines only second to India in the Outsourcing industry.

    Sadly, however, the outgoing administration did not provide the same level of leadership in E-Governance -- the pervasive implementation of ICT in delivering government services to the public.

    The Region 1 Development Council (RDC) chaired by Ilocos Sur Governor Deogracias Victor "DV" B. Savellano is pushing for the implementation of e-governance across state-run organizations in the region in support to the national government's Medium Term Development Plan 2004-2010 and the E-Commerce Act of 2000.

    The program will streamline the transaction and delivery system of the government and improve public services and administration through information and communication technology (ICT). It involved the processes or transactions between government agency to other government agency (G2G), government and citizens (G2C) and government business - other groups (G2B).

  • Philippines: Increased transparency urged as gov’t IT spending set to hit $580M by 2011

    A new research report has indicated that IT spending by the country’s public sector in the Philippines is expected to reach $580 million by 2011 as efforts to decentralize IT decision-making start to bear fruit.

    However, the study by analyst firm Springboard Research said the country still needs to simplify its procurement process and in the way it implements its IT projects in order to curb corruption and encourage foreign investments.
