  • Philippines: Cotabato lady mayor sees advantages of cashless electronic payment system

    In line with the vision of the League of Municipalities of the Philippines (LMP) to bring about rural empowerment that will advance the socio-economic welfare of people through the local government units (LGUs), Kabacan Mayor Luzviminda J. Tan said over the weekend she will adopt the network connectivity and e-payment solutions of the eCommunity program by integrating the Canadian government-funded Local Government Support Program (LGSP), an e-governance software currently installed in this town and 130 other LGUs in Mindanao.
  • Philippines: Creation of a department will boost ICT – Angara

    In order to facilitate the growth of the information and communications technology (ICT) sector, the government needs to establish a permanent entity that would promote ICT utilization, and also coordinate and implement national and local ICT services, according to Sen. Edgardo Angara.

    “As the world recovers from the global financial crisis, we are optimistic the ICT sector will realize its great potentials to ensure universal access and high-speed connectivity to vital information,” Angara said, even as he added that this will require investments in infrastructure from both the public and private sector.

  • Philippines: Credit cards, debit cards, cash cards can now pay for online govt transactions

    Payments for online government transactions can now be made through credit cards, debit cards, cash cards and mobile-phone wallets for various fees, charges and other assessments from online government transactions with the issuance of the joint administrative order by the Department of Finance (DOF) and the Department of Trade and Industry (DTI) governing this.

    Trade Secretary Jesli Lapus and Finance Secretary Margarito Teves have signed DTI-DOF Joint Department Administrative Order (JDAO) 10-01, entitled “Guidelines on the Use of Access Devices for Payment of Fees, Charges, Assessments and Other Revenues Due to the Government through the Electronic Payment and Collection System (EPCS) of a Government Entity.”

  • Philippines: CSC gets $500,000 grant for e-governance project

    The Civil Service Commission (CSC) recently received a 500,000 US dollar grant from the Asian Development Bank (ADB) for an e-governance project aimed at improving the selection process for civil servants but is more inclined at reducing political favoritism.

    The project, funded by the Japan Fund for Information and Communications Technology (JFICT), is expected to ensure a more rational, transparent and cost-efficient decision-making process for the country’s civil service system.

  • Philippines: CSC launches PIDS

    The Civil Service Commission is leaving the traditional way of filing and piling the Personnel Data Sheet (PDS). It is now moving towards the state-of–the- art arena where all you need is to click and type to access, edit and update information of close to 1.5 million government employees. Transaction time with and within CSC will definitely be faster.

    The Personnel Information Database System or PIDS will be the central database of the civil servants’ records, their personnel movements and agency personnel-related reports.

  • Philippines: Customs Bureau goes automated

    The government has earmarked about P500 million on the automation program foe its export transactions with the Bureau of Customs (BoC).

    In an interview with BoC Deputy Commission Alexander M. Arevalo yesterday at the Apo View Hotel in Davao City during a forum on Exports Systems Integration for a Streamlined Export Procedure he said that the budget came from the e-governance fund of PGMA’s special fund for automation of the bureaucracy.

  • Philippines: DENR okays ICT master plan

    The Department of Environment and Natural Resources (DENR) would soon be more responsive and at pace with the worldwide developments with the approval of the Information and Communications Technology (ICT) master plan of the department.

    DENR Secretary Angelo Reyes approved the ICT master plan since it is crucial to the department’s implementation of policies and programs on environmental protection and management to attain sustainable development of the country’s natural resources.

    The Department of Foreign Affairs (DFA), a pioneer in e-government services, reported significant benefits generated by its innovative DFA Passport Direct Service and Express Passport Delivery Service – over 380,000 passports processed, contributing to the decrease in the seemingly endless queues and agonizing waiting times for passport applicants.

  • Philippines: Digital signature EO to address security issues

    Philippine trade officials are set to submit a draft executive order (EO) that will require using “digital signatures," a move that will encourage e-commerce in the country by resolving security issues.

    The draft order is expected to be signed by President Gloria Macapagal-Arroyo within the first quarter, Maria Lourdes Yaptinchay, alternate chairperson of the trade department’s e-commerce team said during a recent public consultation.

  • Philippines: Disaster science tagged as national priority

    The Congressional Commission on Science and Technology and Engineering (COMSTE) identified the development of disaster science as one of the priority projects of the commission for 2011 in an en banc meeting held at the Senate recently.

    Senator Edgardo J. Angara, Chair of COMSTE, enumerated the flagship projects of the commission, which are Telehealth for remote areas and Digital Medical Records, Remote-Sensing for Agriculture, Electronic Vehicles and Green Transport and Disaster Science, Biotechnology for Health and food security, and Renewable Energy Systems.

  • Philippines: DoF, DTI issue joint guideline on e-payment, collection

    The Departement of Finance (DoF) and the Department of Trade and Industry (DTI) have signed a joint administrative order that recommends guidelines and policies to the government adoption of an electronic payment and collection system (EPCS), in relation to the implementation of the E-commerce Law, INQ7.net learned.

    The DoF and the DTI signed the joint administrative order on October 25, 2006, a copy of the joint agency directive obtained by INQ7.net showed.

  • Philippines: DoJ task force to deal with cybersecurity, cybercrime

    The Department of Justice (DoJ) has created a task force that will deal with cybersecurity issues in legislation and investigation.

    The group will pursue the e-government agenda, institutionalize a cybersecurity regime and implement laws, according to State Prosecutor Geronimo Sy, chairman of the new task force.

  • Philippines: DOST goes into Web-based GIS, mature technology portal

    The Philippine Council for Industry and Energy Research and Development-Department of Science and Technology (PCIERD-DOST) will soon introduce two new projects involving uploading a complete Philippine information map and an online portal for mature Philippine technologies.

    PCIERD is hoping to get both projects ready by June this year, in time for National Science and Technology Week celebrations in July.

  • Philippines: DOST launches P49M online system for researchers, SMEs

    Thousands of researchers conducting testing and analysis in six agencies and 15 regional offices of the Department of Science and Technology (DOST) can now go online to check on the status of their inquiries, among others.

    Launched on January 17, 2008, the Tests, Analyses and Calibration Information System (Tacis) went live more than three years it was developed by the Advance Science and Technology Institute.

  • Philippines: DoST launches SMS program for farmers

    The Department of Science and Technology (DoST) recently launched an umbrella program which seeks to provide farmers easier access to information in agriculture, forestry and natural resources (AFNR) using the short message service (SMS) technology.

    In an interview with Manila Bulletin, DoST Secretary Estrella Alabastro said that the program, dubbed "Techno — Gabay," enables the "dissemination of information and technologies to farmers."

  • Philippines: DOST website is Webby awards finalist

    The One Stop Information Shop of Technologies or OSIST, an online public information system of the Philippine Council for Industry and Energy Research and Development (PCIERD) clicked its way to the list of e-government category finalists in the 11th Philippine Web Awards (PWA), the local version of the prestigious international Webby Awards.

    PWA is a recognition body for the best Philippine websites. Finalists and winners draw approval among their peers, which often becomes web developers' leverage for better information technology career opportunities.

  • Philippines: DOST XI to implement ICT4D

    The Department of Science and Technology (DOST), with support from the International Development Research Center for Canada (IDRC), is implementing a project, "Learning from Information and communications Technology for Development (ICT4D) to enhance policymaking (Philippines)," with the aim of identifying the transformational impact of ICT on the Philippine society.

    The ICT4D project (www.ict4d.ph), in its Grants Program, has supported case study documentation of ICT4D initiatives in the country in the areas of politics/governance empowerment social services (e.g. education, health), economic/livelihood and infrastrucure/access.

  • Philippines: DOST’s Osist vying for World Summit award

    The Department of Science and Technology’s Internet portal called One Stop Information Shop of Technologies (Osist) was chosen over five others as national finalist for the World Summit Awards (WSA) e-Science and Technology category in an online content-related contest.

    The team behind Osist earned tickets to Monterey, Mexico, on June 12 as among the 40 winning teams in eight categories to be honored in the WSA gala night. The teams will receive certificates and trophies from government and industry leaders, and the United Nations.

  • Philippines: DOTC renews call for broadband network project

    The Philippines needs to implement the national broadband network (NBN) project now to be able to compete with its neighbors in the Association of Southeast Asian Nations (ASEAN) which are already establishing their own broadband networks to modernize government services, according to the Department of Transportation and Communications (DOTC).

    In a briefing on Tuesday, DOTC Assistant Secretary Lorenzo Formoso III said that for all the criticism of the NBN project, its modernizing impact on the bureaucracy would put the country in a better position to compete with other ASEAN economies like those of Malaysia and Vietnam.

  • Philippines: DTI, DILG push nationwide streamlining of business permits and licensing systems

    The Department of Trade and Industry and the Department of Interior and Local Government launched on August 6 the Nationwide Streamlining of Business Permits and Licensing Systems.

    DTI Secretary Gregory L. Domingo and DILG Secretary Jesse Robredo signed the (1) BPLS Standards, (2) a joint department Administrative Order on the roles of the two government agencies in the implementation if the BPLS project, and (3) a memorandum of agreement to formalize and provide a mechanism to susain joint efforts of DTI and DILG to address constraints to local investment generation.
