Transforming Government since 2001
The Region 1 Development Council (RDC) chaired by Ilocos Sur Governor Deogracias Victor "DV" B. Savellano is pushing for the implementation of e-governance across state-run organizations in the region in support to the national government's Medium Term Development Plan 2004-2010 and the E-Commerce Act of 2000.

The program will streamline the transaction and delivery system of the government and improve public services and administration through information and communication technology (ICT). It involved the processes or transactions between government agency to other government agency (G2G), government and citizens (G2C) and government business - other groups (G2B).

Part of the program is the promotion of the e-Governance of Municipal Development (eGov4MD) Project in the region headed by the Department of Trade and Industry (DTI) that aimed to strengthen LGUs and their operations, including increase efficiency of public service delivery and revenue generation through ICT.

DTI identified the following towns in the region as pilot project areas for the project such as Dingras and Batac in Ilocos Norte; Cabugao, Narvacan and Tagudin in Ilocos Sur; and Bolinao, Mangataram and Sta. Barbara in Pangasinan as pilot project areas.

According to Director Leonardo N. Quitos of the National Economic Development Authority (NEDA) in Region 1, officials and concern staff from the identified LGUs will be provided with a series of trainings and orientation on ICT.

Eventually, with the national government's intervention, the beneficiaries will be equipped with adequate information technolody (IT) hardwares and facilities for projects implementation," Quitos said.

To boost the ICT and Human Resource Development (HRD) potentials of the LGUs, the national government inked an agreement with the Canadian Executive Service Organization (CESO) - an international non-profit organization that provides free (volunteer-basis) management, technical and policy development assistance in the areas of manufacturing, tourism, agribusiness and local governance.

To ensure project sustainability management, regular assessment will be conducted to the concerned LGUs.

Quitos told that higher education institutions were also tapped to assist LGUs in their ICT-related requirements, particularly in the development of their websites.

He concluded that the adoption of other municipalities into the program will be determine after the assessment of the first batch of LGUs.
