  • Philippines urged to adopt int’l telehealth standards

    With the current population increase outgrowing the local healthcare resources, lawmakers and doctors in the Philippines are calling for the immediate adoption of international telehealth standards or E-health -- the practice of applying ICT for healthcare delivery and education for the underserved.

    "We must maximize telehealth potential and adopt international telehealth standards," said Senator Edgardo Angara, in his keynote address read at the first "eHealth & Telemedicine Philippines 2009" conference and exhibition which opened yesterday at the Crowne Plaza Galleria in Quezon City.

  • Philippines using biometrics to provide government pensions

    The Philippines’ Government Service Insurance System (GSIS) and Globe Telecom Inc have recently inked a deal which will see more than 350 wireless automated processing system kiosks take root in government offices.

    GSIS administers a pension fund for Filipino government employees that have the following social security benefits: compulsory life insurance, optional life insurance, retirement benefits, and disability benefits for work-related accidents and death benefits. The GSIS also offers government employees financial services such as loans.

  • Philippines: NCC mulls ASP model to help low-tech areas go online

    Third- or fourth-level municipalities in the country may soon be connected to the Internet when the National Computer Center (NCC) implements an applications service provider (ASP) model for these areas.

    The ASP model may allow impoverished municipalities to start their own computerization initiatives without spending much on hardware and software components.

  • Philippines: Plans for e-government data center shelved

    Plans to establish a government-owned and operated Internet data center (IDC) has been shelved for good, an official told INQ7.net Tuesday.

    The IDC hopes to serve as a central repository of digitally encoded information for all government offices.

    ALL 457 Mindanao local government units (LGUs) are now online and can be accessed with a click of a button. Based on the latest web presence statistics released by the National Computer Center (NCC) through its Field Operations Office, 100% of 25 provinces, 27 cities and 405 municipalities comprising the Mindanao area now have web presence.

    The e-Government Fund technical working group recently approved the disbursement of 248 million pesos for two new information technology-related projects for the Department of Interior and Local Government (DILG) and the Department of Social Welfare and Development (DSWD).
  • Philippines: 30 projects competing for e-government fund

    MORE than 30 proposals from various government agencies are jostling for the remaining 2-billion-peso e-government fund for information technology projects, a member of the Information Technology and E-commerce Council (ITECC) committee on e-government said Friday.
  • Philippines: 31 municipalities sign e-governance 'covenant'

    Thirty-one municipalities have signed a covenant indicating their commitment to help each other implement e-governance, a representative of a Canadian International Development Agency-funded project said.

    As a result of the "E-governance for Municipal Development (eGov4MD)" project, municipal officials have agreed to share skills and resources in the development of e-governance systems.

    They have also agreed to pool finances to build a community of technical professionals who will assist local government units in implementing e-governance projects.

  • Philippines: 4 Davao Sur LGUs get free software for permits and licensing system

    Four local government units (LGUs) from the province became recipients of free software package using an open source-based business permit and licensing system through the eGovernance for Municipal Development (eGov4MD) project.

    The package includes various forms of technical assistance, particularly in crafting Information System Strategic Plan and in making electronic business permit and licensing system operational. These components were provided to the municipalities of Sta. Cruz, Bansalan, Hagonoy, and Padada.

Each day tens of millions of Internet users send each other electronic mail and surf around the net, all from their personal computers. It is not surprising, therefore, that the Internet which has been open for business for decades and the markets for on-line services and information providers have become more populous than many countries in the world.

    There is an urgent need for a 'one-stop-shop' e-business registry in the country today to compete in the world investment market.

    "Convergence and convenience in processing business registration and documents such as permits, clearances, and the like," said Minerva Yap, coordinator of the National economic Research and Business Assistance Center (NERBAC) of the Dept. of Trade and Industry (DTI-7) in Central Visayas.

  • Philippines: Agusan Norte launches e-Governance

    To cope with the global challenge, the Province of Agusan del Norte formally launched the computerization program in some of the municipalities.

    In his speech during the launching of e-governance in the municipalities of Jabonga and Tubay, Governor Erlpe John Amante pointed out that since the automation began in January this year, the revenues of the pilot municipalities namely Nasipit, Buenavista, Magallanes, Cabadbaran, Jabonga and Tubay showed a remarkable increase.

  • Philippines: Agusan Norte, municipalities to launch eGovernance

    To keep pace with the changing environment brought about by the Digital Economy and in compliance with RA 8792 or the Electronic Commerce Act of 2000, the province of Agusan del Norte and some of its municipalities is set to launch eGovernance.

    The launching schedules are March 20, 9:00 am for Magallanes and 2:00 pm for Cabadbaran; March 21, 9:00 am for Jabonga and 2:00 pm for Tubay; March 22, 9:00 am for Buenavista and 2:00 pm for Nasipit; and March 26, 8:00 am for Agusan del Norte.

  • Philippines: Are we ready for e-government?

    How ready are we for electronic government?

    This is the question that the United Nations has tried to answer every year since 2003 with its E-Government Readiness Survey.

    In 2005, the survey assessed e-government Web sites of 191 UN member states to determine how ready governments around the world are to provide access to and use information and communications technology (ICT) to deliver basic social services.

  • Philippines: Are we really I.T. prepared or are we not?

    SMS capital of the world? Social networking capital of the world? These are just some titles attributed to the Philippines in as far as technology is concerned. Almost every Filipinos has mobile phones, internet cafes all over, people carrying notebooks / netbooks in restaurants, malls, and practically anywhere. But does this really reflect the total readiness of the country in as as technology is concerned? The answer is NO.

    The Philippines slipped from its 81st ranking in 2008 to 85th spot in terms of network readiness in the latest Global Information Technology Report 2009 released by the World Economic Forum. Back in 2007, the Philippines was ranked 69th among all the economies surveyed.

  • Philippines: Arroyo approves P1-billion e-Government fund

    President Gloria Macapagal-Arroyo has approved the release of the 1-billion-peso e-Government Fund that will be used to pursue IT-related government projects.

    The e-Government Fund was part of the General Appropriations Act for 2005, which was earlier approved by the Senate three weeks ago. The fund's creation was recommended by the Department of Budget and Management.

  • Philippines: At par with the world in e-government

    AS a nation that has taken significant strides in the application of information and communication technologies (ICT) in virtually every field, from business to education and government, the Philippines has yet another reason to stand proud as the government website has been cited by the United Nations (UN) as one of the best in South and Eastern Asia.

    Ranking fourth in the region, the Philippine government website, www.gov.ph, was cited by the UN’s 2005 Global eGovernment Readiness Report as "at par with the best in the world." The UN Report applauded the website’s "dedicated e-services section." The report also noted the website’s multi-topic discussion forum, as well as its recent feature enabling citizens to comment directly on news items posted on the site.

  • Philippines: Automated issuance of business permits proposed

    The Department of Trade and Industry (DTI) and the Commission on Information and Communication Technology (CICT) initiated a joint project with the Advocacy for the Development of Central Luzon (ADCL) focusing on the proposed automation of business permit licensing system among local government units in Pampanga.

    ADCL chairman Rene Romero announced that the project, dubbed e-BPLS LGU (Electronic Business Permit Licensing System for LGUs), aims to encourage all local governments to implement e-Governance and uses a software product that would enable them to process business applications electronically.
