The Establishment of Web Presence for Local Government Units is actually one of the six components of the NCCs LGU Project. It seeks to get all 1,690 LGUs in the country online by September 15, 2003, which marks the end of LGUs initial project year.
The next wave of NCCs web presence initiatives under the eLGU Project would be the progression to a higher website stage for the LGUs. To hasten NCCs efforts in this aspect, it has developed a new version of the website content management system (CMS) that already supports Stages 2 and 3 web presence. CMS is the tool being used to assist LGUs in creating their own websites without the usual hassles involved. The new CMS will be rolled out in Year 2 of the eLGU Project targeting those LGUs with existing CMS-based websites and Internet connection.
Relative to this, NCC has issued NCC-Memorandum Circular 2003-01 last July 31 prescribing guidelines for compliance to the e-Commerce Act and Stages 2 and 3 of the UN-ASPA 5 Stages of e-Government. Furthermore, aside from encouraging agencies that have the technical and financial capabilities to advance to higher stages, the circular also advises agencies to already include in their budget for Fiscal Year 2004 onwards enough funds to maintain their websites and internet connection.
