  • Singapore Passes First Personal Data Protection Bill

    The Singapore Parliament passed the island’s first bill to protect consumer data on 15 October. The bill aims to govern the collection, use and disclosure of personal data by private organisations, and will be implemented as law in January 2013.

    The bill provides for the creation of a Personal Data Protection Commission (PDPC), and a national Do-Not-Call Registry. The commission will be the country’s main data protection authority, and will be responsible for administering and enforcing the bill and promoting awareness of data protection in Singapore.

    The manner in which the citizen information would be collected has not yet been revealed but some analysts believe that the reason for this concept is due to the present difficulty of obtaining citizen information through National Identity cards.

    The British Computer Society (BCS) has highlighted its perceived risks within the Government’s proposed ID Card scheme in its submission to the LSE (London School of Economics) Report: "The Identity Project: an assessment on the UK Identity Cards Bill and its implications".

    The BCS raises some key concerns surrounding the ID Card scheme and the high levels of risk attached to the implementation of a large and centralised government IT system as currently outlined in the bill. Furthermore, the Society exercises its primary concern that there appears to be no firm and fixed statement of what the system is meant to achieve, what success or failure criteria and scope limitations have been imposed.

    The Information Commissioner believes the measures set out in the National Identify Cards Bill go "well beyond" the requirements to set up a secure, reliable and trustworthy ID card system.

    In a statement published on the organisation's website, to the Bill that was passed by Parliament on 18 October, Richard Thomas, the Commissioner expressed several issues of concern relating to privacy and data protection of personal information of an individual.

    IT industry experts today warned that the UK government's latest plans to introduce biometrics-based national ID cards rely on untested technology, and could be stymied by a growing range of technological and operational issues.

    Analyst firm Butler Group noted that the government seems determined to push forward with its plans, despite a chorus of IT and privacy objections.

    The London School of Economics has issued its alternative model for a "trusted identity structure" that would meet the aims of the government's ID card bill.

    The model, which is outlined in the LSE's Identity Project Report published on 27 June 2005, accepts that no system can be totally secure and allows for individual control of personal data. Along with the model, the LSE also presents a "median figure" of £14.5bn for the government's proposed scheme.

    Ein Bericht des US Government Accountability Office (GAO) warnt vor möglichem Datenschutz-Missbrauch bei der boomenden RFID (Radio Frequency Identification)-Technologie. Nach einer Erhebung der Behörde ist RFID bereits bei 13 der größten Regierungsstellen im Einsatz. Jedoch hätte sich nur eine von insgesamt 23 untersuchten Behörden Gedanken über politische und datenschutzrechtliche Aspekte der Technologie, die in Zukunft die Strichcodes ablösen soll, gemacht, berichtet der Branchendienst Cnet.
